04/15/1987 - City Council SpecialMEMO TO: CHAIRPERSON WENZEL AND ALL MEMBERS OF THE EAGAN ECONOMIC DEVELOPMENT COMMISSION • FROM: CITY ADMINISTRATOR HEDGES DATE: APRIL 15, 1987 SUBJECT: SPECIAL ECONOMIC DEVELOPMENT COMMISSION MEETING At the last regular meeting of the Economic Development Commission held on April 8, 1987, action was taken to schedule a special meeting of the EDC for the purpose of completing review of the Eagan five-year action plan. The special meeting is scheduled for Wednesday, April 22, 1987, at 12:00 noon in Conference Rooms A and B at the Municipal Center Building. Review of the five-year action plan is the only agenda item scheduled for the special meeting. Attached is a copy of the Eagan five-year action plan. Also enclosed is the description of each work task that was originally identified in five-year action plan as submitted with the Star City Program approximately three (3) years ago. ACTIVITY ANALYSIS FIVE YEAR PLAN ACTIVITY: --1. -Development of a -Five Year Major Street- Plan. PURPOSE: To insure a schedule for the completion of City thoroughfares, County roads, State highways and interstate construction providing industry with a planned transportation network. TIME FRAME: Completion during 1985/1986. ASSIGNED_TO: Director of Public Works/City Engineering Department. STRATEGY: Coordinate all highway and transporation planning with the Minnesota Department of Transportation to determine State and interstate highway construction. Coordinate five year transportation objectives with the Dakota County Highway Department to review construction schedules for all County highway improvements. Review transportation needs with local industry to determine traffic counts, need for certain access roads and other conditions pertaining to the construction of a comprehensive transportation network for the City of Eagan. PROJECTED RESULTS: A five year major street plan will provide industry with a time schedule as to when major intersections and street improvements will occur throughout the City of Eagan to assist in their relocation or expansion plans. •4-94 i '•vr�s. ACTIVITY ANALYSIS FIVE YEAR PLAN ACTIVITY: 2. Develop a schedule for completion of trunk utilities. PURPOSE: To provide availability of water and sewer distribution throughout the City of Eagan. TIME FRAME: 1985. ASSIGNED_TO: Director of Public Works/City Engineering Department. STRATEGY: To update the trunk utility comprehensive guide plan for both water and sewer to determine an orderly completion of all those utilities. Meet with landowners to determine land development plans for areas requiring the construction of utility trunk mains. Project the proposed cost for completion of the trunk main utilities, particularly serving industrial and commercial expansion needs. PROJECTED RESULTS: This activity will provide industry with an overview of existing trunk main availability and a schedule for completion of those trunk main utilities that are proposed for construction during the next several years. 4-95 ACTIVITY ANALYSIS FIVE YEAR PLAN ACTIVITY: 3. Develop an Eagan Map locating distance in kilometers/time to major industry within the Twin Cities. PURPOSE: To illustrate the location of the City of Eagan to the Seven -County Metropolitan Area. TIME FRAME: Initiate during 1985/1986. ASSIGNED TO: Public Works Director/City Engineering Department. STRATEGY: Develop a map that shows the proximity of Eagan to the International Airport and the two (2) major cities of Minneapolis and St. Paul. To emphasize transportation network, such as, the airport, river, railroads and highway network. Illustrate the proximity of Eagan for its location to the entire metropolitan area for purposes of commerce and trade. PROJECTED RESULTS: This map will serve as an information guide for existing and new industry by emphasizing geographic amenities that are available in Eagan. 4-96 ACTIVITY ANALYSIS FIVE YEAR PLAN ACTIVITY: 4. Development of a 24 -Hour Emergency Care & Senior Citizens Center. PURPOSE: To provide adequate medical services for all employees and residents who are working or residing within the City of Eagan and also provide opportunities for senior citizens. TIME FRAME: 1986/1987. ASSIGNED TO: Economic Development Commission. STRATEGY: Prepare a needs assessment for both the development and construction of a 24-hour emergency care facility and senior citizens center. Examine all State and Federal funding programs while examining the feasibility of developing both of these facilities. Examine favorable locations and work with the business community in attempting to secure the 24-hour emergency care facility and senior citizens center. PROJECTED RESULTS: Obtain a 24-hour emergency care facility that will provide first response emergency care for employees and residents within the City of Eagan. Obtain a center to provide housing opportunities for senior citizens, emphasizing housing for those parents of persons working in the City of Eagan who wish to relocate to be closer to family. * * 4-• t r .97 �x ACTIVITY ANALYSIS FIVE YEAR PLAN ACTIVITY: 5. Promotion of large, single or multi retail user facility. PURPOSE: To create and maintain one-stop/centralized shopping opportunities for Eagan employees and residents. TIME FRAME: 1985/1986. ASSIGNED_TO: Chamber of Commerce, Economic Development Commission. STRATEGY: To work with the large, commercial shopping center developer to provide a community shopping center for the City of Eagan. Certain types of shopping, such as, a major anchor grocery store tenant, will be emphasized as a part of the community ;•,r; ;,.,.. shopping center facility. Promotion of multi retail user facilties, such as, free standing discount department stores, a facility for movie/theater opportunities, other recreational facilities and specialized service -type facilities. Propose growth management projections to emphasize the need for commercial/service-type facilities in Eagan. PROJECTED RESULTS: The promotion of large single or multi retail user facilities will provide the local labor force and 4-98 residential community convenience shopping and service opportunities. The City of Eagan will become more self-sufficient as a City with proper retail facilties. 4 4-99 ACTIVITY ANALYSIS FIVE YEAR PLAN ACTIVITY: 6. Update Labor Survey. PURPOSE: To maintain an updated labor survey of all existing industry in the City of Eagan. TIME FRAME: 1986/1987. ASSIGNED TO: Economic Development Commission/Labor Survey Committee. STRATEGY: Maintain the Labor Survey that was completed by the Economic Development Commission's Labor Survey Committee. Make copies of the Labor Survey available to all site locators and industry. r,b Continually gather and update industrial labor statistics and prepare another survey to be mailed out to local industry and the residential community.
