Adjournment MEMO TO: HONORABLE MAYOR& CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: APRIL 19, 1985 SUBJECT: SPECIAL CITY COUNCIL MEETING FOR 4-23-85 A special City Council meeting was set for Tuesday, April 23, 1985 at 5:00 p.m. The purpose of the meeting is to consider adoption of the final Environmental Impact Statement for the Laukka-Beck Eagan Planned Development. Attached please find a copy of a letter from Peter Jarvis regarding the schedule for the completion of the Final EIS and Indirect Source Permit for the Laukka-Beck site. Also attached is a copy of a pro- posed resolution for Council consideration. PERSONNEL The City Administrator has followed up the conversation regarding disciplinary action for Anna Goers. Enclosed is a letter from John Roszak regarding various options for disciplinary action and, as added information for the City Council, enclosed are copies of memo- randums from Ms. Goers' immediate supervisor, Tom Colbert, regarding her employment status from 1982 through 1984. Each page is marked as, "Confidential. This material should not be read by unauthorized persons." The reason for this heading relates to specific statutory requirements that do not allow any data privacy information to be reviewed by other than immediate supervisors which includes the City Council. There were questions asked about this information and I thought it might be helpful for each member of the City Council to have a copy in his or her possession. As a side note, I have sent a memorandum to Ann requesting the in- formation that City Councilmember Wachter requested. She has pro- vided some of the response in writing and I plan to meet with her and specifically address some of his questions. I have also imple- mented the reorganization where special assessments will become a direct function of the Finance Department and this transition begins Monday, April 22. It is not my intention to request a decision of the City Council this coming Tuesday due to time constraints at a special meeting. However, it is important that a meeting date be established in which we can further discuss this matter to arrive at the proper resolution. Due to the growth and volume of activity at City Hall, it is neces- sary to discuss the employment of additional clerical help and to discuss a proposal by the City Administrator to combine Administra- tive and Planning Intern funding to expand the level of compensation and internship for Jon Hohenstein. I would like to brief the Coun- cil on a couple of ideas and then will pursue them in more detail for further consideration if the City Council is agreeable. PCA Staff prepared ISP draft. o Negotiated terms of ISP with PCA staff and Northwest Airlines. o End of FEIS comment period is 4/22/85. o End of ISP comment period is 5/8/85. To Be Completed: o City of Eagan decision of adequacy on the FEIS. Jarvis, AICP Principal City of Eagan Dakota County, Minnesota Resolution No. Resolution Approving the Final Environmental Impact Statement for the Laukka-Beck Eagan Site Development Whereas, the City of Eagan has prepared a scoping document identifying the potential issues and impacts related to the above development proposal and made the scoping document available fora 30 day public review and comment period ending on October Z6, 1983 and, Whereas, a public scoping meeting to discuss the scope of the issues to be addressed in the EIS was held on October 19, 1983 and, Whereas, a scoping decision was prepared describing the issues and their scope to be further addressed in the EIS process and, Whereas, a Draft EIS was prepared addressing the issues raised in the scoping process and, Whereas, the Draft EIS was made available for a 30 day public review and comment period, ending on March ZZ,. 1984 and, Whereas, a public meeting was held to discuss the issues described and analyzed in the Draft EIS on March 8, 1984 and, Whereas, a Final EIS was prepared which included suggested revisions and additional analysis in response to the letters of comment received and provided responses to those comments and, Whereas, the Final EIS was made available for a 10 day public review and comment period which ended on April ZZ, 1985 and, Whereas, the Environmental Review process was completed in accordance with and in conformance to the regulations set for in Minnesota Rules, Chapter 4410, Now, therefore be it resolved by the City Council of the City of Eagan that: 1. The Final EIS for the Laukka-Beck Eagan Site Development Proposal be found adequate and in conformance with the scoping decision and, 2. A copy of this resolution shall serve as a notice of a determination of EIS adequacy and shall be forwarded to the Environmental Quality Board (EQB) and to all others receiving copies of the FEIS. The decision of the City Council will be published in the EQB Monitor by virtue of notification of the EQB.
