SUBJECT: GOALS 2001/STRATEGIC PLAN -JANUARY 30, 2001 WORKSHOP
Attached is the draft copy of the goals and objectives for 2001 for your review. The document was created, first and
foremost, from the goals and objectives you established at your retreat. Following the retreat, Dave Rugg compiled
an initial list of those goals and objective and merged them with the remaining 2000 Goals and additional
information compiled through various publications and the website. Next, Administrative Specialist Hertel and
Administrative Intern Kristensen met with all department heads and their key staff to refine the objectives and
include additional objectives that represent major staff activities.
As you agreed at the retreat, each objective specified by the City Council will be assigned to an individual
Councilmember, a team of two Councilmembers or the Council as a whole. The objectives you specified are listed
first for each goal in the document, followed by additions from meetings with the department heads. Some goals
specified by the Council have been modified to include sub-objectives that provide additional detail or a series of
steps toward completion that can be measured.
The attached breakdown of your own objectives by Councilmember is a direct reflection of the work done at the
retreat. This listing is intended to be an internal working document for the Council to manage its own workload;
consequently, we have not included those assignments as part of the document to better direct outside inquiries
through our established communication practices.
As always, if you wish to modify your assignments, we will gladly change the list to reflect your wishes. Also,
there are several "undesignated" objectives without assignment at this time. The Council's options regarding these
objectives include delegating them to two member teams, absorbing them as objectives for which the entire Council
is responsible or to delegate their completion to the appropriate staff department.
In future documents, we intend to prepare an "executive summary" secti, m for the beginning of the document that
will condense the information we are reviewing at this initial meeting. I .,~W, to time constraints, we were unable to
complete this section for this first review.
While I expect and welcome your modifications, I am excited about this document as the positive product of your
visionary efforts at the retreat. I also present this document as a reflection of the merging of the goals and objectives
of the City Council and the department heads to create a comprehensive tool for evaluating and establishing our
priorities, communicating within our organization and as a valuable asset for communicating with the community.
I would like to extend a special thank you to Dave Rugg for his extensive work compiling the initial document.
Furthermore, this document could not have been created without the hours of thoughtful effort and attention by the
department heads and their key staff spent providing information to Administrative Specialist Hertel and
Administrative Intern Kristensen, who compiled and formatted the information.

The purpose of this document is to identify the priorities that will guide us all in moving
forward as a city. The plan will help the city staff, city council and Eagan citizens
respond to these priorities by aligning personnel, fiscal and capital resources. The plan
will help to build the public's confidence and trust that their local government is working
with them on issues that they believe will improve their quality of life. Organizations
grow and prosper when a common understanding is reached about the organization's
future direction and expectations.
The document serves as an overt act of stewardship by planning the City's future
strategically. It helps to bring focus and also highlight what direction the City is taking.
The planning process brings the City Council and City Staff together as well as
effectively communicating the future direction of the City with its citizens.

Mission Areas are those areas defined by the City's Mission/Vision Statement. Each
objective found in the City's plan are linked to the various reasons a city government
exists.
Strategic Goals are broad statements that try and articulate a "future state" for the city.
With Strategic goals in place, the City can to identify specific Objectives to implement
and achieve the future state described in the goal.
Objectives are specific "action oriented" statements that drive detailed planning,
milestones and measures. Objectives tell an organization what specifically must be
done to achieve the broad Strategic Goals for the organization.
