COMMISSION MEETING SCHEDULED FOR TUESDAY, NOVEMBER 22, 1983
A meeting has been scheduled by the City Council to review Chapter
J, which is the "Funding and Implementation Plan" Chapter of
the Parks Master Plan. The City Council has desired a final
review of that Chapter jointly with the Parks and Recreation
Commission before any final consideration is given to adoption
of the Park Master' Plan. Please bring your Park Master plans
to the special City Council meeting. The Director of Parks
and Recreation would like to retain all the Park Master Plan
notebooks so the final addition can be repaired for distribution
at a later date. The Park Site Development Summary that is
contained on pages J-8 and J-9 of the proposed Park Master Plan
indicates a total Park Site Development Summary of $6,050,500.
The City Council feels it is in the best interest of the City
that the Parks and Recreation Commission and City Council be
in agreement that the objectives and estimated dollars to accomplish
those objectives be a work plan that they are willing to support,
as the Park Master Plan is implimented during the next few years.
It has been the impression of the Parks and Recreation Commission
that the entire amount would not be funded and all objectives
would not be met in the first funding phase. More than likely,
the first funding phase would be accomplished by proceeds generated \_
from a successful referendum. The Parks and Recreation Commission,
in examining implementation of the Park Site Development Objectives
listed on pages J-8 and J-9, have appointed a subcommittee that
has met twice and prepared "a working proposal" for first phase
implementation. This working proposal is not intended to be
a recommendation of the "Parks and Recreation Commission= as -a
whole, for they have not taken any formal action to date. The
working proposal, a copy is attached, provides a development
scheme and an estimated cost for each development, including
four (4) community parks, several neighborhood parks and some
parks where sites would be developed with playground equipment.
The total cost for the first phase working proposal is $3,072,000
less $120,000 that the Director of Parks and Recreation expects
from LAWCON funds, giving a net total estimate of $2,952,000.
The Director of Parks and Recreation, in review of the subcommit-
tee's discussion, has prepared what is defined as the results
of what that first phase development would accomplish. Also,
a discussion is included that states why the subcommittee has
proposed no park work at this time on various community and
neighborhood parks. That discussion is also provided. The
attachment, reviews the working proposal in the chronology

I have just discussed. It is possible that there could be two,
three or more phases required to fully implement the remainer
of Park Site Development objectives as defined in the Park Master
Plan. As stated in the Administrative Review prepared by the
Director of Parks and Recreation as an attachment, most of these
parks have not been acquired and are not ready for development,
therefore requiring no funding at this time.
It is intended that the Director of Parks and Recreation will
provide a brief overview of the working proposals that have
been developed by a subcommittee of the Parks and Recreation
Commission for the purpose of general discussion. This will
help the City Council and Parks and Recreation Commission arrive
at a consensus on whether the Park Site Development Summary,
as outlined on J-8 and J-9 of the Funding Implementation Chapter
of the Park Master Plan, should or should not be adopted as
it is presented.
The City Council has the public enterprise funds to review during
the same evening and since review of the Park Master Plan is
concentrated on the Funding and Implementation Chapter, it is
hopeful that the joint meeting can be concluded at approximately
8:30 p.m., allowing the City Council adequate time to review
the public enterprise funds.

Sub -committee members asked staff to identify additional maintenance cost
associated with the development of'parks. This is to be part of the system
study. Preliminary, with the development of these park areas, it's probable
that several new pieces of equipment would have to be added over a period of
years. To include a large capacity mower (7 -gang). Other additions might in-
clude a smaller groundsmaster type mower, tractor for brooming/blowing of
rinks and related parks tasks, pick-up truck. The exact number, types of
units and timing of purchases are dependent upon pace of development.
