08/21/2017 - Advisory Parks & Recreation CommissionWORSHOP MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, August 21, 2017 WORKSHOP MINUTES OF AUGUST 21, 2017 Approved 9-18-17 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, August 21, 2017 and concluded at 8:10 p.m. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Anne Weber -Smith, Member Jerry Farlee, Member Nathan Neuman and Member Linda Klein. Absent members included Member Molly Schuetzle and Member Aileen Hough. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Paul Graham, Community Center Manager Marshall Grange and Facility Operations Coordinator Kristin Trembley. Workshop agenda included touring enterprise facility sites that could impact future Capital Improvement Projects. Sites visited included: Eagan Community Center, Eagan Civic Arena and Cascade Bay, APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Peterson moved, Member Neuman seconded, with all members present voting to adopt the agenda as presented. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Peterson moved, Member Neuman seconded, with all present members voting in favor to approve the minutes of the July 17, 2017 regular meeting, as presented. Aye: 6 Nay: 0 OLD BUSINESS Capital Improvement Projects Director Pimental described in detail the 2018 CIP along with the 5 year plan. A handout was provided for the concept design at George Ohmann Park. Discussion followed on topics of parking for Ohmann and removal of the horseshoe pits. There was also discussion on Nature Trail expansion at Patrick Eagan Park as part of the 2017 Capital Improvement Project and possible extension into the 2018 Capital Improvement Projects. Member Klein moved, Member Farlee seconded, with all present members voting in favor to approve the 5 year Capital Improvement Projects, as presented. Aye: 6 Nay: 0 Advisory Parks & Recreation Commission August 21, 2017 Page 2 NEW BUSINESS Manley Gun Club Director Andrew Pimental gave a summary of the Manley Gun Club project. Kevin Manley is requesting approval of a Rezoning from Agricultural, to R -1S, Residential Single Small Lot District, and a Preliminary Subdivision to create ten lots, including a Variance to maximum cul-de-sac length, upon approximately 3.9 acres located east of Brooklyn Lane west of Hwy. 3 and bordering on Rosemount to the south. After discussion with the Commission, Member Peterson moved, Member Farlee seconded with all member present voting in favor of the proposed dedication to be considered for recommendation to the to the City Council: Aye: 6 Nay: 0 ADJOURNMENT With no further business to discuss, Member Klein moved, Member Farlee seconded with all members present voting to adjourn the meeting.
