06/18/2018 - Advisory Parks & Recreation Commission��� moi• EAGAN ESTABI.ISHEB 1860 WORKSHOP MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, June 18, 2018 MEETING MINUTES OF JUNE 18, 2018 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:00 p.m. on Monday, June 18, 2018. Commission Members present included Member Dorothy Peterson, Member Anita Pagey, Member Jerry Farlee, Member Nathan Neuman, Member Linda Klein and Member Molly Schuetzle. Member Michael Palmer and Member Aileen Hough were absent. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Paul Graham and Assistant Parks and Recreation Director Jared Flewellen. TOUR Advisory Parks and Recreation Commission toured King Park in Lakeville. King Park has an all-inclusive playground as well as a Miracle Field that are related to the 2019-2023 Eagan Parks and Recreation Capital Improvement Plan. APPROVAL OF AGENDA Member Peterson asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Neuman seconded, with all members present voting to adopt the agenda as presented. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Pagey stated a correction of attendance in the minutes from May 21, 2018. Member Neuman moved, Member Farlee seconded, with all present members voting in favor to approve the revised minutes of the May 21, 2018 regular meeting, as presented. Aye: 6 Nay: 0 NEW BUSINESS Parkside Place 2018 Advisory Parks & Recreation Commission June 18, 2018 Page 2 The applicant proposes for the existing single family home to remain, and create 6 single-family lots consistent with the R-1 zoning district standards. Access is proposed via the extensions of Parkside Circle and Parkside Court. This cul-de-sac is not designed to accommodate any further extension the south. Access for the future development of the property to the south will be from Dodd Road. After discussion with the Commission, Member Klein moved, Member Neuman seconded with all member present voting in favor of the development to be subject to cash trail and park dedication, payable at the time of Final Plat at the rates then effect. Aye: 6 Nay: 0 Summerbrooke 2nd Edition The applicant proposes for the existing single family home to remain, and create 2 single-family lots consistent with the R-1 S zoning district standards. The proposed subdivision would modify the lot lines of 3 lots located with the Summberbrooke Addition. Access is proposed via the cul- de-sac (SummerBrooke Circle) being installed with the SummerBrooke Addition. No new roads are proposed. After discussion with the Commission, Member Klein moved, Member Farlee seconded with all member present voting in favor of the development to be subject to cash trail and park dedication minus credits received for conservation area, payable at the time of Final Plat at the rates then effect. Aye: 6 Nay: 0 Capital Improvement Projects Director Pimental presented discussion topics and for the 2019 Capital Improvement Projects. Discussion also included the five year plan for future projects. Commission also had a follow up conversation on tour to King Park in Lakeville. STAFF REPORTS Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Pagey expressed her excitement for Pop Up events and asked staff to research options on marketing the events. Advisory Parks & Recreation Commission June 18, 2018 Page 3 Member Neuman expressed his gratitude for the Big Rig Rally event. Member Farlee shared appreciation of the tour. Member Schuetzle encouraged individuals to host a National Night Out Party in their neighborhood. ADJOURNMENT With no further business to discuss, Member Klein moved, Member Farlee seconded with all members present voting to adjourn the meeting.
