10/16/2017 - Advisory Parks & Recreation Commission\ \ \ I I I 1 \ I I \�• moi• EAGAN ESTABLISHED 1860 WORSHOP MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, October 16, 2017 WORKSHOP MINUTES OF OCTOBER 16, 2017 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, October 16, 2017 and concluded at 8:44 p.m. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Anne Weber -Smith, Member Jerry Farlee, Member Molly Schuetzle, Member Aileen Hough and Member Linda Klein. Absent member included Member Nathan Neuman. Staff members present Parks and Recreation Director Andrew Pimental, Assistant Parks and Recreation Director Jared Flewellen and Recreation Supervisor Julie Andersen. Workshop agenda included discussion of the 2018 Public Art Plan, community engagement meeting dates and review of development proposals for Parkside Place and Lakeside of Eagan. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Farlee seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Peterson moved, Member Schuetzle seconded, with all present members voting in favor to approve the minutes of the September 18, 2017 regular meeting, as presented. Aye: 7 Nay: 0 NEW BUSINESS 2018 Public Art Plan Director Andrew Pimental and Recreation Supervisor Julie Andersen presented information for the 2018 Public Art Plan. The plan included possible locations for art, outline for key dates in Advisory Parks & Recreation Commission October 16, 2017 Page 2 the process and identifying commissioners who would be interested in participating on selection committees. After discussion with the Commission, Member Palmer moved, Member Farlee seconded with all member present voting in favor of the proposed 2018 Public Art Plan to be considered for recommendation to the to the City Council: Aye: 6 (Peterson not present) Nay: 0 Parkside Place Assistant Director Flewellen gave a summary of the Parkside Place project. The Lincoln Group, Inc. is requesting approval of a Rezoning from A, Agricultural, to R-1, Residential Single Family, and a Preliminary Subdivision to create 22 lots, upon approximately 12.2 acres located north of 120th Street and east of Dodd Road. After discussion with the Commission, Member Klein moved, Member Hough seconded with all member present voting in favor of the development to be subject to cash park and trail dedication, payable at the time of Final Plat at the rates then effect as well as meet city code for storm water management and tree mitigation. Aye: 6 (Peterson not present) Nay: 0 Lakeside of Eagan Assistant Director Flewellen gave a summary of the Lakeside of Eagan project. Norton Homes is requesting approval of a Rezoning from A, Agricultural, to R-1 S, Residential Single Small Lot District, and a Preliminary Subdivision to create four lots, including a Variance to minimum lot width, upon approximately 4.8 acres located north of Wescott Road and west of Greensboro Drive. After discussion with the Commission, Member Klein moved, Member Hough seconded with all member present voting in favor of the development to be subject to cash park and trail dedication, payable at the time of Final Plat at the rates then effect as well as meet city code for storm water management and tree mitigation. Aye: 6 (Peterson not present) Nay: 0 STAFF REPORTS Community Engagement Meetings Director Andrew Pimental highlighted and encouraged commission members to join the upcoming public meetings to discuss capital improvement projects on November 20, 2017 and December 18, 2018. Advisory Parks & Recreation Commission October 16, 2017 Page 3 Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Klein gave kudos to Recreation Supervisor Tanya Mozingo for her work during Lone Oak Days. Member Farlee brought his family to the Nature Playground and expressed that the park was busy and enjoyed by all. Member Palmer brought attention to the turnout for the George Ohmann Park public meeting and his looking forward to the continued outreach for projects. Member Hough encouraged further promotion and education of the parks system with residents and organizations. Member Schuetzle encouraged organizations to look into park buildings for their upcoming meetings and events. Member Weber -Smith asked staff how APrC could assist in the efforts of marketing for upcoming meetings. ADJOURNMENT With no further business to discuss, Member Klein moved, Member Hough seconded with all members present voting to adjourn the meeting.
