SPECIAL CITY COUNCIL MEETING/AUGUST 25,1998
A Special City Council meeting is scheduled for Tuesday, August 25 for the purpose of 1.)
reviewing the preliminary 1999 General Fund Budget, and 2.) presentation of the MVTA's
Strategic Plan by City Councilmember Masin.
REVIEW PRELIMINARY 1999 GENERAL FUND BUDGET
Under current legislation, all cities are required to certify to the County Treasurer/Auditor on or
before September 15, 1.) a proposed property tax payable; 2.) a proposed 1999 General Fund
Operating Budget; and 3.) public hearing and continuation hearing dates for Truth and Taxation.
Similar to previous years, the General Fund Budget will be presented for City Council review and
consideration at the work session on Tuesday. The City Administrator will review both the
Executive Summary and the memo entitled "Draft 1999 General Fund Budget" which contain a
summary of the proposed 1999 General Fund Budget.
The purpose of the work session is to provide direction to the City Administrator on the proposed
property tax levy, proposed 1999 General Fund Operating Budget and schedule for public hearing
continuation dates to all be scheduled as action items at the September 14 City Council meeting.
It should be noted that the final property tax levy, following the Truth and Taxation notices and
adoption of the budget in December can be decreased, but cannot be increased after the original
certification. However, the Operating Budget as presented on August 25 and is approved as a
preliminary document on September 15, can be adjusted or modified.
Enclosed as a separate document is a copy of the Executive Summary for the 1999 General Fund
Budget process, a memo entitled "Draft 1999 General Fund Budget" and support documentation
prepared by the City Administrator for each of the service delivery budgets.
ACTION TO BE CONSIDERED:
To provide direction to the City Administrator relative to 1.) the proposed property tax payable,
2.) the proposed 1999 Budget, and 3.) dates for the public hearing and continuation hearing for
Truth and Taxation during November/December. Formal action will occur at the September 14
(Monday) City Council meeting.
PRESENTATION/MVTA STRATEGIC PLAN
The MVTA completed a strategic plan during the fall of 1997 and have suggested that member
cities review the plan during this calendar year. It has been the intention of City Councilmember
Masin, the City's representative on the MVTA board, review the strategic plan with the City
Council at the work session this summer.
The MVTA has used the same policy governance model created by John Carver that is used by the
City of Burnsville as a framework for their overall governance process.
Included, without page number, is a copy of the MVTA vision and mission, governance policies
and executive limitations and the organizational chart which includes roles and responsibilities.

To receive the information provided by the MVTA as presented by City Councilmember Masin.
