The meeting was convened at 5:05 pm and the agenda was adopted as presented.
Meeting Notes
The Public Works Committee meeting notes for the May 8, 2007 meeting were approved
as presented.
Speed Survey review - Weston Hills/Red Pine Neighborhood
The Public Works Director presented the results of the speed study conducted by the
Police Department on May 3, 4, 8 and 10, 2007 reporting no observations of any
significant speed violations and their conclusion that speeding in this neighborhood was
not a priority warranting further special enforcement action. Correspondingly, there was
insufficient justification for additional speed limit signage in the neighborhood. The
Committee requested that the results be forwarded to Mr. Dennis Felling, who raised the
original issue. Councilmember Fields reported that she had trimmed her tree providing
better visibility for the west bound stop sign on Weston Hills at the Stratford/Weston Hills
intersection. Director Colbert also reported that Street Maintenance has replaced the
stop signs with the larger size and that the street identification sign post will be relocated
to the SW corner and "Stratford Lane" will be added for better clarification at this 3-way
intersection. The Committee agreed that there was no further action to take regarding
this matter.
Scott Trail Parking Rescission Request
Mr. Curt Hoffman restated his request from the May 1 listening session to have the
existing "No Parking" signs removed from Scott Trail between Cliff Rd. and Cliffview Dr.
Councilmember Bakken stated that the Council had forwarded this request to the Public
Works Committee for consideration of viable options to be brought back to the full
Council for further consideration. After Director Colbert provided a brief history of the
issue and Mr. Hoffman presented additional justifications for his request, the Committee
recommended 5 options for further consideration by the Council:
1. Do Nothing (Deny the request)
2. Designate on-street "Handicap Parking Only" zone
3. Reconstruct curb line to provide a parallel "offset parking bay"
4. Designate limited on-street parking zone by permissive signage
5. Remove existing parking restrictions for 1-year trial period and evaluate impacts
The Committee further requested that Pros and Cons be listed for each option for
Council consideration at their workshop on June 12.
There being no further items, the Committee adjourned at 5:35pm

Attendance: Councilmember Bakken, Councilmember Fields, City Administrator
Hedges, Public Works Director Colbert, Director of Administrative Services
VanOverbeke, Director of Parks and Recreation Johnson and Assistant to the City
Administrator Miller.
The meeting agenda was adopted with the addition of a discussion regarding the previous
recommendation of the Public Works Committee with regard to the stop sign at Weston
Hills Drive and Strafford Lane.
Meeting Notes: The Public Works Committee meeting notes for the April 24, 2007
meeting were reviewed and recommended for submission to the City Council.
Review Open Space Preservation Fund Policy Framework: The Committee reviewed
the resolution prepared by Director of Administrative Services VanOverbeke and both
Committee members voiced their support of the resolution as written. The Committee
expressed their agreement that the fund would not be used for promotion or education
regarding the value of open space. The Committee also noted they were comfortable
with the resolution not making any reference to the "value" of open space to the
community.
The Committee directed staff to include the open space preservation fund resolution on
the May 15 City Council agenda under New Business. The Committee noted that if it is
the desire of the Council as a whole to send the resolution to the Finance Committee for
review, such direction could be provided at the May 15 Council meeting.
Speed Limit Signs / Red Pine Neighborhood: At the request of Public Works Director
Colbert, the Committee readdressed their recommendation from the April 24 Public
Works Committee meeting with regard to the placement of a flag/marker on the stop sign
at Weston Hills Drive and Strafford Lane to assist in attracting attention to the stop sign.
Director Colbert noted that this recommendation goes against City policy, which states
that flags will only be used in the case of a new stop sign or a change in traffic condition,
and flags are only to be attached for a period of no more than 3 months. .
Director Colbert stated that he had reviewed the intersection of concern and noted that a
tree branch on Councilmember Fields property is starting to obstruct the visibility sight
line of the west bound stop sign and that the stop sign was apparently located at a
common property line instead of closer to the intersection. He also noted that the stop
sign for the northbound leg should have been installed on its own separate sign post and
not on the existing street identification sign post. The street names themselves also did

not seem to properly reflect the intersection of Weston Hills with Stratford Lane. He
suggested that Engineering review the entire intersection for proper signage, placement
and other traffic control requirements. At the suggestion of Director Colbert, the
Committee recommended that a larger stop sign be installed at this intersection When
speed survey data from the Police Department and further recommendations from
Engineering become available, the committee voiced that they would like to possibly
consider repositioning the stop sign to a different location and would like to review the
street identification signs in the neighborhood. After discussing the matter, the
Committee rescinded their April 24 recommendation regarding the installation of flags on
the referenced stop sign. Councilmember Fields stated that she would trim the apparent
tree obstruction of the westbound stop sign.
Other Business: Committee member Bakken noted that he received a call from a
developer regarding a parking issue on Scott Trail. Director Colbert gave a brief history
of the parking concerns at the location. The Committee requested that Director Colbert
include background information about the parking issue in the Additional Information
Memo going out on May 11, 2007.
The Committee adjourned the meeting at 5:15 p.m.

ACTION TO BE DISCUSSED:
Consider the removal of the existing parking restrictions, with or without conditions
FACTS:
• At the May 15, Council listening Session, Curt Hoffman appeared and requested
Council consideration for removal of the existing parking restrictions currently
posted on Scott Trail from Cliff Rd. to Cliffview Dr in front of his commercial
office building. The Council directed this matter to the Public Works Committee
for further consideration.

