A special emergency meeting of i1e.1Eagan City Council was held on Sunday,
May 31, 1998 at 6:00 a.m. in the Eagan Police Department Emergency Operating Center.
Present were Mayor Egan and Councilmembers Masin and Wachter. Also present were
City Administrator Hedges, Publir..Xoj�irsk�'jth s�:. Director Colbert, Police Chief Geagan, Fire

Chief of Police Geagan pravided:a Svu tasy of'the storm that is the result of the
straight line winds that hit the corrittii iiify at apptOdfhately 10:47 p.m. on Saturday, May
30. He specifically stated that the sirens were set off for Eagan and Rosemount at 10:436
p.m. and by 10:47 p.m. all four 911 trunk lines and every non -emergency telephone line
began to ring and that approximately 165 911 calls had been received by. midnight.
City Administrator Hedge�:iii.sked.that updates be given by Fire Chief Jensen on
the involvement of the Volunteer Ti?, i:F a kment and further that Director of Public
Works Colbert provide an update on the watei *$U£ j ly, sanitary sewer and condition of
tree debris in public streets.
After receiving a full staffhe condition of all City services, an estimate
on structural damage to residentiat'fiomes and the fact that a portion of the community is
without electricity, Mayor Egan asked that the City Council consider adoption of a
resolution declaring a state of emergency resulting from storm damage in the City of
Eagan. Wachter moved, Masin seconded a motion to adopt a resolution declaring a state
of emergency resulting from storm;damagei irrthe G? zof Eagan on May 30, 1998. Ayes
three, nays zero.
City Administrator Hedges statedii" at sin;i ar to the storm that created a
community emergency in May of 1996, 8:i*solutig6:::is proposed requesting damaged
homestead property to be assessed. He stated that t&#s::allows property to be re -assessed
for the purpose of a special tax credit for property damaged by a disaster and the
provisions of Minnesota Statutes 273.123.
Wachter moved, Masin seconded a motion W.:approve the resolution requesting
damaged homestead property to be assessed. Ayes t4*1 nays zero.
City Administrator Hedges itiii--`i i3: a'.." ff is recommending the following
policy relative to the May 30 storm that includes paytpent of all fire fighters at the rate of
$7.00 per hour for their assistance in responding to:.,
storm damage, waive all building
permit fees for residential properties that were impacted by the storm, the City will pick
up tree debris on public boulevards and, finally, no building materials will be picked up

by the City. He stated that buildiii :'debiis'pick up is rurally covered by insurance and
requires disposal in a land fill.
After a brief discussion, W9t•;�i#gr.:tnoved;-AQ* ' n seconded the motion to approve
the policy allowing the following; (1)`it;$iYtCrs will receive payment at the rate of
$7.00 per hour for assisting in the May 30 siorm. (2) All residential building permit fees
will be waived for properties impacted by the storm damage. (3) --The City will pick up
all tree debris placed on public boulevards. (4) All building material debris will be the
responsibility of the homeowner;•.due;;;{!.;a.:requiFe�nent that this debris be properly
disposed in a land fill. Ayes
Following these actions, the City Copncil, Betty Egan, City Administrator, Chief
of Police, Fire Chief and Director of Pu ii :Works Ji::the Emergency Operating Center
