MEETING MINUTES OF NOVEMBER 18, 2019
A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 7:00 p.m.
on Monday, November 18, 2019. Commission Members present included Member Palmer,
Member McWilliams, Member Schuetzle, Member Klein, Member Moore, Member Pagey and
Member Rayman. Member Hough was absent. Staff members present Parks and Recreation
Director Andrew Pimental and Assistant Parks and Recreation Director Jared Flewellen.
APPROVAL OF AGENDA
Member Klein asked Director Pimental if there were any changes to the agenda. Director
Pimental stated there were no changes. Member Schuetzle moved, Member McWilliams
seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay:

APPROVAL OF MEETING MINUTES
Member Pagey moved, Member Schuetzle seconded, with all present members voting in favor
to approve the minutes of September 16, 2019 workshop meeting, with changes as noted.

NEW BUSINESS
Civic Center Park
Director Pimental described the development of a pocket park on the south side of the City
Hall Campus. Pimental showed images of possible amenities and layout of the new park. Due
to the location, Pimental recommended the name Civic Center Park.
Member Pagey moved, Member Rayman seconded, with all present members voting in favor
to approve the name Civic Center Park. Aye: 7 Nay: 0
Fee Schedule
Assistant Director Flewellen described the history of the Fee Schedule as it relates to the
Parks and Recreation Department. Flewellen recommended that all general fees increase 2%
to cover the cost of service and an increase of 4% on Parks and Trails dedication based on
survey results.
Member Rayman moved, Member Palmer seconded with all member present voting in favor of
rate increases as presented. Aye: 7 Nay: 0
Nicols Apartments
The applicant, Real Estate Equities, is requesting approval of a Preliminary Planned
Development to allow a 204 -unit multi -family residential development, upon approximately 8
acres upon property located at the southwest corner of Nicols Road and Diffley Road.
Member Pagey moved, Member Schuetzle seconded with all member present voting in favor
of the development to be subject to cash trail and park dedication, payable at the time of Final
Plat at the rates then effect. Aye: 7 Nay: 0
STAFF REPORTS
Department Highlights
Director Pimental presented Department Highlights from recent activities in the Eagan Parks
and Recreation Department.
ROUNDTABLE
Member McWilliams discussed the possibility of a partnership with Wescott Library in regards
to Public Art.

ADJOURNMENT
With no further business to discuss, Member Schuetzle moved, Member Rayman seconded
with all members present voting to adjourn the meeting. The meeting was adjourned at 7:39
p. M.
