SUBJECT: SPECIAL CITY COUNCIL MEETING/FEBRUARY 6, 2001
A Special City Council meeting is scheduled from 4:30 p.m. in the City Council Chambers for the purpose of
discussing, 1.) an update on the Blackdog Watershed Plan and for the review on water quality ordinances,
and 2.) the review the various streetscape concepts.
BLACI~OG WATERSHED PLAN UPDATE AND WATER QUALITY ORDINANCES
The City of Eagan's Water Resources Coordinator Eric Macbeth, along with Denny Palmer of Barr
Engineering, will share a brief "PowerPoint" presentation on the Blackdog Watershed Management
Organization (WMO). Also, Water Resource Coordinator Macbeth will provide comments on the street
sweeping study that was begun last fall and a water quality related ordinance analysis under review by the
City staff. Attached on pages 3 through ~~ is a brief memo from Water Resource Coordinator
Macbeth on these items.
ACTION TO BE CONSIDERED:
There is no formal action to be considered, however, direction to be provided to staff pertaining to the street
sweeping study and ordinance analysis.

COl~ZMUlVITY IDENTITY THROUGH PHYSICAL DEVELOPMENT AND CULTURAL
ACTIVITIES
Review streetscape concepts relates directly to Goa15.0 Objective 5.2 Secure Sites for Building City Entry
Monuments and 5.3 Develop streetscape Plan for Central Area.
At the January 30 Council workshop to review an update of goals and objectives, direction was given to add
review streetscape concepts to the February 6 Special City Council agenda. There was consensus by the City
Council that a representative of the consulting engineering firm of SRF present various landscaping concepts
for City Council review and discussion. This will help a committee of the City Council begin to better
formulate a streetscaping plan for the community.
Mr. Barry Warner representing SRF will be present to share various visual aids that include slides and boards
with design examples of streetscaping that will help generate ideas and discussion.
ACTION TO BE CONSIDERED:
To review and discuss various streetscape concepts for the purpose of providing direction to a Council
committee that will further refine a master streetscaping plan for the overall community.

WORKSHOP
The following three discussion items are on the workshop agenda:
I. Black Dog Watershed Management Organization (WMO~Review of the WMO and its Draft
Watershed Management Plan
The City of Eagan is an incidental member of this organization by virtue of a small land area included in
the Black Dog Watershed. The WMO has requested the City to comment on its draft watershed plan.
This presents the Council an opportunity to become familiar with the WMO-City relationship in general
and the Black Dog WMO in particular. Denny Palmer of Barr Engineering will be making a short
presentation. Mary Hamann-Roland, Apple Valley/Eagan commissioner is also expected to be present.
II. Street Sweeping Study for Water Quality
Ciry staff from the water resources and streets and equipment maintenance divisions is conducting a
study of the effectiveness of street sweepers to collect pollutants and improve water quality. Staff
strongly recommends the project to continue, although originally proposed as a cost-share grant
project. The City capital equipment budget for 2002 has the acquisition of an additional sweeper
specifically for water quality sweeping. This study will significantly assist both divisions to determine
which type of water quality sweeper to add to the fleet.
HI. Water Quality Ordinances Study
Staff from the water resources division is conducting a comparative analysis of existing City policies and
programs with ordinances of other Twin City communities and from other sources to identify gaps,
strengths, and weaknesses. This study is for water-resources related ordinances in sediment and
erosion control, wetland protection, and buffer setbacks. Staff strongly recommends the project to
continue, although originally proposed as a cost-share grant project. Background on the policies and
preliminary results ofone-month's work will be the focus of the staff presentation (see attachments).
