The Eagan Airport Relations Commission will meet on Tuesday, September 8 at 7pm in the
Eagan Room of Eagan City Hall (2nd floor). The meeting is open to the public. Please contact
Executive Assistant Cheryl Stevenson at (651) 675-5005 or cstevenson@cityofeagan.com if
you are unable to join the meeting.
I. ROLL CALL AND ADOPTION OF THE AGENDA
The agenda, as presented or modified, is for adoption by the Commission.
II. INTRODUCTIONS
Two new commissioners were appointed to the ARC by the City Council in August—Louis
Lundberg (2-year term) and Jeff Eckerle (1-year alternate). Commissioners are welcome to
introduce themselves.
III. VISITORS TO BE HEARD
The Eagan City Council and its Commissions set aside up to ten minutes at the beginning of
public meetings to permit visitors to address items of interest that are not addressed on the
regular agenda. Items that will take more than ten minutes or that require specific action can
be scheduled for a future meeting agenda.
IV. APPROVAL OF MINUTES
Enclosed on pages 4 through 6 are the minutes of the July 14, 2020 ARC meeting. The
minutes are in order for adoption by the commission.
V. OLD BUSINESS
A. MAC Monthly Reports – Enclosed on pages 7 through 12 is the July 2020 monthly

summary report from the Metropolitan Airport Commission (MAC). The MAC has combined
several of their reports into one document, intended to be more user friendly to those less
familiar with aircraft operations. To view the more detailed data pertaining to runway usage,
complaints, sound monitoring, and noise abatement go to:

The data on the reports is best viewed online as the website is interactive. The August
reports are available online, but the monthly summary report was not yet available at the time
the ARC packet was prepared.
Also enclosed, on page 13 is a summary of operations through July 2020 from Brad Juffer,
MAC Manager of Community Relations. Per Mr. Juffer, passengers are down -58.7% YTD
from 2019 to 2020 (from 22,900,000 to 9,500,000 passengers) and operations are down
-41.3% YTD (236,000 to 138,000 operations). Enclosed on page 14 is a chart showing daily
operations through August 2020.
B. NOC/Eagan Request of FAA for Procedural Change at MSP –The City has been
waiting for a response from the FAA that speaks to the next steps on the written request of
Eagan, the Noise Oversight Committee (NOC), and the MAC. The request called for a
specific operational change to better utilize compatible land in the Eagan/Mendota Heights
Corridor, while reducing noise from Runway 17 over less noise-compatible areas. Enclosed
on pages 15 through 16 is the letter sent by the MAC to the FAA following the MAC’s
unanimous support of the NOC’s recommendation at their June meeting. Enclosed on pages
17 through 18 is a letter from the FAA to the NOC, which will be discussed at the NOC
meeting on September 16. Feedback from the commission is welcomed.
VII. NEW BUSINESS
A. 2020-2021 ARC Work Plan—Each year, the commission prepares an annual work
plan. Typically, this work plan serves as a guide for the year and is adjusted as needed as
issues arise. The plan will be shared with the City Council at a joint meeting on November 10
and subsequently approved by the Council on a future Council agenda.
Enclosed on pages 19 and 20 is the 2019-2020 work plan. Enclosed on pages 21 through 22
is the start of a 2020-2021 work plan to be built upon by the Commission. Items suggested in
this work plan are based on staff suggestions for topics that will likely arise through the NOC
in the coming year.
The Commission is invited to discuss and brainstorm topics for the 2020-2021 work plan in
order that it can be finalized prior to the November workshop with the City Council.
VIII. STAFF / COMMISSIONER REPORT
A. NOC Flight Procedure Request Form—Enclosed on pages 23 through 25 is a draft
Flight Procedure Request Form, which will be reviewed at the September 16 NOC meeting.
Assistant City Administrator Miller has been advocating that any such form not

restrict cities’ ability to seek flight changes. Ms. Miller can expand verbally at the meeting on
the specific changes she is seeking to ensure flexibility remains for cities seeking procedural
changes. The Commission is welcome to opine on the proposed form and offer feedback that
Ms. Miller can bring to the next NOC meeting.
IX.ROUNDTABLE
Per the request of the Commission, this agenda item has been added so that Commissioners
can ask questions or make requests for future agenda items.
X.ADJOURNMENT
Per the request of the Commission, the Eagan ARC meetings will go no later than 8:30 p.m.
unless agreed upon by the Commission.

noise is balanced by the economic benefits of being a neighbor to MSP Airport. The ARC,

JULY 14, 2020
A virtual meeting of the Eagan and Mendota Heights Airport Relations Commission was held on
Tuesday, July 14, 2020 at 7:00 p.m. Those present from ARC were Michael Johnson, Debra Dulligner,
Jeff Spartz, Joseph Axmacher, Theresa Hughes, Bill Raker, and Assistant City Administrator Miller.
Commissioners Philippe Girard, and Samuel Kunjummen were absent.
Mendota Heights Attendance: David Sloan, Sally Lorberbaum, William Dunn, Gina Norling, James
Neuharth, Kevin Byrnes, and Arvid Sharma.
The meeting was called to order by Chair Johnson.

impacts of the COVID pandemic on air traffic at MSP.

Brad Juffer, MAC Manager of Community Relations provided an update on the process on next steps
associated with the request initiated last fall by the City of Eagan and was available for questions.

