SUBJECT: SPECIAL CITY COUNCIL MEETING
A special City Council meeting is scheduled for 6:15, Thursday,
February 13, to provide an update on the status of union negotia-
tions with the Clerical, Dispatchers and Public Works groups.. The
City Administrator will be meeting with the Clerical and Dis-
patchers groups on Friday, February 14, and the Public Works group
on February 18, and therefore need direction regarding the next
round of negotiations. An update regarding the status of union
negotiations is attached for your review.
The City Administrator is planning to provide a brief update
regarding the current suspension of a Police Officer.
The Airport Noise meeting will follow the special City Council
meeting, beginning at 7.00 p.m. A copy of the letter that was
sent out to elected officials is again attached for your review.
An agenda and handouts will be available at the meeting on
Thursday for the Airport Noise meeting.

SUBJECT: ONION NEGOTIATIONS UPDATE
The following are brief summaries of the progress of negotiations
for the Public Works Maintenance Workers', the Dispatchers' and
the Clerical Workers' contracts.
PUBLIC WORKS MAINTENANCE WORKERS
With the exception of some language changes in the present
contract which are basically "housecleaning" changes (i.e.,
eliminating errors, adding language requiredby law and
rearrangement for clarity purposes), no tentative agreements have
been reached with this bargaining unit. A meeting was held with
the maintenance group on February 3, 1986 and the following is a
list of their current (revised) demands:
1. A two year contract.
2. A 6% pay increase in 1986 and 1987.
3. The City's contribution toward the health insurance premium
to be $180 in 1986 and equal to the contribution for the
Police officers in 1987..
4. Martin Luther King, Jr., Day to be established as an added
paid holiday which would be retroactive to January 1, 1986.
5. Severence pay would be 75% of accumulated sick leave, 50% of
which would be paid to the employee and 25% of which would
be used only for health insurance premium payments at
retirement only.
6. A shift differential of an additional $ .10 per hour for
those hours outside the regular schedule only.
7. Clothing allowance would be $160 in 1986 and $170 in 1987.,
8. Pay steps would be increased to 4 years rather than 2 years.
POLICE DISPATCHERS
Tentative agreement has been reached on the following points,
subject, of course, to agreement on the remainder:
1. Elimination of language which precludes filing.a grievance
regarding break hours.
2. $180 monthly contribution toward health insurance premium.
3. Addition of brothers, sisters, grandparents and
grandchildren to funeral leave.
The following items are yet to be resolved. The dispatchers are
asking the following:
1. Wage. rate: Either a straight 8% across the board or 6.5% as
of January 1 and an additional percentage as of July 1.
2. Child care leave language was presented. Please see the
attachment for a copy of the language in full.
3. Some sort of time for personal -'use. A possibility that has
been discussed is that the first 10 hours (length of a
normal work day) of sick leave be accrued as personal leave
time. The City is asking that all overtime hours would be
compensated for in a cash payment at the rate of one and
one-half times the regular rate of pay..

CLERICAL WORKERS
Tentative agreement has been reached on the following points,
subject, of course, to agreement on the remainder:
1. $180 monthly contribution toward the health insurance
premium.
2. Add grandchildren to funeral leave.
3. Overtime will be paid for all hours worked over 8 in a
workday.
4. Elimination of Article 19 (gave union say in personnel
policy changes) (City request)
The following items are demands that were presented by the
clerical workers at a meeting on January 31:
1. Wages: 4% to be effective January 1, 1986 plus 2% on August
1, 1986 unless comparable worth is in final .fixed stage and
will be implemented by October 1, 1986. In this case, the
union would forego the additional 2% for .the comparable
worth implementation.
2. An additional day of funeral leave.
3. Availability of participation in the City's health insurance
program at retirement with the premium to be paid by the
(former) employee from the date of retirement to age 65.
4. An additional step at seven (7) years service.
5. A total of three personal leave days each year. Any days
not used shall be carried over each year, not to exceed a
maximum of five.
6. Child care leave language was presented. Please see the
attachment for a copy of the language in full.
7. Some sort of time for personal use. If some sort of time for
personal use is agreed upon, all overtime hours would be
compensated for in a cash payment at the rate of one and
one-half times the regular rate of pay (City request is cash
payment for all overtime).

CHILD CARE LEAVE
Subd. 1. A child care leave shall be granted by the City of
Eagan subject to the provisions of this section. Child care
leave shall be granted because of the need to prepare and
provide parental or maternal care for a newborn or adopted
child of the employee for an extended period of time.
Subd. 2. An employee making application for child care leave
shall inform the Employer in writing of intention to take the
leave at least three calendar months before commencement of the
intended leave. If an employee elects to utilize sick leave
during the period of disability, employee must submit the
pregnancy disability form at least thirty (30) days prior
to the expected delivery date,.
Subd. 3. If the reason for the child care leave is occasioned
by pregnancy, an employee may elect to utilize sick leave
during a period of the employee's disability pursuant to the
sick leave provisions of this Agreement. A pregnant employee
will also provide at the time of the leave application a state-
ment from her physician indicating the expected date of delivery.
Subd. 5. In making a determination concerning the commencement
and duration of a child care leave, including sick leave for
the period of disability, the Employer shall not in any event
be required to grant any leave.,.more than �) months in

Subd. 6. A City employee returning from child care leave shall
be re-employed in his/her former classification, unless previously
discharged or laid off.
Subd. 7. Failure of the employee to return pursuant to the
date determined under this section shall constitute grounds
for discharge.
Subd. B. The parties agree that the applicable periods of pro-
bation for employees as set forth in this Agreement are intended
to be periods of actual service enabling the City to have oppor-
tunity to evaluate an employee's performance. The parties agree,
therefore, that the period of time for which the employee is on
child care leave shall not be counted in determining the com-
pletion of the probationary period.
Subd. 9. An employee who returns from child care leave within
the provisions of this section shall retain all previous exper-
ience credit and seniority under the provisions of this Agreement
earned at the commencement of the beginning of the leave.
Subd. 10. An employee on child care leave is eligible to
participate in group insurance programs if permitted under the
insurance policy provisions, but shall pay the entire premium
for such programs as the employee wishes to retain, commencing
with the beginning of the child care leave. The right to con-
intue participation in such group insurance programs, however,
will terminate if the employee does not return to the City
pursuant to this section.
