SUBJECT: SPECIAL CITY COUNCIL MEETING FOR 12-15-83
At the last regular City Council meeting, two (2) special City Coun-
cil meetings were scheduled, the first for December 15, 1983 for
the primary purpose of meeting jointly with the Advisory Planning
Commission to complete the annual ,review of planned unit develop-
ments, and the second meeting scheduled for December 22, 1983 for
the purpose of reviewing all non-union salaries, organizational
change recommendations by the City Administrator and other related
items.
Regarding the meeting for this coming Thursday, December 13, the
planned unit development reviews have been distributed on this past
Friday and Monday for your review.
Two other items to be discussed prior to the joint meeting with
the Advisory Planning Commission are the wage and benefit proposals
received from the police and the public works and parks maintenance
employees and also a review of the memo from the City Attorney's
office regarding planned unit developments. The City Administrator
has met with representatives of the police association and the busi-
ness agent for the public works/parks maintenance unit to discuss
their wage and benefit proposals. These meetings were held at the
end of last week. Enclosed for your review is a copy of the wage
and benefit proposals presented by both units with one amendment
relating to the police proposal under article 14.5 where language
should read that the City will contribute up to $180 rather than
1008. The City Administrator will need direction regarding both
of these proposals to again proceed with union negotiations which
are scheduled with both groups this coming Friday, December 16.
Mayor Blomquist has raised some questions regarding the letter from
the City Attorney's office regarding planned unit developments and
would like to discuss this matter with the City Council.
