SUBJECT: SPECIAL CITY COUNCIL MEETING/MARCH 27, 1984
A special City Council meeting was scheduled for Tuesday, March
27, 1984, for the main purpose of reviewing the park referendum
scheduled for May 22, 1984. There are two (2) specific items that
are to be addressed at the special meeting. A dollar amount must
be established for the May 22 park referendum and further a discus-
sion of park referendum strategies is suggested. The Director of
Parks & Recreation and City Administrator will provide information
regarding dollar amounts and strategies that are being developed
for the park referendum. The Parks & Recreation Commission members
should plan to arrive for the special meeting at approximately 7:00
p.m.
The Advisory Parks & Recreation Commission has reviewed concept
plans prepared for Meadowland Park. Suggested changes in the park
concept plan made at the February meeting were reviewed by the Com-
mission in March and accepted. Several slight modifications were
noted at the review session, after which the Advisory Commission
made its recommendation for a preferred plan. Before work direction
is given to our consulting parks planner, Mr. Erkkila, it would
be appropriate for the City Council to review the schemes that have
been prepared. The Director of Parks & Recreation will make the
presentation of the concept plans for the Council. A final concept
plan can then be prepared by the consulting park planner.
Prior to the meeting, the City Council will interview Roy W. Taylor,
Jr., who was a candidate for the Advisory Planning Commission in
January 1984. Mr. Scott Merkley who was appointed in January has
been hired by the City of Eagan as an engineering aide and therefore
must resign as a member of the commission. Attached is a copy Mr.
Taylor's letter and letters are also attached from those candidates
who were interviewed in January and considered by the City Council
at the organizational meeting for an appointment to the Planning
Commission.
Due to the lengthy agenda and scheduled public hearings immediately
following department head business, there were two items of park
department business that were continued until the special City Coun-
cil meeting. Those items are naming of parklands and LAWCON/LCMR
grant program. The Parks & Recreation Commission members may wish
to stay and discuss these items with the City Council at the special
City Council meeting.
Folowing those items that pertain to Parks & Recreation, the City
Administrator will provide the City Council with an administrative
update concerning the horse racing facilty and other items that
are pending before the City.

Please be informed that I am interested in serving on the Advisory Planning
Commission for the city of Eagan.
I am a new resident of this community, having purchased a home on Carlson
Lake Lane in late November. My wife, Carol, and I have two children, and recently
moved to Eagan from Mankato, where I had been editorial -page editor of that city's
daily newspaper, the Mankato Free Press. I am now the media director for the
Independent -Republican caucus in the Minnesota House of Representatives.
As a newspaperman for six years, first in Red filing and then later in Mankato,
I developed a keen interest in public affairs at the local and state levels. However,
being a journalist and needing to protect the perception of "objectivity," I was
precluded from serving on boards and commissions. Now that I am out of the newspapering
field, 1 look forward to taking an active role in making my city a better place to live.
Serving on the Advisory Planning Commission would be a good place to begin.
I am 28 years old. I grew up in southern Minneapolis, graduating from Washburn
High School. I studied at St. Cloud State University, graduating with a B.A. degree,
with majors in mass communications and political science, and a minor in economics.
Should you choose not to appoint me to the Advisory Planning Commission, please
keep me in mind for some other future opening. I am willing to serve the city of
Eagan in whatever capacity you might find useful.

Please accent this letter as my application for appointment to the Eagan :.-
advisory planning commission. I an responding to a.- notice published in the
Eagan Chronicle for the week of December 18th.
I am very interested in the work of this policy body and feel that my
qualifications for such an appointment are substantial. I have worked with
several citizens groups' who have assisted in maintaining economic viability
and promoting the general welfare of a city. My experience has been in both
the areas of community service and planning study. I have assisted in co-
ordinating planning for business enterprises that are labor intensive. This
was in the function as a volunteer for a minority established planning
group in St. Paul. This experience proved to be very useful and insightful
in dealing with financial segments of the corporate sector.
In addition to this practical experience, I have undertaken graduate course-
work in the field of community planning and organizational nanagement. From
this endeavor I have gained a better understanding of the need for encouraging
appropriate uses of land by enaouraging compatible.uses for both re^idential
and business areas. During this coursework I was able to examine and take
part in analyzing selected comprehensive planning documents and zoning codes.
Thus, I am familiar with the function and imDlementation of both items. In
addition to this formalized study I have done extensive reading on various
planning tools such as tar. -increment financing, industrial revenue bonding,
and other methods of development financing.

I inadvertently left off notice of the HRA public hearing that is
scheduled tomorrow night at 7:00 p.m. The Eagan City Council also
the Housing and Redevelopment Authority. At a City Council meeting
held on March 6, 1984, an HRA meeting was set for this special City
Council meeting on March 27 to consider the proposed sale and dis-
position of certain land owned or to be owned by the HRA redevelop-
ment district #1 in the City of Eagan. This land sale pertains
to the City of Eagan and Minnesota Jockey Club Limited Partnership.
It will be necessary for the City Council to meet approximately
20 minutes to complete this transaction. Therefore, the presence
of the Advisory Park & Recreation Commission members will be re-
quired at 7:20 to 7:25 p.m.
Due to, the Planning Commission meeting that is scheduled for the
City Council Chambers, the special City Council meeting, including
members of the Advisory Parks & Recreation Commission, will be held
in the lunch room on the first floor of the municipal center
building. The conference rooms are not designed for a meeting that
could exceed 20 people. Therefore, the lunchroom is more desirable
for this purpose.
Though you are all welcome to attend the HRA meeting beginning at
7:00, it is not necessary that you arrive until approximately 7:20
to 7:25.

