AIRPORT RELATIONS COMMISSION WORKSHOP
MAY 14, 2019
A meeting of the Eagan Airport Relations Commission was held on Tuesday, May 14, 2019 at 6:30 p.m.
Those present were Michael Johnson, Debra Dulligner, Theresa Hughes, Joseph Axmacher and Assistant
City Administrator Miller. Jeff Spartz and Philippe Girard were absent.
AGENDA
Commissioner Johnson moved, Commissioner Dulligner seconded a motion to approve the agenda as
presented. All members voted in favor.
APPROVAL OF MINUTES
Commissioner Johnson moved, Commissioner Hughes seconded a motion to approve the minutes of
January 8, 2019. All members voted in favor.
VISITORS TO BE HEARD
There were no visitors to be heard.
REVIEW PROPOSED SCOPE OF THE NOC’S RUNWAY 17 DEPARTURE STUDY
Assistant City Administrator Miller introduced Bradley Juffer, MAC Manager of Community Relations,
who provided an overview of the scope for the Runway 17 Departure Study being conducted by the
MAC.
STAFF / COMMISSIONER REPORT
Mobile Noise Monitoring Update
Assistant City Administrator Miller noted per the request of the ARC and approval of the Noise Oversight
Committee (NOC), the MAC is currently conducting mobile noise monitoring at two sites in Eagan:
Mueller Farm Park and Thomas Lake Park. The monitoring is scheduled to take place from May 1-15.
Results of the monitoring will be presented at the July 9 ARC meeting.
2018 Annual Noise Contour Report
2018 Annual MSP Fleet Mix and Nighttime Operations Report
Assistant City Administrator Miller noted the 2018 MSP Annual Noise Contour Report that compares the
2018 contours to the 2007 forecast noise contours and the 2018 Annual MSP Fleet Mix and Nighttime
Operations Report, were presented at the January NOC meeting.
Letter to Congressional Delegation
Assistant City Administrator Miller noted a letter was sent to Congresswoman Craig, regarding concerns
with the changes and impacts of Converging Runway Operations. The letter was drafted at the
suggestion of the ARC, and includes several federal issues impacting the City of Eagan. A similar letter
was sent to Senators Klobuchar and Smith.

MSP Long Term Plan Stakeholder Advisory Panel
Assistant City Administrator Miller noted the MAC has established a Stakeholder Advisory Panel which
will be involved in the process of the MAC adopting their long-term comprehensive plan. The first
meeting of the panel has been scheduled in June to introduce the MSP Airport Long-Term Plan team,
process, and timeline. The panel members will be asked to share their perspectives on the key issues
facing MSP over the next 20 years. Miller noted she will serve on the panel.

There were no other business items.
ADJOURNMENT
Upon motion by Commissioner Johnson, seconded by Commissioner Dulligner the meeting adjourned at
6:59 p.m. All members voted in favor.
