06/11/2019 - Energy and Environment Advisory CommissionEAGAN ESTABLISHED 1860 MINUTES OF THE REGULAR MEETING OF THE ENERGY AND ENVIRONMENT ADVISORY COMMISSION Tuesday, June 11, 2019 MINUTES OF MEETING OF JUNE 11, 2019 A regular meeting of the Eagan Energy and Environment Advisory Commission (EEAC) was held on Tuesday, June 11, 2019 at 7:00 p.m. in the Eagan City Hall. Those present were Member Fleenor, Member Dugan, Member Trzpuc, Member Supina, Member Ziese, Member Timmons and Member Baker. Member Miller was not present. Staff members present were Director of Parks and Recreation Andrew Pimental and Assistant Director of Parks and Recreation Jared Flewellen. APPROVAL OF AGENDA Member Fleenor asked if there were any changes to the agenda. Member Trzpuc motioned to add an item numeral four Old Business — Recap of 2018-19 goals. Member Supina moved, Member Dugan seconded, with all present members voting in favor to adopt the agenda with changes. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Ziese moved to approve the minutes from April 9, 2019 meeting, Member Trzpuc seconded, with all present members voting in favor to adopt the minutes presented. Aye: 7 Nay: 0 There were no visitors to be heard. VISITORS TO BE HEARD OLD BUSINESS Recap of 2018-19 Goals • Member Miller was not able to make it but is in the process of drafting a memo for fleet management options. • Member Supina discussed goals to reduce waste and provided a draft memo to reviewed at the next workshop. Energy and Environment Advisory Commission June 11, 2019 Page 2 Member Trzpuc discussed educational booths at city events and upcoming marketing opportunities. Member Ziese discussed the city action plan and presented a sustainability, energy and climate action plan initiative to the commission. NEW BUSINESS Introduction of New Members Director Pimental introduced the two new commissioners appointed to the Energy an Environment Advisory Commission in 2019. • Member Joshua Baker was appointed to a one year term to fill the vacant commissioner position. • Member David Timmons was appointed to a one year term. The one year term is the vacant alternate position. Election of Officers Director Pimental called for nominations for the three commission positions: Chair, Vice Chair and Secretary. Member Dugan moved, Member Trzpuc seconded, with all present members voting in favor to approve Commissioner Fleenor for the Chair position. Aye: 7 Nay: 0 Member Dugan moved, Member Supina seconded, with all present members voting in favor to approve Commissioner Trzpuc for the Vice Chair position. Aye: 7 Nay: 0 Member Dugan moved, Member Trzpuc seconded, with all present members voting in favor to approve Commissioner Supina for the Secretary position. Aye: 7 Nay: 0 PRESENTATIONS Wasted Food Dakota County Environmental Specialist, Jenny Kedward presented to the commission on Wasted Food. Kedward discussed tips to prevent wasted food as well as provided stats on wasted food and the effects. Lastly, Kedward provided handout tools on meal planning and organics. ROUNDTABLE Commissioner Fleenor — Opened the discussion to talk about possible goals for 2019-2020, light pollution and water quality education. Commissioner Supina — Recommended Food Waste Reduction as a goal as well as water quality with an emphasis on runoff. Commissioner Dugan — Recommended clarification of recycling and organics. Commissioner Timmons — Recommended further education of the waste stream in regards to haulers. Energy and Environment Advisory Commission June 11, 2019 Page 3 Commissioner Baker — Recommended further discussion of trash haulers. Commissioner Trzpuc Recommended consideration and exploration of single use plastics. DEPARTMENT UPDATES Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. City of Eagan will remain at Level 5 for the GreenSteps program. Presented shifts for the volunteer effort at the State Fair on August 28. ADJOURNMENT After further brief discussion, Member Ziese moved, Member Timmons seconded with all members present voting in favor to adjourn the meeting.
