January 12, 1983 Special City Council Meeting
Enclosed is a copy of the agenda for the special City Council meeting on
Wednesday, January 12, 1983. Each of the incumbents reapplying for
appointment to the Advisory Parks & Recreation Commission or Advisory
Planning Commission were contacted by this office to schedule a meeting
with the City Council for this Wednesday. Three of the incumbents (Carolyn
Thurston, Doris Wilkins & Garrett Mulrooney) who are seeking reappointment
felt they were already known to the Council or had had recent interviews
and therefore would not take up the Council's time by attending the inter-
view session. The schedule is designed to interview Advisory Planning
Commission candidates first and then Advisory Parks & Recreation Commission
candidates. For the three (3) regular terms on the Advisory Planning Com-
mission, David Bohne, Michael Wold and Doris Wilkins are seeking reappoint-
ment, and Garrett Mulrooney, who is also seeking reappointment, is presently
the one year alternate. There are three additional people who are seeking
appointment to the Advisory Planning Commission. (Mark Nosbush is
scheduled later in the evening because of an earlier conflict.) The Advisory
Parks & Recreation Commission has four (4) appointments. Three incumbents
are seeking reappointment and those people are Doug McNeeley, George Kubik
and Carolyn Thurston. Margaret Tilley is not seeking reappointment.
The second item for discussion at Wednesday night's special meeting is
the union contracts and salary compensation schedule for 1983. The City
Administrator will complete the proposed salary compensation proposal this
evening and the same will be presented for your review in a special three
to four page memorandum on Tuesday, January 11.
Volunteer Firefighters' Pension Plan
The pension proposal that was presented by the City Council in early Decem-
ber, refer to the attached memorandum dated December 2, 1982, was accepted
by the Volunteer Fire Department at a special general assembly meeting
on Saturday morning, January 8, 1983. The only change was the change
authorized recently by the City Council to increase the lump sum payment
to $30,000 which affects the monthly benefit option by approximately $6
to $7. Otherwise, the proposal remains the same as outlined in the enclosed
document. This proposal comes very close to the City Council's intent of
a pay as you go plan and the increase of approximately $7,000 does pro-
vide for a catch up for the past five years when there has been no pension
increase while the same amount is fixed for the next five years. A memo-
randum is to be forthcoming from Ken Southorn who represented the Volunteer
Fire Department in the negotiation process. This item will be placed under
Fire Department business at the January 18, 1983 meeting for formal accep-
tance and approval.

Cable Television
Enclosed is a memorandum and copies of the Group W cable bid proposal
for your information. The memorandum is self explanatory.
City Code
The dividers have arrived for the City Codes, and as a result, we have
assigned a City Code document to the Mayor and each member of the City
Council. There is no reason to keep the old ordinances or ordinance books.
Feel free to toss the ordinances and return the notebook to the City of
Eagan unless you have another purpose for the notebook. We are retaining
one master copy of the old ordinances that will eventually be microfilmed
and always kept with the City in case there is ever any discrepancy between
the City Code and any previous ordinance.
City Hall Expansion
Please refer to the League of Minnesota Cities magazine which you all should
have received last weekend, specifically the article on the referendum pro-
cess for the new city hall as approved for the City of Eagan. The article
is written by Tom Davies who was retained by Jack Boarman to assist in
the draft copies of the newsletters that were later revised, prepared and
sent out to all residents of the City by the City of Eagan as a part of
the referendum process. This league magazine is mailed out to mayors,
councilmembers and staff throughout several hundred cities in the State
of Minnesota -- a good public relations tool for our community. The re-
vised plans as presented by the architect at the last City Council meeting
have been reviewed by the Police Department and additional staff, and
with additional modifications to the administrative offices and lunchroom,
the new plan appears to be acceptable to the department heads. A final
review is being undertaken this afternoon in a special staff meeting.

issippi River Basin Commission. We developed and evaluated a series of master
planning approaches for multiple -use activities on the -Upper Mississippi River
Basin. The results of this project were published, underwent public hearings,
and were incorporated into a multiple use master planning bill which is
now before the U.S. Congress.)

environmental studies.
I have been directly involved with the representatives of a variety of regulatory,

and concerned citizens have been involved in the projects which I have directed.

