Subject: November 13, 2018 ARC Meeting
The Eagan Airport Relations Commission will meet on Tuesday, November 13, in the City
Council Chambers at Eagan City Hall. Please note the Chambers will have a small area by
the main doors where there is no carpeting due to construction. The carpet is being
replaced the day after the ARC meeting. Please watch your step as you enter the room.

I.ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is in order for adoption by the Commission.
II.APPROVAL OF MINUTES
The minutes of the September 11, 2018 ARC meeting and subsequent workshop are
enclosed on pages 5-8. These minutes are in order for adoption by the Commission.
III.VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the
beginning of public meetings to permit visitors to address items of interest that are not
addressed on the regular agenda. Items that will take more than ten minutes or that
require specific action can be scheduled for a future meeting agenda.

IV.OLD BUSINESS
A.MAC Monthly Reports – Enclosed on pages 9-14 is the monthly summary report for
the month of September 2018 from the Metropolitan Airport Commission (MAC). The
MAC has combined several of their reports into one document, intended to be more
user friendly to those less familiar with aircraft operations. To view the more detailed
data pertaining to runway usage, complaints, sound monitoring, and noise abatement
go to: https://www.macenvironment.org/reports/. The data on the reports is best viewed
online as the website is interactive.
B.Debrief on October 9 City Council Workshop—Commissioners requested an
opportunity to discuss takeaways from the conversation with the City Council that
occurred at the Council workshop on October 9. Specifically, there was a desire
expressed by commissioners to discuss how the Commission, in accordance with the
ARC mission, can best work together with the community on efforts to reduce aircraft
noise.
V.NEW BUSINESS
A.Next Generation and Stage V Updates—This item is a standing agenda item to
provide an opportunity to anyone on the Commission who may have updates or
information to share regarding Next Generation Aviation and/or Stage V aircraft.
B.Noise Oversight Committee Draft Work Plan—Enclosed on page 15 is the draft
2019 Noise Oversight Committee (NOC) Work Plan for the ARC’s review. The
Commission is welcome to make comments or recommendations on the work plan. The
NOC will formally consider the work plan at their November 28, 2018 meeting.
VI.STAFF / COMMISSIONER REPORT
A.November 28, 2018 NOC Meeting—Per the recommendation of a NOC
subcommittee, the NOC is seeking to hold one regular meeting each year during the
evening hours to better accommodate members of the public who are unable to attend
during daytime hours. The November 28 NOC meeting will be the first-ever evening
meeting. The meeting will take place at 6:30pm at the MAC Offices in Minneapolis.
B.Approved 2018-2019 ARC Work Plan—Enclosed on pages 16-17 is the 2018-2019
ARC work plan, which was formally approved by the City Council on October 16, 2018.
VII.ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that
Commissioners can ask questions or make requests for future agenda items.

IX.ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30
p.m. unless agreed upon by the Commission.

ARC Purpose: To advise and make recommendations to the City Council on issues of aircraft
noise and airport policies that impact or have the potential to impact the community.
ARC Mission: The Airport Relations Commission (ARC) recognizes the burden of aircraft noise
is balanced by the economic benefits of being a neighbor to MSP Airport. The ARC, under the
direction of the City Council, will work in partnership with the Metropolitan Airports Commission
(MAC), the Federal Aviation Administration (FAA), and the residents of Eagan to make
recommendations on reducing the burden of aircraft noise in Eagan without jeopardizing safety.

AIRPORT RELATIONS COMMISSION WORKSHOP MEETING
SEPTEMBER 11, 2018
A meeting of the Eagan Airport Relations Commission was held on Tuesday, September 11, 2018 at 6:00
p.m. Those present were Charles Thorkildson, Joseph Axmacher, Michael Johnson, Debra Dulligner, Jeff
Spartz, Theresa Hughes and Assistant City Administrator Miller. Dan Johnson and Philippe Girard were
absent.
AGENDA
Commissioner M. Johnson moved, Commissioner Axmacher seconded a motion to approve the agenda
as presented. All members voted in favor.
APPROVAL OF MINUTES
Commissioner Axmacher moved, Commissioner M. Johnson seconded a motion to approve the July 10
and July 24, 2018 minutes. All members voted in favor.
VISITORS TO BE HEARD
Ted Gladhill, 1153 Blue Heron Court, and Tom Drill, 3736 Falcon Way, and Joanna Rusche, 4054
Deerwood Trail, addressed the Commission with their concerns regarding airplane noise.
OLD BUSINESS
MAC Monthly Reports
Assistant City Administrator Miller noted the printout of the MAC monthly reports for July 2018 were
provided in the packet. The August reports came out last week and were provided electronically.
The Commission provided feedback on the monthly reports. There was discussion regarding the MAC
summary reports for RMT’s being produced in a 3, 5, 7, and 9-year report and a suggestion that such
data be made available.
ASCENT Studies on Sleep Disturbance
Assistant City Administrator Miller noted at the July ARC meeting, the Commission expressed an interest
in discussing the sleep disturbance studies completed by the Aviation Sustainability Center (ASCENT),
formerly known as the FAA Center of Excellence Program. There are seven studies referenced on the
webpage, along with three annual reports.
The Commission shared their observations about the studies.

NEW BUSINESS
Next Generation and Stage V Updates
Assistant City Administrator Miller noted this is a standing agenda item to provide an opportunity to
anyone on the Commission who may have updates or information to share regarding Next Generation
Aviation and/or Stage V aircraft. There were no updates at this time.
STAFF / COMMISSIONER REPORT
August 27, 2018 MAC Listening Session Recap
Assistant City Administrator Miller noted on Monday, August 27, the MAC hosted a Listening Session at
the Eagan Community Center. The session was held at the request of the ARC given the increased air
traffic over Eagan this summer. Miller noted approximately 40 residents attended, along with several
elected officials at the local and state level. In addition to the MAC staff, representatives of the FAA and
Delta were also in attendance.
Several residents provided feedback on the April 27, 2018 MAC Listening Session.
Miller also noted that the MAC has worked with the FAA in response to concerns raised about
departures in the overnight hours off of Runway 17. The FAA has agreed to no longer give discretion to
pilots who request Runway 17 during the nighttime hours (10pm-6am) unless operational conditions
necessitate the runway use. The FAA is updating training manuals to note this change and will conduct
audits to ensure compliance.
Noise Oversight Committee’s Consideration of
Mobile Noise Monitoring Request
Assistant City Administrator Miller noted per the request of the ARC and the approval by City Council,
Eagan has submitted a request to the MAC for the installation of temporary noise monitors. The Noise
Oversight Committee will consider Eagan’s request on September 19. If approved, the MAC would
budget for two mobile towers to be installed in Eagan for two weeks in the early summer of 2019.
Miller noted the ARC will have the opportunity to work with the MAC for placement of the remote
monitoring towers. The study is intended to measure noise in areas of the community that are outside
of the current remote monitoring tower radii.
ROUNDTABLE
Commissioner Johnson suggested a conversation be held to clearly define the role of the Commission to
the public.
ADJOURNMENT
Assistant City Administrator Miller noted following adjournment, the Airport Commission will be
meeting to discuss the 2018-2019 Work Plan in the first floor conference room. The public is welcome to
attend.

Assistant City Administrator Miller noted due to the remodel at City Hall the July 9, September 10, and
November 12, 2019 Airport Relations Commissions meetings will be held at the Eagan Community
Center in the South Oaks.

Upon motion by Commissioner Axmacher, seconded by Commissioner Johnson the meeting adjourned
at 7:30 p.m. All members voted in favor.
