MEETING MINUTES OF JANUARY 22, 2018
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m.
on Monday, January 29, 2018. Commission Members present included Member Michael
Palmer, Member Dorothy Peterson, Member Anne Weber -Smith, Member Jerry Farlee,
Member Molly Schuetzle, Member Nathan Neuman, and Member Linda Klein. Member Aileen
Hough was absent. Staff members present Parks and Recreation Director Andrew Pimental
and Assistant Parks and Recreation Director Jared Flewellen.
APPROVAL OF AGENDA
Member Palmer asked Director Pimental if there were any changes to the agenda. Director
Pimental stated there were no changes. Member Farlee moved, Member Neuman seconded,
with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0
APPROVAL OF MEETING MINUTES
Member Peterson moved, Member Klein seconded, with all present members voting in favor to
approve the minutes of the December 18, 2017 regular meeting, as presented. Aye: 7 Nay: 0
OLD BUSINESS
Community Center Transition
Director Pimental highlighted the staffing location changes of the Parks and Recreation clerical
staff and Assistant Director Flewellen from City Hall to Eagan Community Center. With those
changes Director Pimental discussed that Eagan Community Center will be centralized office
for Parks and Recreation items.
Director Pimental also highlighted the departure of Manager Marshall Grange.

APrC Schedule
Director Pimental discussed upcoming APrC meeting dates based on schedules and holidays
moving forward. The February meeting will be held on February 26 due to the holiday.
The Preserve at Cedar Grove
The applicant is requesting approval of a Rezoning from CGD (Cedar Grove District) to PD
(Planned Development) and a Preliminary Planned Development upon 3.08 acres legally
described as Outlot B, Paragon Addition, and Fen Way, which is proposed to be vacated, to
allow a five -story, 151 -unit multi -family residential development with approximately 7,600 sf of
commercial restaurant on the first level. The subject site is located between Cedar Grove
Parkway and Eagan Outlets Parkway west of Rahn Road.
After discussion with the Commission, Member Peterson moved, Member Klein seconded with
all member present voting in favor of the development to be subject to cash trail dedication,
payable at the time of Final Plat at the rates then effect. Aye: 7 Nay: 0
STAFF REPORTS
Comp Plan 2040
Director Andrew Pimental recapped the city comp plan 2040 and the described the process
and what elements were included to make up the parks and recreation component.
Public Art Plan Update
Director Andrew Pimental updated the commission about consideration of the location for
larger public art projects in 2018. The original discussion of location was Wescott Road and
Lexington Avenue but after researching challenges would like to move forward in researching
the intersection of Pilot Knob Road and Yankee Doodle Road.
After discussion with the Commission, Member Peterson moved, Member Neuman seconded
with all member present voting in favor to update plan to make change to larger project being
located at Pilot Knob Road and Yankee Doodle Road. Aye: 7 Nay: 0
Department Highlights
Director Pimental presented Department Highlights from recent activities in the Eagan Parks
and Recreation Department.

ROUNDTABLE
Member Palmer commented on the quality of the skating rinks and tubing hill
Member Klein commented on the Public Art review process and was excited about the quality
of applicants
ADJOURNMENT
With no further business to discuss, Member Schuetzle moved, Member Farlee seconded with
all members present voting to adjourn the meeting. The meeting was adjourned at 7:43 p.m.
