03/19/2018 - Advisory Parks & Recreation Commission.n EAGAN ESTABLISHED 1060 REGULAR MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, March 19, 2018 MEETING MINUTES OF MARCH 19, 2018 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday, March 19, 2018. Commission Members present included Member Michael Palmer, Member Dorothy Peterson, Member Anne Weber -Smith, Member Jerry Farlee, Member Aileen Hough, Member Nathan Neuman, and Member Linda Klein. Member Molly Schuetzle was absent. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Paul Graham, City Forester Gregg Hove and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Hough seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Farlee moved, Member Neuman seconded, with all present members voting in favor to approve the minutes of the February 26, 2018 workshop meeting, as presented. Aye: 7 Nay: 0 PRESENTATIONS Emerald Ash Borer City of Eagan Forester Gregg Hove presented on Emerald Ash Borer and the effects of Eagan ash trees. He described the current state of ash trees and the prediction for future effects caused by Emerald Ash Borer. He presented commissioners with contact information and resources for residents to gain more information on the disease and preventive programs. Advisory Parks & Recreation Commission March 19, 2018 Page 2 NEW BUSINESS The Preserve at Cedar Grove The applicant, Barbara McMahon, is requesting approval of a Rezoning from A, Agricultural, and R-1, Single -Family, to R-1 S, Residential Single Small Lot District, and a Preliminary Subdivision to create 13 lots, including a Variance to maximum cul-de-sac length, upon approximately 5.25 acres at 3955 Dodd Road, located southwest of the intersection of Dodd Road and Elrene Road. After discussion with the Commission, Member Peterson moved, Member Neuman seconded with all member present voting in favor of the development to be subject to cash trail and park dedication, payable at the time of Final Plat at the rates then effect. Aye: 7 Nay: 0 STAFF REPORTS Special Meeting Director Andrew Pimental noticed the commission of a special meeting needed to evaluate public art on Wednesday, March 28 at 6:00 p.m. at the Eagan Community Center Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Farlee thanked City Forester Gregg Hove for his presentation. Member Hough commented on the attendance size at the Home and Leisure Show at the Eagan Civic Arena. Member Peterson complimented the staff for the quality of the turf. Member Klein questioned staff on the progress of the larger public art project for the City of Eagan. Member Weber -Smith complimented Gregg Hove on his presentation.