Commission for the city of Eagan.
I am a new resident of this community, having purchased a home on Carlson
Lake Lane in late November. My wife, Carol, and I have two children, and recently
moved to Eagan from Mankato, where I had been editorial -page editor of that city's
daily newspaper, the Mankato Free Press. I am now the media director for the
Independent -Republican caucus in the Minnesota House of Representatives.
As a newspaperman for six years, first in Red filing and then later in Mankato,
I developed a keen interest in public affairs at the local and state levels. However,
being a journalist and needing to protect the perception of "objectivity," I was
precluded from serving on boards and commissions. Now that I am out of the newspapering
field, 1 look forward to taking an active role in making my city a better place to live.
Serving on the Advisory Planning Commission would be a good place to begin.
I am 28 years old. I grew up in southern Minneapolis, graduating from Washburn
High School. I studied at St. Cloud State University, graduating with a B.A. degree,
with majors in mass communications and political science, and a minor in economics.
Should you choose not to appoint me to the Advisory Planning Commission, please
keep me in mind for some other future opening. I am willing to serve the city of

advisory planning commission. I an responding to a.- notice published in the
Eagan Chronicle for the week of December 18th.
I am very interested in the work of this policy body and feel that my
qualifications for such an appointment are substantial. I have worked with
several citizens groups' who have assisted in maintaining economic viability
and promoting the general welfare of a city. My experience has been in both
the areas of community service and planning study. I have assisted in co-
ordinating planning for business enterprises that are labor intensive. This
was in the function as a volunteer for a minority established planning
group in St. Paul. This experience proved to be very useful and insightful
in dealing with financial segments of the corporate sector.
In addition to this practical experience, I have undertaken graduate course-
work in the field of community planning and organizational nanagement. From
this endeavor I have gained a better understanding of the need for encouraging
appropriate uses of land by enaouraging compatible.uses for both re^idential
and business areas. During this coursework I was able to examine and take
part in analyzing selected comprehensive planning documents and zoning codes.
Thus, I am familiar with the function and imDlementation of both items. In
addition to this formalized study I have done extensive reading on various
planning tools such as tar. -increment financing, industrial revenue bonding,
and other methods of development financing.

I inadvertently left off notice of the HRA public hearing that is
scheduled tomorrow night at 7:00 p.m. The Eagan City Council also
the Housing and Redevelopment Authority. At a City Council meeting
held on March 6, 1984, an HRA meeting was set for this special City
Council meeting on March 27 to consider the proposed sale and dis-
position of certain land owned or to be owned by the HRA redevelop-
ment district #1 in the City of Eagan. This land sale pertains
to the City of Eagan and Minnesota Jockey Club Limited Partnership.
It will be necessary for the City Council to meet approximately
20 minutes to complete this transaction. Therefore, the presence
of the Advisory Park & Recreation Commission members will be re-
quired at 7:20 to 7:25 p.m.
Due to, the Planning Commission meeting that is scheduled for the
City Council Chambers, the special City Council meeting, including
members of the Advisory Parks & Recreation Commission, will be held
in the lunch room on the first floor of the municipal center
building. The conference rooms are not designed for a meeting that
could exceed 20 people. Therefore, the lunchroom is more desirable
for this purpose.
Though you are all welcome to attend the HRA meeting beginning at
7:00, it is not necessary that you arrive until approximately 7:20
to 7:25.

A special City Council meeting was scheduled for Tuesday, March
27, 1984, for the main purpose of reviewing the park referendum
scheduled for May 22, 1984. There are two (2) specific items that
are to be addressed at the special meeting. A dollar amount must
be established for the May 22 park referendum and further a discus-
sion of park referendum strategies is suggested. The Director of
Parks & Recreation and City Administrator will provide information
regarding dollar amounts and• strategies that are being developed
for the park referendum. The Parks & Recreation Commission members
should plan to arrive for the special meeting at approximately 7:00
p.m.
The Advisory Parks & Recreation Commission has reviewed concept
plans prepared for Meadowland Park. Suggested changes in the park
concept plan made at the February meeting were reviewed by the Com-
mission in March and accepted. Several slight modifications were
noted at the review session, after which the Advisory Commission
made its recommendation for a preferred plan. Before work direction
is given to our consulting parks planner, Mr. Erkkila, it would
be appropriate for the City Council to review the schemes that have
been prepared. The Director of Parks & Recreation will make the
presentation of the concept plans for the Council. A final concept
plan can then be prepared by the consulting park planner.
Prior to the meeting, the City Council will interview Roy W. Taylor,
Jr., who was a candidate for the Advisory Planning Commission in
January 1984. Mr. Scott Merkley who was appointed in January has
been hired by the City of Eagan as an engineering aide and therefore
must resign as a member of the commission. Attached is a copy Mr.
Taylor's letter and letters are also attached from those candidates
who were interviewed in January and considered by the City Council
at the organizational meeting for an appointment to the Planning
Commission.
Due to the lengthy agenda and scheduled public hearings immediately
following department head business, there were two items of park
department business that were continued until the special City Coun-
cil meeting. Those items are naming of parklands and LAWCON/LCMR
grant program. The Parks & Recreation Commission members may wish
to stay and discuss these items with the City Council at the special
City Council meeting.
