SUBJECT: SPECIAL CITY COUNCIL/ADVISORY PLANNING COMMISSION
MEETING FOR NOVEMBER 13, 1986
Attached is a copy of an agenda for the November 13 special meeting.
The first item on the agenda proposes consideration of a,policy
regarding access to County highways. Mr. Gary Erickson, Physical
Development Director for Dakota County sent a letter to the City
dated October 24, a copy is attached, suggesting that a policy be
established that would allow the County to participate with the City
in the analysis of new developments that require access to County
roads.
Director of Public Works Colbert and the City Administrator have
discussed this item and both feel a representative from Mr.
Erickson's office present when an application is first reviewed by
the City staff would be advantageous and could easily be included as
a part of the development review process. Again -Mr. Erickson will
be present to discuss the significance of the County's participation
in this process.
The remaining items scheduled on the agenda refer to questions that
were raised by members of the Planning Commission and City Council
at the last Comp Guide Plan Review meeting. The Planning Department
will provide information that shows the difference in acreage
between all uses in 1980 and as proposed in 1986. They included in
their study a specific designation of the number of acres that are
proposed for commercial zoned designations.
The final review will .include a discussion of the proposed 1986
Comprehensive Land Use Guide Plan map.
This is the last work session prior to the public hearing scheduled
for December 9. It is intended that developers will have an
opportunity at the December 9 meeting to make a presentation. The
City staff will take notes and provide a report on the presentations
for a f-inal consideration by both the Planning Commission and City
Council when the final decision is reached regarding the updating of
the Comprehensive Guide Plan in January/February 1987.
If any member of the Advisory Planning Commission or City Council
would like additional information or have any questions that the
staff should address prior to Thursday evening's meeting, feel free

During the past several months, a number of situations have
been brought to my attention regarding direct access to County
roads in Eagan. The County has often gotten involved after the
City has given preliminary approval to a proposal or has actually
approved a plat which ties the County's hands in its effort toward
limiting direct access to the County roads.
It appears that some piece-mealing of development is a deliberate
attempt by certain property owners to circumvent the need for an
internal road system in order to minimize cost and to sell prop-
erty without strings attached. Occasionally it is simply done by
uninformed people who do not have the understanding of the problems
they are potentially causing. In either case, the real losers are
the City and the County.
I hesitate singling out Eagan, but because of your rapid growth
and tremendous development pressure, your community stands out as
the,most significant problem at this time.
The proposed development occuring in the vicinity of CR 30
(Diffley Road)and CR 43 (Lexington Avenue) stands out as an
example of the problem. Several parcels have been segmented from
property originally owned by a single owner and the stage is being
set for an unsolvable problem along Lexington Avenue to the north
of the intersection. Lexington Avenue is a minor arterial and
should be fed with collector city streets. Instead, Lexington is
going to have several direct access points, reducing its capacity
and safety.

It is not too late to work toward a solution which will minimize
the impacts along Lexington. I would also like to meet with.you
to discuss a policy regarding access to the county road system
which can be used by the City of Eagan in its control of develop-
ment and in developing its own transportation plan.
