Subject: September 10, 2019 ARC Meeting/Location: Eagan Community
Center
The Eagan Airport Relations Commission will meet on Tuesday, September 10 at 7pm at
the Eagan Community Center (ECC) in the Oaks Banquet Room. The meeting is taking
place at the ECC because of construction at City Hall. The meeting will be televised.

I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is for adoption by the Commission.
II. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the
beginning of public meetings to permit visitors to address items of interest that are not
addressed on the regular agenda. Items that will take more than ten minutes or that
require specific action can be scheduled for a future meeting agenda.
III. APPROVAL OF MINUTES
Enclosed on pages 5 through 8 are the minutes of the July 9, 2019 ARC meeting and
the August 27 ARC workshop. Both sets of minutes are in order for adoption by the
commission.
IV. OLD BUSINESS
A. MAC Monthly Reports – Enclosed on pages 9 through 15 is the monthly summary
report for July 2019 from the Metropolitan Airport Commission (MAC). The MAC has
combined several of their reports into one document, intended to be more user friendly
to those less familiar with aircraft operations. To view the more detailed
data pertaining to runway usage, complaints, sound monitoring, and noise abatement
go to: https://www.macenvironment.org/reports/. The data on the reports is best viewed
online as the website is interactive. The August reports are available online, but the
monthly summary report for August was not yet available at the time the ARC packet
was prepared.
V. NEW BUSINESS
A.2019-2020 ARC Work Plan—Enclosed on pages 16 and 17 is a draft
2019-2020 work plan intended as a conversation-starter at the September ARC
meeting. Various topics have been suggested by Chair Johnson, with the
understanding that items can be added or changed. Typically, this work plan serves as
a guide for the year and is adjusted as needed as items of importance arise. The
Commission is scheduled to present the work plan to the City Council on November 12.
B.Noise Oversight Committee (NOC) Work Plan—Enclosed on pages 18
through 20 is the draft 2019-2020 NOC work plan. The commission is invited to discuss
the work plan and make any recommendations on additions to the plan. Any feedback
will then be shared at the September 18 NOC meeting.
VI.STAFF / COMMISSIONER REPORT
A.Correspondence to the Noise Oversight Committee with Recommendations
to the FAA—Enclosed on pages 21 through 23 is the letter to the Noise Oversight
Committee with recommendations for operational changes by the FAA. The Council
approved the letter at their September 3, 2019 meeting. The letter will be reviewed by
the NOC at the September 18 meeting. It is anticipated that MAC staff will then have
two months to review the letter and offer their reactions and suggested modifications
based on their conversations with the FAA. Action will then be scheduled for the
November NOC meeting to forward the letter to the MAC Commission of the whole.
Pending approval by the MAC, the recommendations and inquiries would be sent to the
FAA for consideration.
B.TSA Security Checkpoint Impacts from MSP Construction—Per the request
of Chair Johnson, an agenda item has been added to make residents aware of the
impacts to TSA security checkpoints resulting from construction at MSP Airport.
C.Joint Meeting with the City Council—The next ARC meeting will be a joint
meeting with the City Council on Tuesday, November 12 at 5:30pm in the Eagan City
Council Chambers. The ARC will be invited to present the Commission’s 2019-2020
work plan.
IX.ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that
Commissioners can ask questions or make requests for future agenda items.
X.ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30
p.m. unless agreed upon by the Commission.

aircraft noise and airport policies that impact or have the potential to impact the community.
ARC Mission: The Airport Relations Commission (ARC) recognizes the burden of aircraft
noise is balanced by the economic benefits of being a neighbor to MSP Airport. The ARC,
under the direction of the City Council, will work in partnership with the Metropolitan
Airports Commission (MAC), the Federal Aviation Administration (FAA), and the residents
of Eagan to make recommendations on reducing the burden of aircraft noise in Eagan
without jeopardizing safety.

JULY 9, 2019
A meeting of the Eagan Airport Relations Commission was held on Tuesday, July 9, 2019 at 6:30 p.m.
Those present were Michael Johnson, Debra Dulligner, Theresa Hughes, Joseph Axmacher, Jeff Spartz,
William Raker, Samuel Kunjummen, and Assistant City Administrator Miller. Commissioner Girard was
absent.
AGENDA
Commissioner Spartz moved, Commissioner Hughes seconded a motion to approve the agenda as
presented. All members voted in favor.
ORGANIZATIONAL BUSINESS AND INTRODUCTIONS
Assistant City Administrator Miller noted this past May, the City Council made their appointments to the
City’s advisory commissions. Commissioners Hughes, Dullinger, and Axmacher were reappointed to the
Airport Relations Commission (ARC) for 2-year terms. Bill Raker was newly appointed to a 2-year term,
and Sam Kunjummen was appointed to the 1-year alternate position. Commission members introduced
themselves.
Assistant City Administrator Miller noted the Commission is asked to appoint a Chair and Vice Chair of
the Airport Relations Commission to serve through April 2020. Commission member Dulligner moved,
Commission member Hughes seconded a motion to nominate Michael Johnson to serve as the Chair. All
members voted in favor of the motion. Commission member Spartz moved, Commission member
Axmacher seconded a motion to nominate Debra Dulligner to serve as the Vice Chair. All members
voted in favor of the motion.

