ADJOURNMENT (5:30 p.m.) MEMO city of eagan TO: HONORABLE MAYOR & CITYCOUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: DECEMBER 24, 1998 SUBJECT: SPECIAL CITY COUNCIL MEETING/DECEMBER 29, 1998 At the request of Mayor Egan and Citycouncilmember Awada a Special City Council meeting has been scheduled for Tuesday, December 29, 1998 at 5'00 p.m. The purpose of the meeting is to consider canceling the 2-9-99 special election on the odd/even election year question and to repeal ordinance numbers 255 and 256 CANCELLATION OF 2-9-99 SPECIAL ELECTION REGARDING ODD/EVEN ELECTIONS AND REPEALING ORDINANCES NOS. 255 & 256. Late Wednesday, December 23, 1998 the City Administrator received a request to schedule a Special City Council meeting for Tuesday, December 29, 1998 In official action at the regular meeting on November 17, 1998 a special election was set for February 9, 1999 Ordinance numbers 255 and 256 were approved on March 17, 1998 and changed the municipal election year to odd years and provided for an implementation plan respectively. Consideration will also be given to creating a special task force for the purpose of studying the election year question, other election related issues such as campaign signs and related public policy issues. The purpose of the meeting is to fulfill my request to cancel the special election, rescind the ordinance and appoint a neutral task force to study this and other election issues including the excessive use of lawn signs. My understanding is that the new Council has requested this issue be put on the January 5th agenda. That action iters is exactly as I have requested be put on our December 29th agenda. It is clear to me that should the vote be held on January 5th, we will have a 3-2 in favor of this action. The reason for my request is two -fold; most importantly to save staff time and taxpayer dollars. With the recent new council request, it has come to my attention that we will imp large expenses and staff time over the next few weeks preparing for an elwton which will be cancelled with only one month notice. Additionally, I hope to avoid a contentious battle on the 5th which will only serve to undermine the progress we are making with our facilitator. I have not changed my mind on this issue, but I will respect the will of the majority of the new council. Over the past few weeks, staff has been hiring election judges whom are scheduled for Council approval on January 5th. Additionally, ballots have beer.ordered from the printer. Waiting until January 5th to take this action will coat the city large sums of money because we will not be able to cancel our ballot order on time. Additionally, it will force staff to continue the hiring and preparation process for an election that will never be held. We' are all worldng very hard to form a professional, working council and this battle will only serve to undermine that Removing this issue from the table will'belp "wipe the slate clean" between council's. I am willing to "call it quits' now end I feel this action goes a long way towards reconciliation. I hope you all have a joyous holiday. IT see you on the 29th and kook forward to a productive 1999.
