• MINUTES OF A SPECIAL MEETING OF THE ADVISORY PLANNING COMMISSION
SEPTEMBER 10, 1984
EAGAN, MINNESOTA
A special meeting of the Advisory Planning Commission was held on
September 10, 1984 at the Eagan Municipal Center at 7:00 p.m. Those present
were Hall, Hohne, McCrea, Wold, Taylor, and Mulrooney. Absent were Wilkins
and Krob. Also present were City Planner Runkle, Assistant City Engineer
Hefti and City Attorney Hauge.
FOREST RIDGE - PRELD(imARY PLAT
Chairman Hall stated that the principal purpose of the meeting was to
consider the continued public hearing of the preliminary plat application by
Dan Gustafson for Forest Ridge Addition'. It was noted that the Planning
Commission had continued the application for hearing since August 28, 1984.
Mr. Runkle detailed the original proposal and noted that one of the main
concerns at the prior meeting was the development at the southeast corner. It
was noted that there was no direct access from Duckwood Drive and that three
private drives from Denmark are now being provided by the new plan. There
would be a two loop system from Denmark throughout ,the development. The
project would consist of 186 apartment units and 66 townhouse units for a
total of 252, consisting of a slight increase over the previous development.
The 12.5 units per gross acre would fall within the R-4 density, which is the
existing zoning on the parcel.
There would be one garage per unit with one and one-fourth outside
stalls. The Park Committee had considered the application.and was concerned
about the lack of green space and requested a detailed review of trail, tennis
courts and general recreation uses in the area.
Dan Gustafson was present and explained that he'd held a meeting with the
neighboring owners and their concerns were also about the northeast area and
the central eastern townhouses as being proposed. The reason that no access
was provided from Duckwood Drive is that there is a high ridge at the south-
east corner. Some neighboring property owners also were present and indicated
they were generally satisfied but were concerned about the height of the
buildings and understood that the roofline will be about the top of the
existing tree line. It was suggested that the developer donate the pond at
the northeast corner to the City as park donation.
The Park Committee recommended a cash donation and trail installation.
Mr. Gustafson indicated that the pond will be preserved and that he would be
willing to dedicate the pond area consisting of about 2 acres in lieu of cash
dedication for park purposes. One neighbor was concerned about natural
habitat around the pond, including the setbacks from the townhouses. Mr.
Gustafson stated that the plan is to leave the area 15 to 20 feet around the
• pond, fairly natural and suggested an evergreen screen on a portion of the
east. line. There were concerns about whether the City should accept passive

parks in lieu of cash needed for park development. It was noted that the
second proposal is more of a grid pattern bu•t he would remove the apartment
building at the southeast corner. Mr. Gustafson also stated that if land were
dedicated in the northeast corner, 16 townhouse units would be eliminated.
Member Wold favored the dedication and suggested the Council should be aware
that it would reduce density, offer additional parkland and suggested the
matter should be returned to the Park Committee for review. After consider-
able discussion, Wold moved, Mulrooney seconded the motion to recommend
approval of the application, subject to the following:
1. Park dedication shall be accomplished in accordance with the
requirements established by the City Council and approval shall also contain
the requirements for the construction of an asphalt trail along Denmark Avenue
and internal trail system approved by the City.
2. A detailed landscape plan and outdoor lighting plan shall be sub-
mitted and approved by the City Staff prior to construction. Special atten-
tion shall be paid to buffering along the east property line.
• 3. Concrete curbs shall be constructed along the perimeter of all
outside parking areas and access roads.
4. Structure setbacks to the private streets shall be adhered to.
5. A tot lot/play area shall be provided near the proposed recreation
area.
6. An appropriate water level shall be maintained for the pond area to
retain its function as an amenity and drainage pond.
7. The approval is subject to the preparation and approval of an
Environmental Assessment Worksheet (EAW).
8. Garages shall be required to be rented in conjunction with each
rental unit.
9. In the event that land is dedicated for park land, 16 townhouse
units shall be eliminated.
10. A detailed erosion control and grading plan complete with 2 foot
contour intervals and drainage directional arrows •shall be submitted to the
Engineering Department for approval.
11. A portion of this development lying within major drainage district D
shall not be allowed to develop until the necessary downstream storm water
• facilities are constructed.

12. This development shall be responsible for extending the storm sewer
from Duckwood Estates to the storm water retention pond.
13. This development shall provide a minimum of 3.8 acre-feet of storage
between the 890 and 894 elevations for the storm water retention pond.
14. This development shall petition for the improvements of street and
utilities for Denmark Avenue.
15. The Denmark Avenue street and utility improvement project shall be
authorized by Council prior to final plat approval.
16. If installed privately, the plans and specifications for the public
utilities located within this development shall be prepared by a registered
engineer and submitted to the Engineering Department for approval.
17. A minimum separation between townhomes located opposite each other
along the private drives shall be 64 feet.
• 18. The unit shall be set back a minimum of 25 feet from the private
streets.
19. The lower elevation for the 54 -unit apartment building shall be a
minimum of 897.0.
20. A 40 foot half right-of-way shall be dedicated for Duckwood Drive
and Denmark Avenue.
21. A 10 foot utility easement shall be dedicated adjacent to all public
right-of-way and a 5 foot utility and drainage easement shall be dedicated
adjacent to the east and north property lines of this development.
22. Easements of sufficient width shall be dedicated over all public
utilities installed within this development.
23. This development shall be responsible for its trunk area storm sewer
assessment and the upgrading of the street assessment for Duckwood Drive at
the rates in effect at the time of final platting.
24. This development shall be responsible for its share of the cost for
the improving of Denmark Avenue with streets and utilities and streets.
All voted in favor.

There was considerable discussion about the proposal for the dedication
of park land, noting the new information now available, but that public access
was a question from Denmark and from the east. Member Mulrooney suggested
that there be no formal recommendation concerning the park dedication but only
suggest to the Council and recommend that the Park Committee study the propo-
sal because of the sensitivity to open space. Member McCrea suggested elimi-
nating only the northerly 8 townhouse units as an option. Wold then moved,
Mulrooney seconded the motion to recommend to the City Council that considera-
tion be given to the acceptance of the approximately 2 acres for park land
dedication purposes in the northeasterly corner, including the pond area in
view of the high density of the development and the lack of green space in the
general area, with further recommendation that such dedication be considered
as a partial fulfillment of park dedication requirements for the development
and further, that 16 townhouse units be eliminated from the project. All
members voted yes.
SEPTEMBER 25, 1984 - REGULAR MEETING
There was discussion concerning the large agenda that's being proposed
• for the September 25, 1984 meeting and also noted that the School District
Bond Issue election will be held that day and that no formal action could be
taken until 8:00 p.m. The meeting, however, will commence at 7:00 p.m.