APPROVAL OF MINUTES
Commissioner Axmacher moved, Commissioner Dulligner seconded a motion to approve the May 14,
2019 minutes from the ARC workshop and the joint meeting with the Mendota Heights ARC. All

PRESENTATIONS
MAC Runway 17 Departure Study
Chair Johnson noted Bradley Juffer, MAC Manager of Community Relations, gave a presentation on the
final Runway 17 Departure Study. The scope of the study was prepared with input from Eagan residents
and the ARC.
The Commission discussed the Runway 17 Departure Study.
Bradley Juffer responded to questions from the Commission.
MAC Mobile Noise Monitor Findings
Bradley Juffer, MAC Manager of Community Relations, shared the findings of the mobile noise
monitoring study. The purpose of the study was to collect quality recordings and measurements of
aircraft noise events associated with MSP Airport that occur in the City of Eagan. The objective of the
study was to compare data collected from the mobile equipment with data being collected at the RMTs
25 and 37.
The Commission discussed the mobile noise monitor study.
Bradley Juffer responded to questions from the Commission.
Ted Gladhill, 1153 Blue Heron Court, thanked the MAC for the study.
NEW BUSINESS
Converging Runway Operations (CRO) Update
Assistant City Administrator Miller noted Rebecca MacPherson, FAA Regional Administrator for the
Great Lakes Region, provided a written update on Converging Runway Operations at MSP Airport. Miller
provided a verbal summary of the report to the Commission.
STAFF / COMMISSIONER REPORT
2003 Environmental Assessment Excerpts
Assistant City Administrator Miller noted at the request of resident Ted Gladhill, the 2003 Environmental
Assessment for the Implementation of a Departure Procedure of Runway 17 was shared with the Airport
Relations Commission. Miller noted the data is provided as context in the conversation currently
underway regarding the impact on Runway 17 from Converging Runway Operations.

A meeting of the Eagan Airport Relations Commission was held on Tuesday, August 27, 2019 at 6:30
p.m. Those present were Michael Johnson, Debra Dulligner, Theresa Hughes, Jeff Spartz, Bill Raker, Sam
Kunjummen, and Assistant City Administrator Miller. Joe Axmacher was excused. Philippe Girard was
absent.

DISCUSS OPERATIONAL RECOMMENDATIONS TO THE FAA
Assistant City Administrator Miller noted at the July 9, 2019 Airport Relations Commission (ARC)
meeting, FAA Regional Administrator Rebecca MacPherson provided an update regarding the impacts of
Converging Runway Operations (CRO). Likewise, the commission heard from Brad Juffer, MAC Manager
of Community Relations, with a comprehensive report on the recent Runway 17 Departure Operations
Report.
The Commission had a dialogue with ten residents regarding operational recommendations to the FAA.
The Commission discussed possible operational changes for the FAA’s consideration and recommended
correspondence be drafted to the Noise Oversight Committee (NOC) with recommendations and
inquiries for the FAA to consider to reduce the noise burden on Eagan residents. Miller noted the
Council would consider the letter as a consent item at their September 3 meeting.

Subject: FAA Letter to the NOC
NOC Members and Alternates,
Today the MAC received a letter from Rebecca MacPherson, The FAA Great Lakes Regional Administrator. I have
attached a copy of that letter to this email. The letter is in response to the action the NOC took in July 2019 to send the
FAA a letter outlining the original intent of NOC Resolution 02‐2016. That resolution and the July 2019 letter made the
following requests:
NOC Resolution 02‐2016 formally requests the following from the FAA:
An environmental review be conducted by the FAA to thoroughly assess the existing and future
impacts to noise and airport capacity from non‐intersecting converging runway operations at
MSP. This evaluation should include the following:
Runway use comparisons prior to and following the implementation of the new
Converging Runway standards;
20‐year forecast runway use under the new Converging Runway standards;
Noise evaluation comparing Day‐Night Average Sound Level (DNL) noise contours of the
environment prior to and following the implementation of the new Converging Runway
standards;
An examination of airport capacity impacts, including throughput, efficiency, airborne and
ground traffic flow effects, and increased variances in operations performance and
reliability resulting from the implementation of the new Converging Runway standards as
compared to pre‐Converging Runway Operations; and
A plan to present this study and its findings to the NOC and communities.

Dear Ms. Miller,
Thank you for your inquiry regarding the impact ofnon-intersecting Converging Runway
Operations (CRO) at Miimeapolis-St. Paiil International Airport.
As you are aware, non-intersecting Converging Runway Operations were implemented at
Minneapolis-St. Paul International Airport in an effort to reduce conflicts, reduce risk and
increase safety. Various iterations of these operations have been implemented on a "tesf basis
since 2014. The FAA is now ready to propose a steady state of operations and is in the process of
conducting an environmental review of those operations consistent with the National
Environmental Policy Act (NEPA).
A draft noise report to analyze the Day-Night Average Sound Levels (DNL) prior to and
following the implementation of the Converging Runway standards was completed in mid-
August. We are currently reviewing the report. However, assuming no significant changes in
the underlying analysis, we have tentatively determined that the appropriate level of
environmental analysis for the changes in operations at the airport attributable to CRO is a
documented Categorical Exclusion (CATEX). The documented CATEX will contain the final
noise analysis and will provide the background infomiation of the project, what we tested while
determining the best solution to CRO, and what that long-term solution is.
The CATEX documentation will be condacted in accordance with NEPA as well as
FAA's environmental regulations. Some of the factors you have requested we assess are beyond
the scope of an environmental assessment ofCRO impacts. Accordingly, we will not address
those issues in the CATEX documentation.
Once we have a Draft CATEX document, we will host one or more community outreach
meetings in coordination with the Metropolitan Airports Commission (MAC) to ensure incliision
and transparency. We are still developing the fomiat of those meetings but they would likely
provide the public with infonnational displays with subject matter experts available to discuss
those topics further. Handouts showing the general track data pre/post implementation may also
be available. We will keep you apprised as developments occur.
