A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:17
p.m. on Monday, April 17, 2017. Commission Members present included Member Michael Palmer,
Member Dorothy Peterson, Member Linda Klein, Member Jerry Farlee, Member Aileen Hough and
Member Nathan Neuman. Staff members present included Director of Parks and Recreation Andrew
Pimental, Assistant Director of Parks & Recreation Jared Flewellen and Water Resources Manager Eric
Macbeth. Not present was member Andrea Todd -Harlin and Member David Wietecki.
APPROVAL OF AGENDA
Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental
added item V.B Beyond Self Storage to the agenda. Member Klein moved, Member Hough seconded,
with all members present voting to adopt the agenda as presented. Aye: 6 Nay: 0
APPROVAL OF MEETING MINUTES
Member Neuman moved, Member Farlee seconded, with all present members voting in favor to
approve the minutes of the March 20, 2017 regular meeting, as presented. Aye: 6 Nay: 0
VISITORS TO BE HEARD
There were no visitors to be heard on items that were not on the agenda.
OLD BUSINESS
Assistant Director Flewellen provided an updated for the 2017 Capital Improvement Project —Art
House Fiber installation. Flewellen outlines the cost of the installation, date of installation as well as
the benefits of the project.
NEW BUSINESS
Wetland Management
Water Resources. Manager Eric Macbeth presented to the commission the different aspects of the
Water Resources division. Manager Macbeth explained the different types of wetlands, how water
quality is measured and how the Water Resource division maintains the types of water.

Assistant Parks & Recreation Director Jared Flewellen gave a summary of the Beyond Self Storage
Development project. Beyond Self Storage applied for Planned Development Amendment to allow for
developing a roughly 91,800 square foot, 100% climate controlled, Class A, self -storage project on
Courthouse Lane. Assist Director Flewellen was not able to provide the commission with tree or
wetland mitigation. After discussion with the Commission, Member Neuman moved, Member Klein
seconded with all member present voting in favor of the proposed cash dedication to be considered for
recommendation to the to the City Council: Aye: 6 Nay: 0
STAFF REPORTS/PRESENTATIONS
Director Pimental presented Department Highlights from recent activities in the Eagan Parks and
Recreation Department.
Director Pimental updated the commission on the upcoming return of the Eagan Television Parks and
Recreation Report show. Director Pimental explained that the taping will be on May 2 with the airing to
follow soon after.
ROUND TABLE
Member Hough expressed her appreciation of the parking garage for call for artists.
Member Klein also expressed her excitement and appreciation for the call for artists for both the
benches and doors project.
Member Palmer thanked all who were able to attend the Patrick Eagan Park open house meeting. He
was excited at the turn out and the amount of comments.
ADJOURNMENT
With no further business to discuss, Member Klein moved, Member Neuman seconded with all
members present voting to adjourn the meeting. The meeting was adjourned at 8:28 p.m.
