SUBJECT: SPECIAL CITY COUNCIL MEETING FOR MARCH 29, 1983
A meeting was held at City Hall this morning with Paul Hauge, Brad Smith,
Don Dywer (City's Appraiser), Tom Colbert, Bob Rosene and me to discuss
the upcoming Jim Horne public hearing scheduled for March 29. According
to Paul Hauge, it was his opinion and also that of our appraiser that this
item is complicated enough that the City Council should allow a minimum
of two hours to consider testimony and cross examination and, quite frankly
and certainly unfortunately, the hearing could last much longer. Bruce
Melkerson has been retained as legal counsel for Jim Horne and was not
aware, that the City has retained an appraiser and therefore would like
an opportunity to present their own appraiser for the public hearing.
With the fact that the Advisory Parks & Recreation Commission meeting is
scheduled jointly with the City Council for 7:30 on Tuesday, March 29,
and it is important that that meeting take place due to all the neighborhood
meetings that are scheduled in April and the fact that there would not
be enough time for both meetings according to Paul Hauge, the Jim Horne
public hearing will be rescheduled for early May' The recommended date
for the new public hearing continuance is Thursday, May 5; however, this
is tentative and will have to be confirmed by the City Council.
Therefore, the special City Council meeting will not begin until 7:30 p.m.,
March 29, instead of the originally scheduled time of 6:30 P.M. Enclosed
is a memo from Director of Parks & Recreation Vraa concerning that meeting.
Selection of a Police Chief

has outlined the procedure for the
hiring of a new
Police Chief and the
appointment of Jay Berthe as acting
Police Chief to
both
Linda Hanson of
the Chronicle and Chief of Police
DesLauriers and
Assistant
Chief Berthe.
Jay has respected the professionalism
of the Council
and
City Administrator
and is understanding of the process
and has indica-
ted
that he will make application and pursue the Police
Chief position.
The
City Administrator
is attempting to place an advertisement in the Minne-
sota
police officers journal
and also the League of Minnesota
Cities magazine
for
both of the next issues respectively.
Representative Seaberg
Representative Seaberg has asked for time o
April 5, 1983 City Council meeting to ask if
input that the Council would like pertaining
City Administrator has asked that department

in an expeditious fashion.
