10/15/2018 - Advisory Parks & Recreation Commission• + 0 . �0 � 0 EAGAN ESTABLISHED 1860 WORKSHOP MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, October 15, 2018 MEETING MINUTES OF OCTOBER 15, 2018 A workshop meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, October 15, 2018. Commission Members present included Member Michael Palmer, Member Jerry Farlee, Member Aileen Hough, Member Nathan Neuman, Member Linda Klein, Member Molly Schuetzle, Member Dorothy Peterson and Member Anita Pagey. Staff members present Parks and Recreation Director Andrew Pimental and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Peterson moved, Member Klein seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Farlee moved, Member Hough seconded, with all present members voting in favor to approve the minutes of the August 20, 2018 workshop meeting, as presented. Aye: 7 Nay: 0 PRESENTATIONS Lexington Flats The applicant, MWF Properties, is requesting approval of a Preliminary Subdivision to create two lots upon approximately 16 acres, a Rezoning from T, Transitional, to PD, Planned Development, upon approximately 1.26 acres and a Preliminary Planned Development to allow a 4 -story multi -family residential development, upon approximately 1.26 acres upon property located at 2977, 2981, 2985 and 2935 Lexington Avenue, located northwest of the intersection of Lexington Avenue and Lone Oak Road. Advisory Parks & Recreation Commission October 15, 2018 Page 2 After discussion with the Commission, Member Peterson moved, Member Schuetzle seconded with all member present voting in favor of the development to be subject to cash trail and park dedication, payable at the time of Final Plat at the rates then effect. Aye: 7 Nay: 0 Eagan Senior Living Director Pimental presented additional changes to the pocket park plan based on feedback from staff. Staff has worked with the contracted Landscape Architect for the project to develop a pocket park. The cost of the pocket park will be deducted from the total park dedication funds owed by the development. After discussion with the Commission, Member Klein moved, Member Hough seconded with all member present voting in favor of the park development with changes as presented. Aye: 7 Nay: 0 NEW BUSINESS 2019 Fees Assistant Director Flewellen presented the purposed 2019 Park and Recreation fees with a change presented of 2% increase for 2019. Commission had discussion on special event permitting price for Festival Grounds as well as if 2% was a correct percent increase to maintain covering costs. After discussion with the Commission, Member Schuetzle moved, Member Klein seconded with all member present voting in favor of the park fees as presented. Aye: 7 Nay: 0 Community Engagement Director Pimental presented the tentative schedule for the 2019 CIP projects. November 19 — 6:00 p.m. — Trapp Farm Park — Trapp Farm Park Shelter Building December 17 — 5:00 p.m. — Council Chambers — Thresher Fields Park Improvements December 17 — 6:00 p.m. — Council Chambers — Nature Trails Future Workshops Member Palmer led the discussion with other commissioners regarding what their interests would be for future workshop meetings. Topics that were discussed included trending topics, recreation, forestry and facility tours. Advisory Parks & Recreation Commission October 15, 2018 Page 3 STAFF REPORTS Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Pagey was sad to see the end of the Market Fest season but is excited for the Indoor Market to begin. Member Hough mentioned that the Central Park Splash Pad was a success but needed a better system to notify users of a shutdown. Member Klein complimented everyone on their work on a successful Lone Oak Days. Member Palmer complimented park staff on great field conditions for Fall sports leagues. Member Schuetzle reminded residents to use Next Door to indicate if they were a trick or treat house. Also recognized Gregg Hove on is work with a recent tree donation. ADJOURNMENT With no further business to discuss, Member Neuman moved, Member Farlee seconded with all members present voting to adjourn the meeting.
