In the past we have required permits for Insulating these attic spaces because they were penetrating the firewalls between units in the attic spaces. I have discussed this with the building official and he has agreed to allow you to proceed without permits if the firewalls are not disturbed and no roof framing is altered. There are some code requirements that you will need to follow for the attic insulation and reinstalling the roof sheathing. Attic insulation shall not be installed unless accessible attic bypasses have been sealed. An attic bypass is any air passage way between a conditioned space and an unconditioned attic. R303.1.1.1 Blown or sprayed roof/ceiling insulation. The thickness of blown-in or sprayed roof/ceiling insulation (fiberglass or cellulose) shall be written in inches (mm) on markers that are installed at least one for every 300 square feet (28 m2) throughout the attic space. The markers shall be affixed to the trusses or joists and marked with the minimum initial installed thickness with numbers a minimum of 1 inch (25 mm) in height. Each marker shall face the attic access opening. Spray polyurethane foam thickness and installed R-value shall be listed on certification provided by the insulation installer. R402.2.3 Eave baffle. For air permeable insulations in vented attics, a baffle shall be installed adjacent to soffit and eave vents. Baffles shall maintain an opening equal or greater than the size of the vent. The baffle shall extend over the top of the attic insulation. The baffle shall be permitted to be any solid material. R803.2.2 Allowable spans. The maximum allowable spans for wood structural panel roof sheathing shall not exceed the values set forth in Table R503.2.1.1(1), or APA E30. (see attached) R803.2.3 Installation. Wood structural panel used as roof sheathing shall be installed with join ts staggered or not staggered in accordance with Table R602.3(1), or APA E30 for wood roof framing or with Table R804.3 for steel roof framing. We will do this by cutting a hole for each address in the roof deck then patch it back up once the insulation is complete. We are not doing a full re-roof. I am hoping to get an email from one of your inspectors verifying that we do not need permitting to complete this project. We did the same process last year at another building in the Association and didn’t need permitting. Just hoping to catch any issues upfront (in case we encounter residents questioning the permitting we can forward your emailed response on to them.)