I am convinced that Eagan is facing a dramatic population
increase in the near future. A large population increase will
cause many growing pains if proper emphasis is not placed
on short and long term planning. If anticipated problems
are not planned for now, all Eagan residents will face
dramatically increased taxes and/or a reduced living-stan-
ard.
I have experience in both positions that are open. I assist-
ed in developing two recreational areas in Albert Lea while
a member of the JAYCEES. I have owned and managed several
apartmentyin Minneapolis and St. Paul. Both experiences
taught me a great deal about how resoures can be used to
the maximium benefit of all. It also taught me that many
resoures are under-utilized due to poor planning.
I am presently employed as a financial controller for
a company located in st. Paul. Previously I was employed
as a Data Processing manager. Both positions provided numerous
opportunies for short and long term planning.

I am very interested in being appointed to this committee and feel I
would be able to make very worth while contributions to the monthly meetings.
I am an extremely civic minded person. This is evedenced by my willing-
ness to serve my country as a United States Army Infantry soldier decorated
in Vietnam in 1967. I have also donated countless numbers of hours as a
senior member to the civil air patrol. On a more local level, I have coached
youth soccer in the New Hope/Plymouth area and am presently the treasurer for

My profession is that of school administrator with the Dakota County

I am extremely interested in becoming a member of the Advisory
Park and Recreation Committee. Throughout my life, I have actively
participated in and directed park and recreation activities and feel
that my enthusiasum and experience would be' -of great benefit to this
Committee, the City Council and the City of Eagan.
IID until Kovember 4th of 1982, I was employed by Merriam Park
Community Center in St. Paul as a Youth Worker. My duties consisted
of organizing ani operating a Youth and Teen Program and co -directing
a recreation program in conjunction with the City of St. Paul Recrea-
tion Department. My recreational duties included developing and or-
ganizing recreational and athletic programs, refereeing athletic con-
tests and coaching teams of both adults and children.
Currently, I am employed on a part time basis with the City of
St. Louis Park Recreation Department. I am also actively pursuing a
job in retail or wholesale sales.
I graduated from the College of St. Thomas in 1979 with a BA degree
in Political Science. I also attended St. John's University in College-
ville for one year. Throughout my time at both these fine institutions,
I was always involve9 in many extracurricular activities ranging from
Playing intramural basketball and football and coaching high school
freshman basketball, to being a member of the College of St. Thomas
President's Student Development Council.
In these recessionary times, hard decisions must be made regarding
thR expenditure of public.funds. With this in mind, we also must be a-
ware of the need for properly developed park space and adequate recrea-
tional activities for people of all ages. I most certainly would like
to play a role in the study, advising and decision making of these ques-
tions.

In response to December, 1981 "Eagan News" announcement
of impending "advisory committee appointments", this letter
is submitted to express my interest in becoming a member of
the Eagan Advisory Planning Commission.
I believe the function of such committee-to advise the
City Council on land use and other community planning mat-
ters-is extremely important, particularly as relates to the
requirement for a farsighted, thoughtful approach; then
consistent, uniform implementation, in order to enhance and
yet control our City's demanding growth patterns.
I have lived in Eagan since 1977. My wife, Diane, and

five children, ages 8-16, moved into 1470 Red Cedar Road in
"Timberline" in August of that year. We enjoy our home,
neighborhood and community very much. Our compliments to

the City Council, Planning Commission and other public
bodies for past and current efforts to preserve and improve

I graduated from St. John's University in 1963 with a
B.A. degree in Political science. I received my law degree
from the University of Minnesota in June, 1966. After two
years active duty in the United States and Europe with the
United States Army, 4th Armored Division, I joined the law
firm of Maun, Green, Hayes, Simon, Johanneson and Brehl in
St. Paul and Minneapolis, with whom I currently practice. I
am 40 years old.
I have been active in church activities, first at St.
Gregory's (where I was the school advisory committee chair-
man for two years), when we lived in Highland in St. Paul,
and currently at St. Peter's and at St. Joseph's in West St.
Paul, where our children attend school. I have participated
in community activities through the Ramsey and Hennepin

County Bar Associations, through our "Timberline Associa-
tion" and as a member of the Midway Serra Club in St. Paul.
I recently finished a three year commitment as a member
(one year as president) of the St. John's University Na-

actual city or community chartered commissions or committees,
I believe my degree in political science and numerous.ex-
periences in representative organizations made up of varied
persons with varying backgrounds and points of view indicate
my potential to well -serve the needs and purposes of the
Advisory Planning Commission and the Eagan City Council.

