03/18/2019 - Advisory Parks & Recreation CommissionREGULAR MEETING MINUTES OF THE ADVISORY PARKS & RECREATION COMMISSION Monday, March 18, 2019 MEETING MINUTES OF MARCH 18, 2019 A regular meeting of the Advisory Parks & Recreation Commission (APrC) began at 6:30 p.m. on Monday, March 18, 2019. Commission Members present included Member Michael Palmer, Member Jerry Farlee, Member Aileen Hough, Member Linda Klein, Member Molly Schuetzle, Member Dorothy Peterson and Member Anita Pagey. Member Nathan Neuman was absent. Staff members present Parks and Recreation Director Andrew Pimental, Recreation Supervisor Julie Andersen, Recreation Supervisor Tanya Mozingo and Assistant Parks and Recreation Director Jared Flewellen. APPROVAL OF AGENDA Member Palmer asked Director Pimental if there were any changes to the agenda. Director Pimental stated there were no changes. Member Klein moved, Member Schuetzle seconded, with all members present voting to adopt the agenda as presented. Aye: 7 Nay: 0 APPROVAL OF MEETING MINUTES Member Farlee moved, Member Hough seconded, with all present members voting in favor to approve the minutes of the February 25, 2019 workshop meeting, as presented. Aye: 7 Nay: 0 OLD BUSINESS 2019 Playground Selection Assistant Director Flewellen displayed the three playgrounds that were chosen and what locations they were chosen for. Miracle was chosen for Thresher Fields, Midwest Playgrounds for Country Home and Flagship for Oak Chase. 2019 CIP Update Advisory Parks & Recreation Commission March 18, 2019 Page 2 Director Pimental updated the status on all 2019 CIP projects and where each of them were at in the construction process. NEW BUSINESS CIP Projects 2020 Director Pimental asked the commission to brainstorm projects or ideas for future CIP that were not on the current list. Ideas discussed were: - Art on loan - Art inspired sidewalk - Art Solar Panels - Forestry Signage - Art Sewer Caps - Historical Places signs Pocket Park Installation Director Pimental discussed the location of the pocket park identified in the 2019 Capital Improvement Projects. Staff researched potential areas and have identified the green space at the intersection of Beecher Drive and Blackhawk Road as an option for the pocket park. Using input from APrC and park trends, staff have identified park amenities to be installed. Member Klein moved, Member Hough seconded, with all present members voting in favor to recommend to approve the naming of pocket park "Beecher Park". Aye: 7 Nay: 0 PRESENTATIONS Art Block Recreation Supervisors Julie Andersen and Tanya Mozingo talked about an upcoming new special event titled Art Block. Art Block will be held in multiple locations September 7 — 22. Art Benches Recreation Supervisor Julie Andersen discussed the progress on the public comments regarding Art Bench selection and placement for 2019 and 2020. Andersen commented that the selection committee and the public comments clearly identified the park benches that should be placed at the chosen parks. Advisory Parks & Recreation Commission March 18, 2019 Page 3 Member Peterson moved, Member Hough seconded, with all present members voting in favor to recommend to approve the benches for 2019 and 2020 recommended by the sub- committee and public comment. Aye: 7 Nay: 0 STAFF REPORTS Department Highlights Director Pimental presented Department Highlights from recent activities in the Eagan Parks and Recreation Department. ROUNDTABLE Member Farlee shared his conversations with others and how everyone is ready to be outside in the parks. Member Hough commented on how public art bench process was once again exciting this year. Member Pagey expressed her enjoyment to see the projects beginning. Member Peterson asked about Park Dedication Fees in 2019. Director Pimental responded that the topic will be brought up in a future meeting. Member Palmer thanked the commission for the 2020 CIP brainstorming session. ADJOURNMENT With no further business to discuss, Member Klein moved, Member Hough seconded with all members present voting to adjourn the meeting.
