Attached is a City Council agenda and schedule for Commission
interviews that will be considered at the special meeting on
Tuesday, January 14.
Incumbents seeking reappointment are not asked to provide a
letter specifically requesting their reappointment. In some
cases, incumbents will write a letter and in other cases they
will simply notify this office by telephone that they are inter-
ested in continuing their services as a member of a particular
commission. A letter is requested from other residents who
are seeking appointment. Copies of all letters, whether it
be incumbents or residents seeking appointments, are attached
in the order those persons will be considered for an interview
on Tuesday. Some of the individuals have not confirmed their
interview which is identified on the attached sheet.
Last year sample questions were provided for your consideration.
A copy of those questions that were used in the interviews during
1985 are again enclosed for your consideration.

have made regarding recent development and growth of our com-

guide plan document? It would also be helpful if you could
share with the City Council your conception of the role of the
Advisory Planning Commission and how it interrelates, with
citizen groups and the actual.planning of our community.
Advisory Parks & Recreation Commission
1. As an applicant for the Advisory Parks & Recreation Commission,
how do you perceive the City's trail system? Also, do you feel
the City has a balance of passive and active park land? I£ not,
what are some changes you would recommend. I assume you are
familiar with the City's recent bond referendum; do you agree
or have some suggestions regarding park land development, that
was outlined as a part of that referendum?
Cable Commission Appointments
1. Are you familiar with public access and, if so, how do you
perceive the needs for our public access studio and program-
ming? Also, do you have any comments regarding the joint com-
mission arrangement between the Cities of Burnsville and Eagan
regarding the administration of cable television for these two
.communities? You may or may not be familiar with the pro-
gramming that is being offered by Group W. If so, do you have
any comments regarding the services that are offered?

Commission Board. I understand that this is a monthly volunteer

My wife and I decided to start looking for a larger house in
the Spring of 1985. Our search was restricted to the 196
School District because we knew the excellent reputation
held by the district and wanted the best educational
opportunities for our children.
We purchased a house in the Aspen Ridge development which is
located between Yankee Doodle and Wescott roads, just off
Elrene. Like our neighbors, we made a major financial
commitment in our home and will make an even greater
time commitment growing with the city of Eagan.
As a result of conversations with our neighbors and with the
encouragement of my wife, I decided to apply for one of the
vacancies on the Advisory Planning Commission for the
following reasons:
* to preserve the aesthetic appeal of our community and
to maintain and improve property values through
responsible preservation of the environment and
development of community facilities
* to maintain a strong, viable economic base which
provides employment opportunities and a solid tax base
* to balance current development plans with community

Below I have provided a brief description of my qualifications which may help

- Until recently, I have been employed with a local developer of
commercial office and retail space in Eagan. In this capacity I have
attended numerous planning commission and city council meetings, where
I have become aware of the process used by government officials, staff
members and citizens of Eagan in attempting to resolve their concerns.

Dear Tom:
It has been a pleasure serving our community on the Burnsville Eagan
Cable Communications Commission since my appointment in 1982. During
this time cable television went from a hopeful dream to one of the
most successful cable systems in the Metropolitan area.
My involvement in the RFP, evaluation of and awarding of the franchise,
and monitoring of construction has helped to insure the success of the
cable franchise. Some items still remain to be completed such as: the
system audit upon completion (currently in progress), promotion and
involvement of community in local programming, and administration of
the ongoing franchise.
In a conversation with my neighbor, -Michael Wold, he stated that he
will not be seeking reappointment to the Planning Commission. As you
• my recall, I originally applied for a position on the Planning Commission.
That desire still remains. Therefore, I am officially applying for the
position being vacated by Michael Wold. With the completion of con-
struction of cable, this appears to be the appropriate time to make the
transition.
If appointed to the Planning Commission, I would recommend Alternate,
Ron Jensen, be appointed to fill my position for Cable. However, if
the esteemed Council wishes that I continue serving with the Cable
Commission, I will fulfill that wish.,

Burnsville/ Eagan Cable Communications Commission. I find
the worK on the Commission very rewarding and would liKe to
continue to aid the city in its administration of the cable
function.
Our goals on the Commission are changing from an emphasis
on monitoring the construction process to enforcing those
areas of the franchise left to local government by the
national cable legislation. The Commission is also actively
involved in the promotion of local origination programming

My wife and I decided to start looking for a larger house in
the Spring of 1985. Our search was restricted to the 196
School District because we knew the excellent reputation
held by the district and wanted the best educational
opportunities for our children.
We purchased a house in the Aspen Ridge development which is
located between Yankee Doodle and Wescott roads, just off
Elrene. Like our neighbors, we made a major financial
commitment in our home and will make an even greater
time commitment growing with the city of Eagan.

Dear Tom:
It has been a pleasure serving our community on the Burnsville Eagan
Cable Communications Commission since my appointment in 1982. During
this time cable television went from a hopeful dream to one of the
most successful cable systems in the Metropolitan area.
My involvement in the RFP, evaluation of and awarding of the franchise,
and monitoring of construction has helped to insure the success of the
cable franchise. Some items still remain to be completed such as: the
system audit upon completion (currently in progress), promotion and
involvement of community in local programming, and administration of
the ongoing franchise.
In a conversation with my neighbor, -Michael Wold, he stated that he
will not be seeking reappointment to the Planning Commission. As you
• my recall, I originally applied for a position on the Planning Commission.
That desire still remains. Therefore, I am officially applying for the
position being vacated by Michael Wold. With the completion of con-
struction of cable, this appears to be the appropriate time to make the
transition.
If appointed to the Planning Commission, I would recommend Alternate,
Ron Jensen, be appointed to fill my position for Cable. However, if

Since 1982, it has been my pleasure to participate as a member of the Advisory Parks and
Recreation Commission, During that period, we have engaged in numerous projects which have
been highly beneficial to the City of Eagan and its residents - and personally exciting to me.

Burnsville/ Eagan Cable Communications Commission. I find
the worK on the Commission very rewarding and would liKe to
continue to aid the city in its administration of the cable
function.
Our goals on the Commission are changing from an emphasis
on monitoring the construction process to enforcing those
areas of the franchise left to local government by the
national cable legislation. The Commission is also actively
involved in the promotion of local origination programming
for both the public and government access,channels.
I believe that my education and experience can be useful
to the Commission in the areas of budgeting and finance. I
would liKe to provide the leadership that would create a
permanent source of funds for access use and encourage the
use of public access as a community asset..
