08/20/2018 - Advisory Parks & Recreation CommissionEAGAN ESTABLISHED 1860 WORKSHOP MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, August 20, 2018 MEETING MINUTES OF AUGUST 20, 2018 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, August 20, 2018. Commission Members present included Member Michael Palmer, Member Jerry Farlee, Member Aileen Hough, Member Nathan Neuman, Member Linda Klein and Member Molly Schuetzle. Members absent were Member Dorothy Peterson and Member Anita Pagey. Staff members present Parks and Recreation Director Andrew Pimental, Parks Superintendent Paul Graham and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Hough moved, Member Klein seconded, with all members present voting to adopt the agenda as presented. Aye: 6 Nay: 0 APPROVAL OF MEETING MINUTES Member Neuman moved, Member Farlee seconded, with all present members voting in favor to approve the minutes of the July 16, 2018 workshop meeting, as presented. Aye: 6 Nay: 0 ;PRESENTATIONS Eagan Senior Living The applicant, Southview Senior Living, is requesting approval of a Rezoning from BP, Business Park, to PD, Planned Development for a 4 -story senior housing facility with a preschool. The proposal provides a total of 173 units, for independent living, assisted living and memory care. The subject site is located south of Skyline Displays, in the NE quadrant of Lexington Avenue and Yankee Doodle Road. Advisory Parks & Recreation Commission August 20, 2018 Page 2 The proposal includes a request for Preliminary Subdivision (Eagan Senior Living) to create 2 lots upon approximately 39 acres located at 3355 Discovery Road. After discussion with the Commission, Member Klein moved, Member Hough seconded with all member present voting in favor of the development to be subject to cash trail and park dedication, payable at the time of Final Plat at the rates then effect. Aye: 6 Nay: 0 Justman Freight The applicant is proposing a Rezoning from R-1, Residential Single Family, to PD, Planned Development for a trucking company. The subject site is located at 4855 Robert Trail South and 660 Red Pine Lane. The proposal includes a request for Preliminary Subdivision (Neisius Second Addition) to create 2 lots upon approximately 4.66 acres located at 4855 Robert Trail South and 660 Red Pine Lane. After discussion with the Commission, Member Neuman moved, Member Farlee seconded with all member present voting in favor of the development to be subject to cash trail and park dedication, payable at the time of Final Plat at the rates then effect. Aye: 6 Nay: 0 Prowire 2nd Addition The applicant, Ebert Construction, is requesting approval of a Preliminary Subdivision to create two commercial lots upon 4.27 acres locate at 4101 Nicols Road, legally described as Lot 1, Block 1, Prowire Addition and adjacent former TH-77 right-of-way. After discussion with the Commission, Member Farlee moved, Member Neuman seconded with all member present voting in favor of the development to be subject to cash trail and park dedication, payable at the time of Final Plat at the rates then effect. Aye: 6 Nay: 0 Costco The applicant is requesting approval of a Planned Development Amendment to allow construction of a members -only retail use with liquor sales, tire center and free-standing motor - fuel facility upon property located at 995 Blue Gentian Road. After discussion with the Commission, Member Schuetzle moved, Member Klein seconded with all member present voting in favor of the development to be subject to cash park dedication, payable at the time of Final Plat at the rates then effect and installation of trails as presented. Aye: 6 Nay: 0 Advisory Parks & Recreation Commission August 20, 2018 Page 3 OLD BUSINESS Finalization of C.I.P Director Pimental presented to the Commission on the potential projects for Parks and Recreation C.I.P. for the years 2019-2023. The Commission agreed to present the projects to the City Council at the Joint Meeting on Tuesday, September 11. STAFF REPORTS Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Hough mentioned that the Central Park Splash Pad was a success. Member Klein complimented the work on the roof for Holz Farm. Member Palmer was excited to see the parks were in great condition to begin Fall sports leagues. Member Schuetzle congratulated Public Safety on their success of National Night Out. ADJOURNMENT With no further business to discuss, Member Klein moved, Member Schuetzle seconded with all members present voting to adjourn the meeting.
