IIt is the consen- sus of the City Council that the public hearing 1procedure that is used at City Council meetings be implemented by the Planning Commission for the comp guide public hearing! That procedure allows each developer or property owner toimake a 15 minute presentation regarding his or her project. Following the public hearing, the citizens are allowed four minutes to raise questions and comment on the presentation. If a presenton has exceeded the 15 minutes, as a matter of courtesy, they should be allowed to conclude their presentation within a few minutels. - I The Advisory Planning Commission and City Council .should be allowed to ask questions once each presentation or all presentations are concluded; however, there should be no formal comments indicating support or opposition to any of the requests presented by developers/property owners at tkie public hearing,. The public record will be open for thirty (30),days and once the record is closed and the City staff has had an opportunity to compile all data relative to any proposed changes by developers/ property owners, the Planning Commission canfthen comment and take action at a regular meeting. A meeting of the City Council will then follow, finalizing the comp guide plan update in early 1987. A copy of the agenda and procedure for conducting the public hearing will be available for public distribution in the lobby (see the attached copy).
