03/05/2001 - City Council Special~,' ~ city of eagan MEMO TO: HONORABLE MAYOR AND CITY COUNCILMEMBERS FROM: CITY ADMINISTRATOR HEDGES DATE: MARCH 2, 2001 SUBJECT: JOINT EAGAN/INVER GROVE HEIGHTS CITY COUNCIL MEETING A joint Eagan/Inver Grove Heights City Council meeting is scheduled for Monday, March S, beginning at 5:30 p.m. at the Veterans Memorial Community Center Room C located within the National Guard portion of the building. The location is west of T.H. S2 on 80~' Street East located off Barbara Avenue or Babcock Trail. The purpose of the meeting is to discuss Yankee Doodle Road extended as well as service delivery issues (joint powers) that relate to various plats that are being considered by the City of Inver Grove Heights adjacent to the Eagan corporate boundary. There will be a light lunch served, compliments of the City of Inver Grove Heights. Attached is a copy of a map that shows the location of the Veterans Memorial Community Center. COLBERT, DIRECTOR OF PUBLIC WORKS DATE: MARCH 2, 2001 SUBJECT: JOINT POWERS AGREEMENT - INVER GROVE HEIGHTS On Monday March 5, the full Council will be meeting with the City Council of Inver Grove Heights to discuss in general the status of the current Joint Powers Agreement (JPA) between the two cities. There have been several site specific JPA's over the years which were consolidated into one "Global" agreement in July 1997. Since the first agreement in 1972, 5 developments within Inver Grove Heights have been serviced with streets and/or utilities extended from Eagan. These are: Emerald Hills Mobile Home Park, Coventry Pass 5`'' & 6"' Add., boulder Crest Add, Southern Lakes Add. and the Jubilation Add. Inver Grove Heights has acquired and transferred to Eagan, at no cost, land for the water tower built in 1998 serving both communities. Eagan is currently reviewing applications from at least 4 more developments requesting similar utility service extensions from Eagan. They are; Broadmoor Add. (Betty Allen Prop.), Orchard Heights 2"d Add., Worrell's Church Add and storm sewer for the Jubilation Add. The attached map shows the location of these proposals as well as the current boundaries of the JPA. There is also a request from Bruggermen Homes to have Eagan do an engineering study to see if we can handle an extension of utility service beyond the current boundaries to serve the property located at the end of Wescott Rd. this will require an amendment to the current JPA and the Metropolitan Urban Service Area (MUSA) boundaries. (Cross hatched area on map). Eagan's comprehensive Utility Plans can handle all the areas within the current boundaries of the JPA. Also enclosed is a copy of the JPA with highlighted sections that may be of interest to the Council to help familiarize them with some of the basic issues of the agreement. Since its adoption, many property owners and developers have relied on this agreement and Eagan's willingness and ability to provide utility services for their developments. It is important for the current Council to reaffirm this commitment with Inver Grove Heights or propose some revisions or amendments that would be satisfactory to both communities. Staff from both communities will be available to provide specific information about any of these developments or agreement if questions should arise.
