MEMO TO: HONORABLE MAYOR & CITY COUNCILMEMBERS

SUBJECT: SPECIAL CITY COUNCIL MEETING
Originally the City Council meeting was set for 6:30 p.m. to
allow for a one-hour discussion on the 1986 Parks construction
program and design changes for park shelter buildings. The
Advisory Parks & Recreation Commission had a rather "exciting"
meeting last evening that resulted in numerous differences regard-
ing the proposed differences regarding the proposed parkland
dedication for the Burr Oak Hills development (,formerly South
Delaware Hills). The Parks and Recreation Commission Chairman
Roger Martin has contacted Mayor Blomquist and asked if he and
one or two other Commission members could have approximately
10 minutes of time at the meeting on Tuesday to present a concern
and receive some direction from the City Council. Therefore,
the meeting was moved to 6:20 p.m. to allow extra time for the
three discussion items that are on the attached agenda. There
is more on the Bur Oak Hills development issue in this memo.
1986 PARKS CONSTRUCTION PROGRAM
The Parks & Recreation Commission reviewed preliminary concept
plans for the five parks to be under construction in the spring
of 1986 at a meeting held on February 6. Three (3) of the parks
to be developed in 1986 show little variation from the original
plans that were approved by the City Council as a part of the
overall parks systems plan. The other two parks, Blue Cross
and Pilot Knob Parks do vary from the original parks systems
plan and require review by the City Council. The Director of
Parks & Recreation will briefly review the three park plans
where little variation has occurred and provide a more detailed
review of the Blue Cross and Pilot Knob Parks at the special
City Council meeting. The Advisory Parks & Recreation Commission
would like proceed with final plans and a request for bids within
the next thirty days. The other three parks to be developed
in 1986 are: Quarry Hill, Meadowlands and South Oaks.
Recommended Action: To provide concept approval with or without
modification to all five (5) parks that are proposed for develop-
ment in 1986 and further, that the Parks & Recreation Director
be allow to proceed with final plans and an advertisement for
bids.
DESIGN CHANGES FOR PARK SHELTER BUILDINGS
As the City Council might recall, all design plans for park
shelter buildings were approved in 1985 with the exception of
the design for Goat Hill Park. This facility has been redesigned
and the roof structure is now very similar to the approved designs
for Rahn and Trapp Farm. The Director of Parks & Recreation
will review the new design at the meeting on Tuesday.
Recommended Action: To approve with or without modification
the revised design for the Goat Hill Park shelter building.
PROPOSED PARKLAND DEDICATION FOR BUR OAK HILLS DEVELOPMENT
The Advisory Planning Commission, at their January 28, 1986,
meeting, approved a preliminary plat for the Harstead Companies
in the South Delaware Hills PUD. The preliminary plat is entitled,
Bur Oak Hills. The Parks & Recreation Commission reviewed the
proposed plat and considered a parkland dedication at their
February 6, 1986, meeting. The Advisory Parks & Recreation
Commission spent considerable time reviewing the plat which
was presented by representatives of the' developer. As the
City Council might recall when the South Delaware Hills plat
was originally considered, many meetings were spent by the Parks
Commission, Planning Commission and City Council attempting
to work out a suitable parkland dedication and residential sub-
division that was acceptable to the City, adjoining neighbors
and developer. The new development does not conform to the
original parkland dedication requirements. The majority of
the twenty-five (25) acres that is proposed for parkland dedica-
tion, would be below the 820 high-water elevation for the pond.
There are also many steep slopes, grading impacts, relationship
to the parking lot and a limited amount of open space that is
proposed under the revised parkland dedication. As a result
of many differences, the Advisory Parks and Recreation Commission
did not make a recommendation to the City Council and, therefore,
this item was not placed on either of the March City Council
meeting agendas. The developers were supposed to meet with
City staff which never occurred and at the March 6 Parks and
Recreation advisory commission meeting, there was more discussion
that ended with a lack of cooperation by the developer and a
high level of concern expressed by the APRC about the inadequacy
of the proposed parkland dedication. Due to these frustrations,
Chairman Martin has asked for an opportunity to spend a few
minutes with the City Council and expressed some of his concerns
and ask for some direction. Typically, the preliminary plat
and all other support information is not provided to the City
Council until the item is scheduled on a regular agenda. For
your background information, a copy of all documentation prepared
by City staff and recent Planning Commission and Parks Commission
minutes are enclosed for your review. This information will
again be provided when the item is placed on a future agenda. (pages
17 through)
Recommended Act on- There is no formal action, however, a review
and discussion with Chairman Martin regarding his concerns for
this proposed development.
JOINT APC MEETING
See attached agenda and support information as prepared by the
Planning Department.
OTHER BUSINESS
The City Administrator and City Attorney would like a few minutes
after the APC meeting to discuss some procedural concerns about
the Tollefson building permit item that will be placed on the
next regular City Council agenda for the March 19 meeting.

MLC Breakfast
The Municipal Legislative Commission is holding regional breakfast
meetings for attendance by mayors, councilmembers, administrators
and legislators from each of three general membership areas.
The City of Eagan is considered as a part of the Southwest Regional
group which consists of Bloomington, Burnsville, Eagan, Eden
Prairie, Edina and Inver Grove Heights. The time and place
is Wednesday, March 12, at 7:45 a.m. at the Decathlon Club.
Enclosed is a copy of the invitation. Please let me know who
is planning to attend so the reservations can be made on Monday,

Hazardous Waste at General Coating
Enclosed on page Z4 is a staff memo regarding the hazardous
waste at General Coating, Inc. This office will keep the City
Council informed of any progress on this item.
Northwestern Bell/Blue Cross Park
Enclosed on page(s) is a memo from the Parks & Recreation
Director regarding No thwestern Bell swi ching station at Blue
Cross Park. Also enclosed on page(s) is a copy of corres-
pondence from Northwestern Bell to the City of Eagan regarding
the same matter.
MLC Update
It appears, according to our lobbyist, that the Governor's tax
cut, which included a reduction in homestead tax credit and
LGA, will not occur. The budget plan which includes tax reductions
as proposed by the House does not impact either LGA or homestead
tax credit. The only marginal impact is the increase that was
proposed for 1986 will be less than the original proposal.
General Revenue Sharing
Enclosed on page(s) is a letter from Senator Boschwitz to
Mayor Blomquist regarding General Revenue Sharing. (pages *and.)
