A meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00 p.m. on
Monday, January 23, 2017. Commission Members present included Member Michael Palmer, Member
Dorothy Peterson, Member Linda Klein, Member Jerry Farlee, Member Aileen Hough and Member
Nathan Neuman. Staff members present included Director of Parks and Recreation Andrew Pimental,
Assistant Director of Parks & Recreation Jared Flewellen, and Parks Superintendent Paul Graham. Not
present was member Andrea Todd -Harlin and Member David Wietecki.
APPROVAL OF AGENDA
Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental
stated that there was none. Member Peterson moved, Member Klein seconded, with all members
present voting to adopt the agenda as presented. Aye: 6 Nay: 0
APPROVAL OF MEETING MINUTES
Member Neuman moved, Member Farlee seconded, with all present members voting in favor to
approve the minutes of the December 19, 2016 regular meeting, as presented. Aye: 6 Nay: 0
VISITORS TO BE HEARD
There were no visitors to be heard on items that were not on the agenda.
OLD BUSINESS
There was no Old Business to be heard on items that were not on the agenda.
NEW BUSINESS
Introduction of Fees and Charges
Parks & Recreation Director Andrew Pimental introduced the topic of fees and charges as they relate
to the Parks and Recreation department programs and facilities. The topic summary included creating
a tier or percentage for programs. Director Pimental also introduced the topics of scholarships and
non-resident fees and how to appropriately use those within the fee schedule. A further discussion will
be held during the Advisory Parks and Recreation Commission workshop.
Public Engagement Meetings
Parks & Recreation Director Andrew Pimental discussed the past public meetings that have been held
for Capital Improvement Projects and provided feedback that was discussed. Director Pimental also

presented the City of Eagan Park Project webpage and explained how it could be a resource for citizens
who are interested in receiving more information on specific projects.
Park Superintendent Paul Graham presented the architectural design of the Bridal Ridge Park Building
update.
Parks and Recreation Director Andrew Pimental explained to the commission that the architect has
been given instruction to move forward with final design. Member Peterson moved, Member Klein
seconded, with all members present voting to move forward with design and build of Bridle Ridge Park
Building. Aye: 6 Nay: 0
Parks and Recreation Director expressed his gratitude for the attendance and comments shared at the
public meeting held for the Eagan Skate Park. Director Pimental explained that the feedback shared at
the meeting was contradictory to the original plans. Changes will be made to the design and brought
forward to the commission at a future meeting.
STAFF REPORTS/PRESENTATIONS
Director Pimental outlined the Quarry Road extension project. The road extension will have an impact
of Quarry Park amenities. Parks Superintendent Paul Graham described the specific amenities that will
be impacted. Member Neuman moved, Member Klein seconded, with all members present voting to
move forward with feasibility study for Quarry Park. Aye: 6 Nay: 0
Director Pimental explained that the Parks and Recreation Department will be updating the Policy and
Procedure manual.
Director Pimental presented the Department Highlights.
ROUND TABLE
Member Hough expressed her excitement for the community engagement during the public meetings.
Member Palmer echoed Member Hough's comments specifically mentioning those involved during the
Skate park meeting.
ADJOURNMENT
With no further business to discuss, Member Farlee moved, Member Hough seconded with all
members present voting to adjourn the meeting. The meeting was adjourned at 7:44 p.m.
