MINUTES OF A SPECIAL JOINT MEETING OF THE EAGAN CITY COUNCIL

FEBRUARY 8, 1983
A special joint meeting of the EaganCity Council and Advisory Parks
F Recreation Commission was held on February 8, 1983 at-7:30 p.m. at the
Eagan City Hall. Those City Council members present were Mayor Blomquist,
City Council members Egan, Smith, Thomas, and Wachter. Members of the
Advisory Parks F Recreation Commission who were present were Chairman
Martin, McNeely, Carroll, Thurston, Masin, and Alt. Those members of the
commission who were absent were Fedde, Kubik, Gustafson and Schumaker.
Also present was the City's park systems plan consultant, Tim Erkkila of
Erkkila P Associates, Director of Parks and Recreation Vraa and City
Administrator Hedges. The purpose of the special joint meeting was to
discuss the progress of the City's system plan.
PARK MASTER PLAN
Tim Erkkila appeared and provided background on how the City Council
and commission members are to use the preliminary park plan document as it
has been prepared to date. He explained the purpose of this joint meeting
is to coordinate and update the status of the plan for the City Council and
achieve a consensus that the work is proceeding along the lines the City
could ultimately endorse. Mr. Erkkila stated that previously the City
Council has reviewed those chapters including tactics and public improvements.
The first chapter to be reviewed by Mr. Erkkila was inventory and
analysis where present and projected population was reviewed by park district,
park land acreage and its distribution compared to municipal population. A
brief analysis was made as to how the entire inventory relates to the City's
current projected needs. Mr. Erkkila continued on with the presentation by
reviewing park and recreation standards and their significance to the develop-
ment of a park system. He reviewed specific standards relating them to
population, a typical range and comparison with other communities. He then
reviewed specific definitions for mini parks, neighborhood parks and community
athletic fields. There were several.questions and considerable discussion
by City Council members and commission members regarding policies and impli-
cations in the park and recreation standards and park definitions. In addition
to these standards, Mr. Erkkila also outlined potential historical park sites
for review as part of the overall presentation.
Mr. Erkkila outlined the existing park sites map which he presented in
light of three considerations, and those were as follows:
1. Existing Parks
2. Proposed Park Land Expansion
3. Type of Park Usage
Mr. Erkkila reviewed each of the park lands as they were shown on a map in
detail. He presented computations and possible locations for facilities
based on population concentrations and are justified by park facility standards.
Mr. Erkkila stated that several deficiencies are occuring.in the planning
process, and, most significantly, the projections indicate 30 to SO acre

deficiency in an athletic field by 1990.
Additional discussion concentrated on development prioritization for
neighborhood parks. The policy and definition of a neighborhood park was
discussed by commission members and members of the City Council. There
was further discussion regarding major acquisition and development projects
as outlined by Mr. Erkkila.
The final review at the joint meeting pertained to candidate parks,
as recommended by the advisory commission, for preparation of site planning
by Mr. Erkkila. Mr. Erkkila indicated that there are four lake/water sites
that are candidates for site planning. They were: Donnywood, Heine Pond,
Schwanz Lake and possibly Fish Lake. ,Parks & Recreation Chairman Martin
stated the three concept plans for further consideration and under recommenda-
tion by the Advisory Parks & Recreation Commission are Carnelian, Pilot Knob
and Evergreen. There was considerable discussion and evaluation of all
the parks as listed to determine which parks should be included in concept
design and which parks should be included for further analysis by the
consultant.. In a motion by City Council member Smith, seconded by Wachter,
with all members voting in favor, Tim Erkkila was authorized to proceed
with concept design plans for Fish Lake, Schwanz Lake Park and Pilot Knob
Park. A motion was then offered by Council member Thomas, seconded by
Egan, with all members voting in favor, that the following 11 sites be
authorized for analysis by Erkkila & Associates: Carnelian, Peridot Path,
Highview, Donnywood, Carlson Lake, Well Site, Evergreen, Lexington, Oak
Chase, Heine Pond and Woodhaven Parks.
ADJOURNMENT
There was no further business and the meeting was adjourned at
approximately 11:00 p.m.
