SPECIAL CITY COUNCIL MEETING

City Councilmembers present: Mayor Maguire, Councilmembers Bakken, Hansen and Tilley.
City staff present: City Administrator Osberg, Assistant City Administrator Miller, Water Resources
Manager Macbeth, Fire Chief Scott, Deputy Fire Chief Springer, Fire Marshal/Deputy Chief Bramwell,
Director of Communications and Engagement Ellickson, and E -TV Executive Director Mclntee.
ROLL CALL AND ADOPTION OF THE AGENDA
Councilmember Tilley moved, Councilmember Hansen seconded a motion to adopt the agenda as
amended. Aye:4 Nay:0
VISITORS TO BE HEARD
There were no visitors to be heard.
JOINT MEETING WITH
EAGAN-INVER GROVE HEIGHTS WATERSHED MANAGEMENT ORGANIZATION
Water Resources Manager Eric Macbeth introduced board members Sharon Lencowski, Joe Reymann,
and Jennifer Workman Jessness of the Eagan -Inver Grove Heights Watershed Management
Organization, and Ashley Gallagher, Resource Conservationist, Dakota County Soil and Water
Conservation District.
Ms. Gallagher gave a presentation on the history of the Watershed Management Organization (WMO).
Gallagher provided details about past and current programs, including projects.
The Council discussed the programs and projects of the E-IGHWMO.
The Council thanked the E-IGHWMO board members for their work.
Councilmember Fields arrived at 5:45 p.m.
FIRE STAFFING UPDATE
City Administrator Osberg noted in 2017 the City of Eagan had a study completed by CityGate that
studied Fire Department Staffing, Emergency Medical Services and Response Times. Osberg noted the
study included several recommendations for change within the Eagan Fire Department including five
steps to add additional career firefighters to the department.
Fire Chief Scott gave an update on the first two steps and what is proposed for the future.
The Council and staff discussed the proposed staffing steps for the Fire Department.

ETV STRATEGIC PLAN
City Administrator Osberg noted ETV's Executive Director, Mike Mclntee, put together a strategic plan
that takes into consideration ETV's strengths and weaknesses as well as the opportunities and threats
the organization faces. The plan sets a mission, vision and long-term strategic objectives for ETV.
Director of Communications and Engagement Ellickson was available for questions.
Mclntee gave a presentation walking through specific goals and tactics for the next year as well as the
following two years.
The Council and staff discussed ETV's 2019 strategic plan.
There was no other business to be heard.