SUBJECT: VOLUNTEER FIRE DEPARTMENT RELIEF ASSOCIATION RETIREMENT
PENSION PROPOSAL
The City Council is proposing the following benefit changes and
increases to the current retirement.pension plan.
1. Lump sum upon completing 20 years of service is $30,000
or the equivalent monthly benefit option of $200.00.
2. The City's contribution for 1982 and 1983 is $65,000 per
year. Each contribution thereafter will be at a level
necessary to retire the unfunded deficit prior to December
31, 1987 but in no event will exceed $65,000 per year
adjusted by 7% compounded annually for the remaining years.
3. For present forecasting purposes the increase for state_
aid allocations will be based yearly on a 7% factor.
4. The number of volunteer firefighters is 70. This number
is subject to change by the City Council upon demonstrating
the need for additional personnel. .
5. Effective with the next pension increase, all pension
amounts will be determined on a pro rata basis for the
years of service within each pension increment.
6. This proposal covers the period January 1, 1983 through
December 31, 1987.

SUBJECT: JO1NT CABLE COMMISSION BID
On Thursday, January 6, 1983, the Joint Burnsville/Eagan Cable Commission
received one bid from Group W Cable (a subsidiary of Westinghouse Broad-
casting Cable, Inc.). The joint commission was hopeful to receive more
than one bid; however, it was not a surprise to receive only the one bid.
The Chicago Tribune Company, by which Mr. Dick Joyce was employed, pulled
out of Minnesota a few months ago and therefore did not bid, and Dowden
out of Atlanta had expressed interest in bidding but did not submit a bid.
The more cities in a metropolitan area that bid and approve franchises,
the more the competition is reduced with cable companies. Group W, formally
Teleprompter, has successfully bid suburban groups throughout the metropoli-
tan area and is a strong candidate for the City of St. Paul franchise.
Because Group W is a candidate for the City of St. Paul, the commission
feels their bid should be favorable towards the Cities of Burnsville and
Eagan. A good reputation by a cable company while bidding a neighboring
franchise is very important, specifically to Group W while they attempt
in the next few months to gain the franchise in the City of St. Paul.
According to Tom Creighton, it is important to have the consultant, Tele-
communications Management Corp., review the proposal. If the commission
feels there are certain aspects of the proposal they do not like or there
are other aspects that they would like included, it is certainly possible
to negotiate changes to the proposal.
As you have already observed, the proposal is quite lengthly, three volumes
of detail. I would recommend your reading the executive summary which
is approximately sixteen pages in length and located in Volume I, the
section before Section A. This will give you an overview of what is being
proposed. Then, for more detail, you can read the other sections in the
three volumes at your. leisure. It will not be necessary to keep these pro-
posals, but it is recommended that. you retain them for the next two to
three months. After a franchise is awarded, feel free to return them to
the City due to their size. I would, however, recommend you always retain
the executive summary.
Tom -Creighton warned the commission last Thursday that it is not uncommon
for other cable commissions, whether they are bidding or not bidding, to
spread rumors about a cable company which has bid or may be under
strong consideration for selection by a city or joint commission. Even
though other cable companies did not bid, it could be advantageous to
spread rumors, such as Group W does not. hire employees for construction
from the metropolitan area or Group W has notoriously raised rates very
rapidly once the franchise is issued ' or any other such rumor. The reason

for spreading rumors and implanting them with city councils is for the
sole .and hopeful achievement of having a certain franchise, in this case
Group W, removed from the process which allows a different cable company
to rebid the franchise and eliminate a certain amout of competition. There
is no valid reason for starting any rumors. Group W has an excellent
track record in communities Mr. Creighton has served and possibly false
false rumors for the some of the reasons I have mentioned will never be
started by other cable companies. If rumors are started, it is important
that City Councilmembers openly discuss the rumor as soon as they hear
one at a regular City Council meeting or cable commission meeting instead
of waiting until later in the process when all the review is completed by
the commission and a vote is under consideration by both cities. Both
Jim Spore, Burnsville City Manager, and I were asked by Mr. Creighton
and the joint commission to express the possibility of rumors to our respec-
tive city councils.
On the surface, the bid looks quite good; however, until the review has
been completed, commission members are going to refrain from comment pub-
licly due to the fact that it might be desirable to negotiate differenct
aspects or proposals within the bid by the joint commission during the
review process. City Councilmember Smith and City Administrator Hedges
will provide an additional update at the January 18, 1983 City Council
meeting.

