SUBJECT: SPECIAL CITY COUNCIL MEETING SCHEDULED FOR
THURSDAY, JULY 31, 1986, AT 6:30 P.M.
UPDATE & DISCUSSION OF ITEMS:
There are several items that require a brief review and discussion
by the City Council. Those items are as follows:
1. CIP Update --The City Administrator will address the ques-
tions and the recommended revision to the Capital Improve-
ments Program that was presented on July 10 at a workshop
session. Issues raised during the discussion included
the following: consider one (1) referendum during the
next five years combining Parks & Fire, remove land
purchase for Fire stations from CIP, remove pistol range
and other small equipment from the CIP and consolidate
and reduce the amount of reliance on equipment certifi-
cates into one (1) issue. The City Administrator will
address these issues.
2. 1987 Budget Meeting Schedules --The City Administrator will
® provide some brief comments on the progress of the draft
1987 Budget and also recommend a meeting schedule to
review the budget during August/September.
3. Proposed 24 -Hour Emergency Care Facility --Mayor Blomquist
and the City Administrator did meet with a representative
of the Ridges Hospital earlier this morning and will
provide an update on the proposed 24-hour emergency care
facility as being actively planned for the City of Eagan.
4. Developers Task Force Update --Mayor Blomquist and the
City Administrator would like to review a study the
Developers Task Force is performing on a review of the
community to determine where certain areas might be avail-
able for higher test housing projects.
5. Land Development Issues --There are a number of synods, or
churches, that have purchased land in the City that do
not have proper zoning. Mayor Blomquist and the City
Administrator were briefly discussing this issue and felt
there should be some discussion with the City Council to
determine whether the churches should be placed on notice
that they should seek rezoning and if the Planning Commis-
sion and City Council should jointly review these loca-
tions as a part of the overall comprehensive guide plan
® study and discuss the church locations relative to other
proposed development: Also, the City Administrator is
planning to update the City Council on the status of the
Cornwell property.

SUBJECT: THURSDAY, JULY 31, 1986, COMPREHENSIVE PLAN MEETING
Since the last 'joint City Council and Planning Commission
meeting, held on July 10, 1986, the Planning Department has been
actively researching several topics related to the availability
of upper income housing in the City of Eagan. The purpose of
this memorandum is to describe how the information will be
presented at the joint City Council and Planning Commission
meeting on Thursday, July 31, 1986.
The Planning Department has met on several occasions with a
subgroup of the Developers Task Force for the purpose of
identifying issues and solutions to the availability of higher
income housing in the City of Eagan. The Developers Task Force
was represented by Dan Gustafson and Rod Hardy. Assistance was
also received from Planning Consultant John Voss. The Planning
Department will discuss the following activities at the Thursday,
July 31, meeting:
1. Review Eagan's housing goals and policies;
2. Comparison of housing values;
3. Potential incentives to encourage higher income
housing;
4. Potential higher income housing locations.
To properly prepare the City Council and Planning Commission
members for these topics, the Planning Department will be
providing two pieces of information. The first is a comparison
of housing values for the City of Eagan in relationship to sample
communities throughout the seven -county metropolitan area. The
second is a map which identifies potential higher income housing
locations in the City of Eagan. It is hoped that from this
material and the discussion held on Thursday, July 31, that the
Planning Department will receive direction as to the method for
encouraging higher dollar housing in the City of Eagan and under
what conditions this type of housing should be encouraged.
I trust the proposed agenda and supporting material will, be
sufficient to provide City Council and Planning Commission
members with adequate data to devise a policy related to
promoting higher income housing in the City of Eagan. Feel free
