11/19/2018 - Advisory Parks & Recreation CommissionEAGAN ESTABLISHED 1960 REGULAR MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, November 19, 2018 MEETING MINUTES OF NOVEMBER 19, 2018 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m. on Monday, November 19, 2018. Commission Members present included Member Michael Palmer, Member Jerry Farlee, Member Aileen Hough, Member Linda Klein, Member Molly Schuetzle, Member Dorothy Peterson and Member Anita Pagey. Members not present were Member Nathan Neuman. Staff members present Parks and Recreation Director Andrew Pimental, Recreation Manager Paula Nowariak, Recreation Supervisor Loudi Rivamonte, Recreation Supervisor Holly Champlin and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Schuetzle seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Farlee moved, Member Hough seconded, with all present members voting in favor to approve the minutes of the October 15, 2018 workshop meeting, as presented. Aye: 7 Nay: 0 PRESENTATIONS Fee Option Policy Recreation Manager Nowariak, Recreation Supervisor Rivamonte and Recreation Supervisor Holly Champlin recommended the name of the scholarship program be changed from Scholarship Policy to Fee Options Plan. This will help the policy be more encompassing as there are a variety of ways to fund programs and a variety of needs for fee assistance. The outcome of this policy is to include all Eagan community members. Guidelines for who can apply will be prioritized to all residents of the City of Eagan with no age parameters. A Fee Advisory Parks & Recreation Commission November 19, 2018 Page 2 Option Plan for Eagan residents is available to provide alternative and equitable financial assistance to participate in Eagan Parks & Recreation sponsored programs. o The Fee Option Plan will initially include a $300 annual limit per individual (per year) with no household maximum. o Additional funds may be requested with approval by the Parks & Recreation Director. o All participants requesting funds from the Fee Option Plan are required to complete an Income Verification Form. o Activities included in the Eagan Parks & Recreation sponsored programs are any activities with Rec Trac class/activity numbers generated throughout Recreation, Eagan Community Center, Eagan Civic Arena and Cascade Bay. Member Peterson moved, Member Klein seconded, with all present members voting in favor to review and recommend to the City Council a change in the Scholarship Policy. Aye: 7 Nay: 0 OLD BUSINESS 2019 Fees Assistant Director Flewellen presented the purposed 2019 Park and Recreation fees with a change presented of 2% increase for 2019 for general fund fees and some changes in enterprise fees. After discussion with the Commission, Member Klein moved, Member Hough seconded with six members present voting in favor and one voting against the park fees as presented. Aye: 6 Nay: 1 STAFF REPORTS Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Peterson mentioned a possible opportunity to market public art projects with Eagan High School. Member Klein promoted Old Fashioned Holiday.
