SUBJECT: SPECIAL CITY COUNCIL MEETING FOR 11-30-83
The City is scheduled to receive bids for the sale of $4,950,000
of general obligation special assessment bonds of 1983 at noon,
Wednesday, November 30. Assuming the City will receive bids, a
special City Council meeting is scheduled for 5:00 p.m. on Wednes-
day, November 30, to consider a bid award.
The City has been notified' by Miller & Schroeder Municipals, Inc.,
that both Standard & Poors and Moody's have given the City an A
rating for the sale of this bond issue. Both rating agencies have
indicated to Miller & Schroeder that they were impressed with the
information that was presented last week during the rating meetings.

Snow Emergency
The snow plowing began in the early morning hours yesterday at ap-
proximately 4:00 a.m. and lasted until all streets had at least
an opening. Most plows were not taken off the street until after
the supper hour. Plowing was resumed early this morning to widen
and clean those streets where only a pathway was made yesterday.
Cul-de-sacs will be cleaned today and tomorrow. The City has 12
pieces of equipment for maintaining the removal of snow. According
to the Director of Public Works, two of those pieces of equipment
which are used for cul-de-sac cleaning are new and were not de-
livered by LaHass in time for either last week's snow emergency
or the snow that fell on Sunday and Monday. We also had 3 pieces
of equipment break down during the snow storms, losing a clutch
on two of the pieces of equipment and some blade problems on another
piece of equipment. Therefore, approximately 408 of our equipment
was down at times yesterday. City Hall was manned by Ann Goers,
the Director of Finance, the Chief Building Inspector, Director
of Public Works and City Administrator for handling telephone calls
regarding mainly the snow emergency during yesterday's snow emer-
gency. Doug Reid and Bill Adams were also helping during the mor-
ning hours. All in all, the results of the plowing are very good
and the number of complaints have been few., despite problems that
the City confronted while trying to open all the streets in a timely
fashion.
City'Hall Move
Despite the snow emergency, the plan is still to move on December
1 and 2 to the new municipal center. The final cleanup is occurring
today and the City Administrator will meet with the contractor on
Wednesday for the final punch out and inspection of the facility.
The City Council Chambers will be ready for the City Council meeting
on December 6. If anyone would like a tour of the new City Hall
after the special City Council meeting, I would be more than happy
to provide that tour tomorrow afternoon.

Finance Committee
A detailed report and information is being drafted by the City Ad-
ministrator that pertains to the finance committee's meeting of
last Friday, November 25, 1983. The commitments that the developer
is willing to make to the City and the information that has been
provided by the consultants to the finance committee appears to
be very favorable toward the consideration of tax increment finan-
cing bonds. Information will be forthcoming with the City Council
packet later this week.
