05/22/2017 - Advisory Parks & Recreation Commissionr City of Eapn MINUTES OF THE REGULAR MEETING OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, May 22, 2017 MINUTES OF MEETING OF May 22, 2017 Approved July 17, 2017 A regular meeting of the Advisory Parks & Recreation Commission (APrC) was called to order at 7:00 p.m. on Monday, May 22, 2017. Commission Members present included, Member Dorothy Peterson, Member Linda Klein, Member Molly Schuetzle, Member Jerry Farlee, Member Aileen Hough, Member Anne Weber -Smith and Member Nathan Neuman. Staff members present included Director of Parks and Recreation Andrew Pimental and Assistant Director of Parks & Recreation Jared Flewellen. Not present was Member Michael Palmer. APPROVAL OF AGENDA Member Peterson asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Neuman seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Neuman moved, Member Farlee seconded, with all present members voting in favor to approve the minutes of the April 17, 2017 regular meeting, as presented. Aye: 7 Nay: 0 VISITORS TO BE HEARD There were no visitors to be heard on items that were not on the agenda. OLD BUSINESS There were no old business items to be discussed at this time. NEW BUSINESS New Members Director Pimental introduced two new members to the commission; Member Molly Schuetzle and Member Anne Weber -Smith. Election of Officers Member Farlee nominated Member Palmer to the Chair position of the commission with no additional nominations, with all present members voting in favor to approve appointment. Aye: 7 Nay: 0 Advisory Parks & Recreation Commission May 22, 2017 Page 2 Member Neuman nominated Member Peterson to the Vice Chair position of the commission with no additional nominations, with all present members voting in favor to approve appointment. Aye: 7 Nay: 0 Member Peterson nominated Member Klein to the Secretary position of the commission with no additional nominations, with all present members voting in favor to approve appointment. Aye: 7 Nay: 0 Lake Monitoring Water Resources Technician Jessie Koehle recognized 3 individuals for their work in Citizen Lake Monitoring Program (CLMP): Royce Tyre for 25 years monitoring Pond LP -44; Jim Johnson for 20 years monitoring Hay Lake; Carl & Sue Nippert for 20 years monitoring Fish Lake. Parks Maintenance Park Maintenance Supervisor Ben Boeding presented on the topic of park maintenance day to day operations to the commission. Supervisor Boeding covered specific areas such as seasonal staffing, duties and hours spent on tasks. Presentation of Public Art Recreation Supervisor Julie Andersen reviewed the submissions for the three different Public Art Projects; Art Doors, Park Benches and Twin Cities Premium Outlets Parking Garage. Supervisor Andersen also covered timeline and procedure for public comment period for each of the projects. Yankee Doodle Storage Assistant Parks & Recreation Director Jared Flewellen gave a summary of the Yankee Doodle Self Storage project. Eagan Yankee Doodle Self Storage is requesting approval of a Rezoning from BP, Business Park to 1-1, Limited Industrial and a Preliminary Subdivision to create one lot and one outlot upon 10 acres located in the SE % of Section 12, east of Dodd Road and south of Yankee Doodle Road. After discussion with the Commission, Member Klein moved, Member Neuman seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 7 Nay: 0 STAFF REPORTS/PRESENTATIONS Director Pimental updated the commission on the upcoming commission meetings in regards to topics. Director Pimental asked for the availability for an additional meeting in June. June 21 at 6:30 p.m. in the Eagan Community Center was decided. Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. Member Hough expressed her gratitude for being invited to be a part of the public art projects. Member Klein thanked Eagan Art House employees for their work on projects. Member Peterson welcomed the new members and provided updates for Arbor Day event. Member Weber -Smith thanked the commission for the warm welcome. ADJOURNMENT With no further business to discuss, Member Farlee moved, Member Klein seconded with all members present voting to adjourn the meeting.