New Commissioners Starting in August 2020
Chair Johnson noted tonight the City Council is interviewing advisory commission applicants and is
scheduled to make their commission appointments at the August 3, 2020 Council meeting. New ARC
members would attend their first meeting on September 8, 2020.
ROUNDTABLE
Mendota Heights Commissioner Gina Norling spoke to the MSP Flight Tracker Map, where it is showing
12L is the predominant runway use, which is a concern for Mendota Heights and wanted to make
people aware.
Brad Juffer responded to her concern.
ADJOURNMENT
Upon motion by Commissioner Spartz, seconded by Commissioner Raker the meeting adjourned at 8:30

Re: MSP Departure Procedure Adjustment Requests
Ms. MacPherson,
The Metropolitan Airports Commission (MAC) has reviewed the FAA’s letter dated February 14, 2020. I would like to
thank you and the local FAA air traffic team for assessing the requests sent to you by this body at the recommendation
of the MSP Noise Oversight Committee (NOC).
Since your February letter, MAC staff has been engaging affected stakeholders, including resident air carriers and
neighboring communities. The MAC provided updates to airport users. No objections have been raised. Additionally,
the NOC reviewed the FAA’s response at its May 20, 2020 meeting. MAC staff conducted extensive noise modeling of
Eagan Request #1 and Request #4 to evaluate the potential change to noise exposure. After deliberation, the NOC chose
to amend Eagan Request #1. This amendment was developed to reduce the potential impact of the change in
neighboring communities and to ensure the results of this change would be consistent with the preferential Runway
Use System and the Crossing-in-the-Corridor procedure, which are long-standing noise MSP abatement procedures.
The NOC unanimously approved the amended request and forwarded to the MAC Commission for endorsement. The
NOC also chose to withdraw Eagan Request #4. The noise modeling revealed the potential for residential areas within
the City of Bloomington to be subject to Day-Night Level (DNL) increases. The NOC has long been opposed to shifting
noise from one city to another to solve noise issues.
In June, the MAC Commission unanimously voted to forward the NOC’s request that the FAA conduct an appropriate
feasibility and safety assessment of Eagan Request #1 as amended, which states: Direct departures from Runway 17
with an initial departure fix of COULT to Runway 12R and Runway 12L unless the departure would impede or be
impeded by arrival traffic to those runways and provided these departures would utilize the Crossing-in-the-Corridor
noise abatement procedure. The NOC and the MAC expects the FAA’s findings of this assessment be shared in writing
and contain rationale for its determination, how changes will be put into practice and when and how the Crossing-in-
the-Corridor procedure would be applied. This information is critical for the NOC, the airport users and community to
better understand and thus communicate how the FAA would implement this request.
Thank you for your ongoing efforts to control air traffic in a safe and efficient manner while advancing opportunities to
reduce noise impacts around MSP. I also thank you for your patience and support as the NOC and the MAC works
through these requests to find a solution that would reduce aircraft noise impacts for all communities surrounding
MSP. I look forward to hearing the findings of your assessment and details on the potential impacts of this proposed
procedural change.

Noise Oversight Committee (NOC)
Flight Procedure Change Request Guidelines
The Metropolitan Airports Commission (MAC) owns seven airports in the seven-county Twin Cities
metropolitan area, however the authority over aircraft flight procedures rests solely with Federal Aviation
Administration (FAA). Flight procedures are used to maintain an orderly flow of air traffic to and from
airports. Systematic procedures are used to guide aircraft in predicable ways and are necessary to reduce
conflicts to ensure the surrounding airspace is operating in the safest manner possible.
The process for creating or modifying flight procedures can take up to several years and involves input
and examination by various aspects of the FAA before draft procedures are tested and implemented. This
careful vetting and scrutiny are vital because each flight procedure being developed must be able to be
flown in concert with other flight procedures to avoid airspace conflicts.
The FAA encourages communities to work together with their municipal leadership and with the MAC for
proposals to develop new flight procedures or modify existing procedures when those procedures affect
flight operations at MSP. The process is illustrated below for reference:
Citizens requesting a new flight procedure, or changes to an existing procedure, should work with their
elected officials, City administrators, or Airport Advisory group to coordinate the request prior to
submitting it to the MSP Noise Oversight Committee (NOC). Once a flight procedure has received broad
support from a community group, then a flight procedure change request form can be submitted. Forms
should be submitted to the NOC member appointed for your area. If your area does not have an appointed
member, submit the form and documentation to the Metropolitan Airports Commission Community
Relations Office.

NOC Criteria
Requests that are evaluated will be shared with NOC members during a regularly scheduled committee
meeting. For the request to move forward, the following criteria should be considered. These criteria may
be evaluated by the NOC and some may be evaluated by the FAA.
•All portions of the Flight Procedure Request Form must be fully completed.
•The request should consider previously established noise abatement procedures.
•The request shall not duplicate a request that was previously evaluated unless circumstances have
changed that would materially affect the original decision.
•The request should consider the potential effect on airspace, airport and runway capacity and
should attempt to minimize undue delay.
•The request should consider the noise exposure to residential parcels by comparing existing
operations and proposed operations with a goal to decrease the number of residential parcels
exposed to higher noise levels..
•The procedure request must be usable by aircraft pilots.
•The FAA must determine that the request is operationally feasible and follow existing FAA
regulations regarding air traffic.
•The FAA must determine that the request will maintain the safety of aircraft operations.
•The FAA must determine that the request cannot unduly increase air traffic controller workload.

Requests for new or modified flight procedures must consider numerous details. The MAC Aircraft Noise

government roles, and more.

4.Indicate length of time the existing conditions have taken place

5.Describe the proposed flight procedure being requested with as much detail as possible, including
airport runway names, aircraft types, day of week, time of day, unique operating situations,
weather conditions, etc.
6.Describe the benefit of the flight procedure being requested:

8.Provide MAP 1, which shows the existing condition that clearly indicates the affected runways, an
illustration of the existing flight procedure you are seeking to change, and land uses being
