Appointment of a Noise Committee MnDOT has received notice from the federal government that funds will not be released for the final phasing of the reconstruction and upgrading of T. H. 55 until the Lone Oak Tree is removed. The Director of Parks & Recreation has reviewed the status of the old Lone Oak Tree and a copy of his report is again attached for City Council review. MnDOT is reluctant to remove the tree unless the same is properly coordinated with the City Council. Direction to MnDOT will be necessary on this item. The City Administrator has held a series of meetings regarding the Minnesota Jockey Club's intention to present an application for tax increment financing to the City of Eagan in order to finance the infrastructure necessary for the track. An application has been received requesting that a public hearing be considered at the November 1 City Council meeting. The City Administrator is suggesting that either the City Council as ,a whole conduct a work- shop session regarding tax increment financing or the finance com- mittee be directed by the City Council to do the legwork regarding tax increment financing and present their findings to the City Coun- cil for further review. At the last City Council meeting, action was taken to designate an airport noise committee. The City Administrator is suggesting that committee objectives be defined, a number be placed on how many committee appointments and how those committee appointments are to be made should be determined. If appropriate, the City Council could either adjourn at the library facility and reconvene at the City Hall or continue the special City Council meeting at the library facility. City Administrator TLH/hnd �ez�) e6l Septcmljcr D, 1983 MEMO TO: TOM HEDGES, CITY ADMINISTRATOR ;11FROM: KEN VR4A, DIRECTOR OF PARKS AND RECREATION RE: LOVE OAK TREE City forester, Tom Schuster and I have recently inspected the City's Lone Oak Tree to check on its condition. We have noted that the tree has not produced any acorns which the Mayor and Council had requested should be collected if the tree produced any. This is the second year in a row, that the department is aware of, the tree has failed to produce any acorns. Generally speaking, the tree is showing further signs of deterioration with the amount of leaf foilage reduced from that which staff recollects from last year. Tom is becoming very pessimistic about the chances of the tree living much beyond this next year. Council members may be aware that the department has previously con- tacted Dr. French of the University of Minnesota to determine if there is anything that might be done to enhance the tree. Dr. French indicated that there were no measures that might be taken to save the tree, but some which may prolong its life. These steps have been taken as a means to increase the life survival of the tree. It also appears that the tree has substained some wind damage recently and some pruning should be done. Direction from the City Council in regards to the disposition of the tree would be appreciated. Staff is concerned that the public has some fond memories of the tree as a historical value as well as its picturesque value and shape. The concern of the department is that with additional pruning and efforts to sustain the tree, that it will further detract from its appearance to the extent that it will become further misshapen to the extent that it will become an eyesore. Thus, become a liability unto itself.