ON STREET PARKING REQUEST - SCOTT TRAIL
A letter and sketches are enclosed on pages through has been submitted by
the owner of the office buildings located at the northwest corner of Cliff Rd. and Scott
Trail requesting that the City modify the restrictive parking ban on Scott Trail to allow
these office buildings an opportunity to provide customer parking in front of each of
these 2 office buildings. The Public Works Dept, has denied this request in support of
previous Council action. An identical request by an existing tenant (Neuromuscular
Connection) was considered at the June 3, 2003 Council meeting and subsequently
denied since more than adequate off street parking is provided behind these buildings and
the street was not designed to accommodate commercial off street parking. An even
earlier request was administratively denied in 1988 when the buildings were first built.
These buildings have not yet installed all the accessibility sidewalks as required with the
originally approved building permit site plan.. Acceptable design modifications to the
existing curb sections necessary to accommodate handicap parking in accordance with
the ADA standards is apparently not acceptable to the property owner. Since there has
been no significant change to the request denied by Council action on June 3, 2003, staff
has denied this 3rd request and is forwarding this information to the Council for general
information and further consideration if so desired or directed by the Council.

I am writing this letter to ask for a 12-foot area, in front of each building, that would
allow for short term parking, one hour only for one car I believe this a fair solution to
my on going access issues
In the past I have requested- to have the no parking signs completely removed from Scott
Trail and to have Handicap parking allowed I understand this request had certain safety
and code requirements that made approval difficult to allow I do not believe this
compromise would have those issues
The other reason that has been sighted for denial of my request is that the buildings were
approved to have walkways or stairs down to the parking area Even if this were done, it
would not alleviate the access problem that some people have with getting up steps or
ramps
I do have open. space in. the office buildings and with the market getting tighter this is an
issue for me Prospective renters have turned me down because they were worried that
they may have a.few clients a year. that would need..to park on Scott Trail Again, I
believe this is a fair compromise that would not significantly impact the city of Eagan,
and would. help allow ataxpayer to run a successful business

ACTION TO BE CONSIDERED:
1, Deny a request to allow on-street parking on Scott Trail from Cliff Rd to
Cliffview Dr., or
2 Approve on-street parking on Scott Trail from Cliff Rd to Cliffview Lane, or
3. Approve on-street parking on Scott Trail from Cliff Rd. to Cliffview Lane for
Handicap parking only subject to the appropriate code required curb modifications
being performed by the property owner
FACTS:
• Two 12,000sf office buildings were constructed in 1986 within the Cedar Cliff 2nd
Addition located in the northeast corner of Scott Trail and Cliff Rd. Each of these
buildings are two-story facilities and share 133 parking stalls located on the lower
level of these "walkout" office buildings- 128 stalls were required to meet the off-
street parking needs for the buildings of this size.
o At the time of the Planned Unit Development (PUD) approval and building permit
issuance, these 2-story buildings did not require the installation of elevators as long as
they had two separate entrances (based on the approved site plan showing the upper
level entrance a sidewalk access to the lower level parking lot). However', the
sidewalks shown on the approved site plans providing access from the parking lot to
the upper level entrances were never installed. (See attached site plan). In 1996, the
building code was changed and this type of structure would now require an elevator.
o During the fall of 1987, the City observed significant on-street parking along Scott
Trail serving the 2' story access to each building directly from Scott Trail. Because
the street width was not designed to accommodate on-street parking and the code
required the development to provide adequate off street parking, the City posted "No
Parking - This Side" along both sides of Scott Trail between Cliff Rd. and Cliffview
Lane
• In Dec, of 1987, the City received a request from the developer to remove the
restrictions and allow on street parking along Scott Trail for more convenient access
to the upper level Scott Trail access door. The staff reviewed this request and denied
the request, but provided suggestions as to how the Scott Trail frontage could be
modified to accommodate handicap parking needs. The Developer declined to install
the recommended improvements and the parking restrictions have remained n effect
ever since.

• On May 27, the City again received a written request (attached) from both Mary Lou
Merverden (Tennant - Neuromuscular Connection) and a verbal request from Curt
Hoffman (owner) to remove the restrictions along Scott Trail and allow on-street
parking. They were informed of the history of this issue (see attached) and the
required improvements, but did not want to incur the expense to install the required
improvements to the Scott Trail curb line and wanted to present their request directly
to the Council.
• The current building code has specific requirements for passenger loading zones
adjacent to on-street parking. (The curb must be removed and a 5'x20' sloping
sidewalk/loading zone must be installed for each stall.)
ISSUES:
• Should the development be brought up to current American with Disabilities Act
(ADA) standards for on street handicap parking?
• Should the development install adequate sidewalks connecting the parking lot with
the upper Scott Trail entrances?
• Should the City remove the current parking restrictions and waive the development
requirements for off-street parking and allow on-street parking on Scott Trail?

clients are injured and do not have handicapped parking stickers She requested that space be made

IV. WESTON HILLS SPEED STUDY RESULTS
ACTION TO BE DISCUSSED:
No action is needed. The enclosed meeting notes are for the review of the committee.
FACTS:
• At a previous Public Works Committee meeting, the Committee requested a speed
study of the Weston Hills area. In response to that, Police Department Officers
and CSO's have conducted speed surveys in the 4700 Block of Weston Hills
Drive on May 3, 4, 8 and 10 at various times throughout the day. These surveys
were conducted with laser radar in an unmarked vehicle and the speed trailer.
• After reviewing the data, the Police Department did not find any information that
would correlate to a speed problem in the area. The data indicates that the speeds
of vehicles are below the speed limit. The officer suspects that the main indicator
for the perception of elevated speeds is the curve on Weston Hills Drive @
Weston Hills Dr near the 4- way stop. At this time, they recommend continued
routine patrol in the area and do not recommend further surveys and will deploy
the resources elsewhere in the city unless advised otherwise.
