11/20/2017 - Advisory Parks & Recreation Commission\ 0 1 EAGAN ESTABLISHED 1850 WORSHOP MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, November 20, 2017 WORKSHOP MINUTES OF NOVEMBER 20, 2017 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday, November 20, 2017. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Anne Weber -Smith, Member Jerry Farlee, Member Molly Schuetzle, Member Nathan Neuman, Member Aileen Hough and Member Linda Klein. Staff members present Parks and Recreation Director Andrew Pimental, Assistant Parks and Recreation Director Jared Flewellen and Recreation Supervisor Julie Andersen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Neuman seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Schuetzle moved, Member Hough seconded, with all present members voting in favor to approve the minutes of the October 16, 2017 regular meeting, as presented. Aye: 7 Nay: 0 :PRESENTATIONS 2018 Public Art Plan Recreation Supervisor Julie Andersen presented information for the 2018 Public Art Plan. Andersen summarized the discussion on locations from the meeting of the subcommittee. The locations were to be highly visible and maximize resources. Andersen then recommended several site options for art benches and a larger art project as well as a timeline for the 2018 projects. After discussion with the Commission, Member Peterson moved, Member Farlee seconded with all member present voting in favor of the proposed 2018 Public Art Plan to be considered for recommendation to the to the City Council: Aye: 7 Nay: Advisory Parks & Recreation Commission November 20, 2017 Page 2 Cub Outlot Assistant Director Flewellen gave a summary of the Cub outlot project. Epic Real Estate Partners, LLC, is requesting approval of a Preliminary Subdivision (Town Centre 70 Twenty Third Addition) to create two lots, upon 6.8 acres and Conditional Use Permits to allow outdoor patio dining, a drive-through, and on -sale liquor, upon approximately 1.65 acres located at 1276 Town Centre Drive, legally described as Lot 1, Block 1, Town Centre 70 2nd Addition. After discussion with the Commission, Member Weber -Smith moved, Member Peterson seconded with all member present voting in favor of the development to be subject to cash trail dedication, payable at the time of Final Plat at the rates then effect. Aye: 7 Nay: 0 NEW BUSINESS 2018 Fee Schedule Assistant Director Flewellen gave a summary of the proposed 2018 Fee Schedule with the following highlights: • Standard charges for facility rentals, memberships and amenities that relate to general fund activities were reviewed off of past department practice. • Based on usage, staff time and cost it was recommended to eliminate rentals for sun shelters not located near a permanent restroom facility. • To encourage increased use and reservations the charge for green space within a park is recommended to change from $58 for residents and $117 for non-residents to $20 for residents and $40 non-residents. • Parks and Trails Dedication fees are being recommended to stay static for 2018 to review the costs of land that is available in Eagan. The last review was in 2005. • Tree Dedication fees are being recommended to be increased. o Option 1: Increase individual tree fees from $120 to $126 per diameter inch and woodland trees from $1.20 sq ft to $1.26. This would equal $315 per tree. o Option 2: Increase individual tree fees from $120 to $160 per diameter inch and woodland trees from $1.20 sq ft to $1.60. This would equal $400 per tree. o Option 3: Increase individual tree fees from $120 to $200 per diameter inch and woodland trees from $1.20 sq ft to $2.00. This would equal $500 per tree. All other fees are recommended to be raised at 2% to offset increased costs incurred by the department. After discussion with the Commission, Member Klein moved, Member Hough seconded with all member present voting in favor of general fund parks and recreation fees for 2018 as Advisory Parks & Recreation Commission November 20, 2017 Page 4 With no further business to discuss, Member Peterson moved, Member Klein seconded with all members present voting to adjourn the meeting. Aye: 7 Nay: 0 STAFF REPORTS Community Engagement Meetings Director Andrew Pimental recapped the Community Engagement meetings for Pickleball Courts and Splash Pad held prior to the Advisory Parks and Recreation Commission Meeting. Great attendance for the joint meeting and many positive comments were recieved on the projects. Current and Future RFP process Director Andrew Pimental commented on the process that has occurred for catering at the Eagan Community Center. The process will be complete with recommendations from staff to City Council in late December. Director Andrew Pimental stated that RFP for 2018 CIP projects will begin in January 2018 and bids will be awarded in January and February. Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Hough announced that the Public Art subcommittee meeting was very productive and expansive conversation. Member Peterson commented on the tree mitigation conversation stating that it was a good and stimulating discussion. Member Palmer was excited at how all the art benches turned out and stated that they were a great amenity to the system. Member Klein reminded viewers of the Old Fashioned Holiday event at Holz Farm on December 3. Member Schuetzle commented on the goats discussion from the prior City Council meeting and added questions about timing of public use. ADJOURNMENT