January 12, 1983 Special City Council Meeting
Enclosed is a copy of the agenda for the special City Council meeting on
Wednesday, January 12, 1983. Each of the incumbents reapplying for
appointment to the Advisory Parks & Recreation Commission or Advisory
Planning Commission were contacted by this office to schedule a meeting
with the City Council for this Wednesday. Three of the incumbents (Carolyn
Thurston, Doris Wilkins & Garrett Mulrooney) who are seeking reappointment
felt they were already known to the Council or had had recent interviews
and therefore would not take up the Council's time by attending the inter-
view session. The schedule is designed to interview Advisory Planning
Commission candidates first and then Advisory Parks & Recreation Commission
candidates. For the three (3) regular terms on the Advisory Planning Com-
mission, David Bohne, Michael Wold and Doris Wilkins are seeking reappoint-
ment, and Garrett Mulrooney, who is also seeking reappointment, is presently
the one year alternate. There are three additional people who are seeking
appointment to the Advisory Planning Commission. (Mark Nosbush is
scheduled later in the evening because of an earlier conflict.) The Advisory
Parks & Recreation Commission has four (4) appointments. Three incumbents
are seeking reappointment and those people are Doug McNeeley, George Kubik
and Carolyn Thurston. Margaret Tilley is not seeking reappointment.
The second item for discussion at Wednesday night's special meeting is
the union contracts and salary compensation schedule for 1983. The City
Administrator will complete the proposed salary compensation proposal this
evening and the same will be presented for your review in a special three
to four page memorandum on Tuesday, January 11.
Volunteer Firefighters' Pension Plan
The pension proposal that was presented by the City Council in early Decem-
ber, refer to the attached memorandum dated December 2, 1982, was accepted
by the Volunteer Fire Department at a special general assembly meeting
on Saturday morning, January 8, 1983. The only change was the change
authorized recently by the City Council to increase the lump sum payment
to $30,000 which affects the monthly benefit option by approximately $6
to $7. Otherwise, the proposal remains the same as outlined in the enclosed
document. This proposal comes very close to the City Council's intent of
a pay as you go plan and the increase of approximately $7,000 does pro-
vide for a catch up for the past five years when there has been no pension
increase while the same amount is fixed for the next five years. A memo-
randum is to be forthcoming from Ken Southorn who represented the Volunteer
Fire Department in the negotiation process. This item will be placed under
Fire Department business at the January 18, 1983 meeting for formal accep-
tance and approval.

Cable Television
Enclosed is a memorandum and copies of the Group W cable bid proposal
for your information. The memorandum is self explanatory.
City Code
The dividers have arrived for the City Codes, and as a result, we have
assigned a City Code document to the Mayor and each member of the City
Council. There is no reason to keep the old ordinances or ordinance books.
Feel free to toss the ordinances and return the notebook to the City of
Eagan unless you have another purpose for the notebook. We are retaining
one master copy of the old ordinances that will eventually be microfilmed
and always kept with the City in case there is ever any discrepancy between
the City Code and any previous ordinance.
City Hall Expansion
Please refer to the League of Minnesota Cities magazine which you all should
have received last weekend, specifically the article on the referendum pro-
cess for the new city hall as approved for the City of Eagan. The article
is written by Tom Davies who was retained by Jack Boarman to assist in
the draft copies of the newsletters that were later revised, prepared and
sent out to all residents of the City by the City of Eagan as a part of
the referendum process. This league magazine is mailed out to mayors,
councilmembers and staff throughout several hundred cities in the State
of Minnesota -- a good public relations tool for our community. The re-
vised plans as presented by the architect at the last City Council meeting
have been reviewed by the Police Department and additional staff, and
with additional modifications to the administrative offices and lunchroom,
the new plan appears to be acceptable to the department heads. A final
review is being undertaken this afternoon in a special staff meeting.

I am convinced that Eagan is facing a dramatic population
increase in the near future. A large population increase will
cause many growing pains if proper emphasis is not placed
on short and long term planning. If anticipated problems
are not planned for now, all Eagan residents will face
dramatically increased taxes and/or a reduced living-stan-
ard.
I have experience in both positions that are open. I assist-
ed in developing two recreational areas in Albert Lea while
a member of the JAYCEES. I have owned and managed several
apartmentyin Minneapolis and St. Paul. Both experiences
taught me a great deal about how resoures can be used to
the maximium benefit of all. It also taught me that many
resoures are under-utilized due to poor planning.
I am presently employed as a financial controller for
a company located in st. Paul. Previously I was employed
as a Data Processing manager. Both positions provided numerous
opportunies for short and long term planning.

