SUBJECT: SPECIAL CITY COUNCIL MEETING
As a reminder, the Special City Council meeting is scheduled for
7:00 P.M. Tuesday, July 23, in the Eagan Community Room. I have
instructed our custodian to set up the room for this special
meeting.
Neighborhood Meeting/Blackhawk Park Planned Development
The letter addressed to Lynn Trok was changed as suggested by the
City Council. Lynn picked up the letter Wednesday afternoon and,
therefore, has a week to review the contents before the special
meeting. A copy of the revised letter is attached for your review.
The City Attorney and Administrative Assistant Hohenstein are
both planning to be present for the meeting on Tuesday. The City
Administrator will be happy to briefly outline the letter, and the
City Attorney will be present to answer legal questions. Jon's
presence will be helpful since he was required to perform most of
the research on this item.
• Speed Limit Study
A policy designating street classification systems/speed limits
was first considered on October 2 and then later at the December
18, 1989, City Council meeting. The speed limit study was not
adopted and at the request of the City Council, this item was
scheduled for discussion at the July 23, 1985, Special City Council
workshop. Enclosed is a copy of a memorandum which addresses both
the street classification systems and speed limits for your review.
1986 Budget Update
Presently, the Department Heads are working on the 1986 budget.
Enclosed is a copy of the time schedule of development of the 1986
budget. It is expected that meetings will be held both during the
months of August and September to review the City Adminstrator's
budget for calendar year I986. The City Administrator would like
to discuss some general philosophy about the 1986 budget if time
permits at the special workshop on Tuesday.
Other Business
Mayor Blomquist asked that a brief discussion regarding Eagan's
position on the Fantasy Land proposal for the City of Bloomington
be considered at the meeting on Tuesday.

As a reminder, the MLC Operating Committee meeting begins at
3:00 P.M. which will be attended by the City Administrator.
The Board meeting is at 5:00 P.M. which will also be attended
by the City Administrator and the social hour with dinner to
follow begins at 6:00 P.M. on Wednesday, July 14, 1985, at the
Decathlon Club. City Councilmembers Smith, Thomas and City Ad-
ministrator Hedges are planning to attend the dinner meeting.
Also as a reminder, the Air Traffic Noise meeting is scheduled
at the Richfield City Hall for 7:30 P.M. on Thursday, July 25.
The City Administrator and City Councilmember Wachter are planning
to attend this meeting. Enclosed is a copy of the notice and
letter.
Informational
Enclosed for City Council information is 1) a Status Repert for
Assisted Housing and Community Development as it relates to the
City of Eagan. 2) The City Administrator has been spending
a fair amount of time -working with the Eagan Chamber and Economic
Development Commission to attract a 24-hour emergency care facility
with possible ambulance service for the City of Eagan. There
appears to be a great deal of interest being expressed by major
hospital groups such as United Hospitals, Abbott -Northwestern,
St. Joe's and the Southdale-Fairview group for building such
•
a facility and possibly providing ambulance service for the City.
One of the leading candidates who has expressed the most interest,
and the City Administrator has held several meetings with, is
the United Hospitals group from St. Paul. Currently, they provide
ambulance service to the City of Bloomington and see Eagan as
an opportunity for their group for both medical care and transporta-
tion service. A report will be developed by a committee of the
Chamber of Commerce with input by the City Administrator and
presented to the City Council in the near future. Enclosed is
a recent letter expressing some of the interest as offered by
United Hospitals. 3) City Councilmember Wachter has asked for
an update on the Police Department physical fitness program.
Enclosed is a copy of a report that was prepared by our Operations
Captain, Ken Aszmann, which outlines both the history and update
of the physical fitness program being conducted by that Department.
4) Councilmember Wachter has asked for information regarding
the quality of construction in the Cinnamon -Ridge project. The
City received a letter from Can -American Reality Corporation
that addresses some of the questions that were raised by City
Councilmember Wachter at the July 2 meeting. That letter is
enclosed for your review. 5) At the regular City Council meeting
this past Tuesday evening, there was concern that the Police
Department should be conducting on-site traffic direction for
the temporary bypass/detour of Pilot Knob Road. Our Police Depart-