Park and Recreation Committee. Throughout my life, I have actively
participated in and directed park and recreation activities and feel
that my enthusiasum and experience would be' -of great benefit to this
Committee, the City Council and the City of Eagan.
IID until Kovember 4th of 1982, I was employed by Merriam Park
Community Center in St. Paul as a Youth Worker. My duties consisted
of organizing ani operating a Youth and Teen Program and co -directing
a recreation program in conjunction with the City of St. Paul Recrea-
tion Department. My recreational duties included developing and or-
ganizing recreational and athletic programs, refereeing athletic con-
tests and coaching teams of both adults and children.
Currently, I am employed on a part time basis with the City of
St. Louis Park Recreation Department. I am also actively pursuing a
job in retail or wholesale sales.
I graduated from the College of St. Thomas in 1979 with a BA degree
in Political Science. I also attended St. John's University in College-
ville for one year. Throughout my time at both these fine institutions,
I was always involve9 in many extracurricular activities ranging from
Playing intramural basketball and football and coaching high school
freshman basketball, to being a member of the College of St. Thomas
President's Student Development Council.
In these recessionary times, hard decisions must be made regarding
thR expenditure of public.funds. With this in mind, we also must be a-
ware of the need for properly developed park space and adequate recrea-
tional activities for people of all ages. I most certainly would like

Dear Sir:
In response to December, 1982, "Eagan News"
announcement of upcoming "advisory committee appoint-
ments", I submit this letter to express my interest
in again being appointed to the Advisory Planning
Commission, as either a regular or alternate member.
My experience as the alternate member on the
Commission this past year has been most interesting
and rewarding. I have come to know and really respect
the interest, dedication and conscientious approach
of Commission members and, having started, I would
like to continue these endeavors if the City Council
wishes.
During this past year, I was able to attend
most meetings in view of the absence of one or
another regular member of the Commission from time
to time, and hope I contributed in some way to the
important work of the Commission as it deals with
the significant issues raised by substantial, pro-
posed development in our community, to be in a po-
sition to make sound recommendations to the City
Council.
Attached is a copy of my letter dated January 4,
1982, which I incorporated by reference.

Planning Commission
Dear Sir:
In response to December, 1981 "Eagan News" announcement
of impending "advisory committee appointments", this letter
is submitted to express my interest in becoming a member of
the Eagan Advisory Planning Commission.
I believe the function of such committee-to advise the
City Council on land use and other community planning mat-
ters-is extremely important, particularly as relates to the
requirement for a farsighted, thoughtful approach; then
consistent, uniform implementation, in order to enhance and
yet control our City's demanding growth patterns.
I have lived in Eagan since 1977. My wife, Diane, and

five children, ages 8-16, moved into 1470 Red Cedar Road in
"Timberline" in August of that year. We enjoy our home,
neighborhood and community very much. Our compliments to

the City Council, Planning Commission and other public
bodies for past and current efforts to preserve and improve
the community.
I graduated from St. John's University in 1963 with a
B.A. degree in Political science. I received my law degree
from the University of Minnesota in June, 1966. After two
years active duty in the United States and Europe with the
United States Army, 4th Armored Division, I joined the law
firm of Maun, Green, Hayes, Simon, Johanneson and Brehl in
St. Paul and Minneapolis, with whom I currently practice. I
am 40 years old.
I have been active in church activities, first at St.
Gregory's (where I was the school advisory committee chair-
man for two years), when we lived in Highland in St. Paul,
and currently at St. Peter's and at St. Joseph's in West St.
Paul, where our children attend school. I have participated
in community activities through the Ramsey and Hennepin

County Bar Associations, through our "Timberline Associa-
tion" and as a member of the Midway Serra Club in St. Paul.
I recently finished a three year commitment as a member
(one year as president) of the St. John's University Na-
tional Alumni Association.
Although I have no previous experience serving on
actual city or community chartered commissions or committees,
I believe my degree in political science and numerous.ex-
periences in representative organizations made up of varied
persons with varying backgrounds and points of view indicate
my potential to well -serve the needs and purposes of the
Advisory Planning Commission and the Eagan City Council.
Thank you for your consideration. If needed, I would
be pleased to accept the challenge of this service to Eagan.

Dear Roger:
It has become necessary to submit my resignation to
the Eagan Advisory Parks and Recreation Committee.
I have thoroughly enjoyed my experience on this
advisory board and will miss the contact with my
fellow board members. It has been a very enriching
experience to work with dedicated and concerned
people.
I would also like to commend the excellent leadership
of our board director, Ken Vraa. Ken is organized,
well informed, supportive and helpful to the board
members. It would be difficult to find a more qualified
and professional person.

SUBJECT: VOLUNTEER FIRE DEPARTMENT RELIEF ASSOCIATION RETIREMENT
PENSION PROPOSAL
The City Council is proposing the following benefit changes and
increases to the current retirement.pension plan.
1. Lump sum upon completing 20 years of service is $30,000
or the equivalent monthly benefit option of $200.00.
2. The City's contribution for 1982 and 1983 is $65,000 per
year. Each contribution thereafter will be at a level
necessary to retire the unfunded deficit prior to December
31, 1987 but in no event will exceed $65,000 per year
adjusted by 7% compounded annually for the remaining years.
3. For present forecasting purposes the increase for state_
aid allocations will be based yearly on a 7% factor.
4. The number of volunteer firefighters is 70. This number
is subject to change by the City Council upon demonstrating
the need for additional personnel. .
5. Effective with the next pension increase, all pension
amounts will be determined on a pro rata basis for the
years of service within each pension increment.
6. This proposal covers the period January 1, 1983 through
December 31, 1987.

SUBJECT: JO1NT CABLE COMMISSION BID
On Thursday, January 6, 1983, the Joint Burnsville/Eagan Cable Commission
received one bid from Group W Cable (a subsidiary of Westinghouse Broad-
casting Cable, Inc.). The joint commission was hopeful to receive more
than one bid; however, it was not a surprise to receive only the one bid.
The Chicago Tribune Company, by which Mr. Dick Joyce was employed, pulled
out of Minnesota a few months ago and therefore did not bid, and Dowden
out of Atlanta had expressed interest in bidding but did not submit a bid.
The more cities in a metropolitan area that bid and approve franchises,
the more the competition is reduced with cable companies. Group W, formally
Teleprompter, has successfully bid suburban groups throughout the metropoli-
tan area and is a strong candidate for the City of St. Paul franchise.
Because Group W is a candidate for the City of St. Paul, the commission
feels their bid should be favorable towards the Cities of Burnsville and
Eagan. A good reputation by a cable company while bidding a neighboring
franchise is very important, specifically to Group W while they attempt
in the next few months to gain the franchise in the City of St. Paul.
According to Tom Creighton, it is important to have the consultant, Tele-
communications Management Corp., review the proposal. If the commission
feels there are certain aspects of the proposal they do not like or there
are other aspects that they would like included, it is certainly possible
to negotiate changes to the proposal.
As you have already observed, the proposal is quite lengthly, three volumes
of detail. I would recommend your reading the executive summary which
is approximately sixteen pages in length and located in Volume I, the
section before Section A. This will give you an overview of what is being
proposed. Then, for more detail, you can read the other sections in the
three volumes at your. leisure. It will not be necessary to keep these pro-
posals, but it is recommended that. you retain them for the next two to
three months. After a franchise is awarded, feel free to return them to
the City due to their size. I would, however, recommend you always retain
the executive summary.
Tom -Creighton warned the commission last Thursday that it is not uncommon
for other cable commissions, whether they are bidding or not bidding, to
spread rumors about a cable company which has bid or may be under
strong consideration for selection by a city or joint commission. Even
though other cable companies did not bid, it could be advantageous to
spread rumors, such as Group W does not. hire employees for construction
from the metropolitan area or Group W has notoriously raised rates very
rapidly once the franchise is issued ' or any other such rumor. The reason

for spreading rumors and implanting them with city councils is for the
sole .and hopeful achievement of having a certain franchise, in this case
Group W, removed from the process which allows a different cable company
to rebid the franchise and eliminate a certain amout of competition. There
is no valid reason for starting any rumors. Group W has an excellent
track record in communities Mr. Creighton has served and possibly false
false rumors for the some of the reasons I have mentioned will never be
started by other cable companies. If rumors are started, it is important
that City Councilmembers openly discuss the rumor as soon as they hear
one at a regular City Council meeting or cable commission meeting instead
of waiting until later in the process when all the review is completed by
the commission and a vote is under consideration by both cities. Both
Jim Spore, Burnsville City Manager, and I were asked by Mr. Creighton
and the joint commission to express the possibility of rumors to our respec-
tive city councils.
On the surface, the bid looks quite good; however, until the review has
been completed, commission members are going to refrain from comment pub-
licly due to the fact that it might be desirable to negotiate differenct
aspects or proposals within the bid by the joint commission during the
review process. City Councilmember Smith and City Administrator Hedges
will provide an additional update at the January 18, 1983 City Council
meeting.
