Carl Neu, Neu and Company, who facilitated the retreats eazlier this yeaz has prepared a proposal entitled "Eagan, Minnesota, Community Visioning- Going for the Gold, Our Vision-Our Future". A copy is enclosed without page number. It was the pleasure of the City Council that a conference call be arranged with Mr. Neu to further discuss this goal. Arrangements have been made to contact Mr. Neu at 4:45 p.m. in conference rooms A & B so he can shaze more about the community visioning strategic planning process with the entire Council through the benefit of a speaker-phone dialogue with the City Councilmembers. ACTION TO BE CONSIDERED: To consider the community visioning process and if it is the City Council's desire to proceed ahead, determine a method of financing which could be from the City's contingency fund for 2001. If the project is to proceed, a first step is to determine a leadership group appointed by the City Council. STORM MITIGATION ITEMS 1. Gibraltar Trail (Project 844) Project Consideration - At the Council meeting of September 4, the Council received the bids for Contract 01-15 (Storm mitigation Improvements). One of the projects incorporated into that contract was Project 844 (Gibraltar Trail). The staff reminded the Council that this project had not been formally approved by Council action as a result of the public hearings held Apri126. Council direction at that time had been to proceed with the prepazation of detailed plans, specs and easement acquisitions with formal action being deferred to a later date when funding availability was better defined. Since that time, the City has received a grant from the State Legislature for $5 Million towazds the estimated total cost of $8+ Million. Enclosed on pages ~ through ~ is a memo from the Public Works Director providing background information for the Council's be efit in discussing the appropriate disposition of this specific project. ACTION TO BE CONSIDERED: Approve/Deny/Continue Project 844 (Gibraltar Trail), and if approved, authorize the continuation of easement acquisition. 2. Project 824, Beacon Hill / Almquist Lake -Project 824 consists of several storm mitigation improvements in the general Beacon Hills/Covington Lane azea. The various elements of this project were incorporated into Contract O 1-15. The bids for this Contract were presented to the Council for consideration of contract award on Sept. 4, but these various project areas under this project were deferred until all required easements were obtained. However, there is one element within this project area that the Council should review and give direction to staff for further easement negotiations regarding acquisition compensation for the potential to incorporate a Water Quality treatment pond improvement into the Storm Mitigation contract for efficiencies of scale and potential overall cost savings. This proposal is addressed in the memo from the Public Works Director enclosed on pages through ~. ACTION TO BE CONSIDERED: Approve/Deny the negotiated compensation of fair market value for the acquisition of a Water Quality Pond and Utility easement for Lots 7 & 8, Block 1, Johnny Cake Ridge Addition, and if approved, authorize the Mayor and City Clerk to execute all related documents. 3. Storm Mitigation Easement Acquisition Status - At the Council meeting of September 4, the Council considered awarding the contracts for Contracts O 1-14 and O 1-15 for Storm Mitigation Improvements. Several projects under those contracts were not in order to proceed due to lack of adequate easements. The Council requested staff to provide an update of these easement negotiations at the Council Workshop meeting on September 11. Russ Matthys, City engineer, will provide a verbal report at that meeting. ACTION TO BE CONSIDERED: As appropriate. ENTRANCE MARI~RS /UPDATE The Image Committee met on Friday, September 07, 2001 to discuss Entrance Monuments and Street- scaping. The discussion by the committee regazding entrance monuments was three-fold: 1.) Determining the feasibility of income from cellular antennae use; 2.) Establish design goals/pazameters for materials, lighting, general image, etc.; and 3.) Prioritization of locations, partially dictated by available financing. Discussion regarding street-scaping mainly focused on the design from the standpoint of a uniform design throughout the City versus a unique design based on the chazacteristics of a given area. The meeting was very productive and staff will be available Tuesday to embellish the discussion for the Council's benefit. COLBERT, DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 5, 2001 SUBJECT: STORM MITIGATION IMPROVEMENTS - GIBRALTAR TRAIL, PROJECT 844 Project 844 identifies the proposed storm mitigation improvements for the Gibraltaz Trail drainage azea (Figure 7.4) as identified and discussed in the Preliminary Design Report (PDR) presented to the public at the Special City Council meeting of April 26, 2001. This area was classified in the "Meets City Standazds (MCS)" category. At that time, the City did not know to what extent financing might be available for all the proposed storm mitigation improvements, much less those in the MCS category. Attached aze the excerpts from the PDR for this azea identifying the various structure and flood elevations and explaining the proposed improvements. The following is an excerpt of the minutes from the special public hearing providing direction regazding this status of this project. Based on the discussion and action taken at the last Council meeting of Sept. 4, the staff has temporazily stopped any further negotiations of easements until the status of this project is re-addressed by the Council. GIBRALTAR TRAIL (4-26-O1 minutes excerpt) Mayor Awada stated that since the area meets city standards, the improvements must be delayed until fiscal resource issues have been resolved. Three residents spoke and expressed concern about the repeated flooding and support for the project. They further commented on the likelihood of funding and the project moving forward if possible in 2002. Councilmember Tilley moved, Councilmember Fields seconded a motion to authorize the preparation of construction plans and specifications and easement acquisition for Storm Drainage Mitigation Improvements for Group Area #7.4 Gibraltar Trail with the understanding that the project will move forward only after funds become available and the Council gives the project formal reconsideration. Afterwards, stormwater drainage improvements were made involving installation of a larger pipe to drain the low point in Gibraltor Trail west to Pond JP-9. These improvements were designed to meet flood protection criteria for the 1 % rainfall event. However, further improvements will be needed to protect to the July 2000 storm benchmark. Description of Basic Improvements: None needed. Description of Additional improvements: The following improvements are proposed to protect homes at the low points in Gibraltar Trail from flooding for an extreme runoff event like that of the July 2000 storm: • Separate the storm sewer extending south from Boston Hill Road to Ticonderoga Trail from the storm sewer serving Gibraltar Trail. This will decrease the drainage area to the Gibraltar Trail low points. • Construct storm sewer to convey diverted runoff from the Ticonderoga Trail/Clinton Trail intersection south under Clinton Trail to an east/west storm sewer in Northview Park. This will take advantage of the temporary excess capacity in the 42" east/west line before flow from the upstream pond system reaches this point. Temporary construction easements will be necessary. COLBERT, DIRECTOR OF PUBLIC WORKS DATE: SEPTEMBER 7, 2001 SUBJECT: STORM MITIGATION IMPROVEMENT - PROJECT 824, BEACON HILL (JOHNNY CAKE/ALMQUIST LAKE - PONDING EASEMENT) Project 824 provides for various storm mitigation improvements benefiting the Beacon Hill Rd Penkwe Way and Covington Lane azea as identified in the Preliminary Design Report (PDR) presented at the public hearings held on April 27. One of the improvements in this azea (Area 6.4) incorporates the construction of an intercepting storm sewer in Johnny Cake Ridge Rd to carry the diverted runoff directly into Ahnquist Lake. As part of this project, the preliminary design proposed the creation of a detention/treatment pond between Johnny Cake and Almquist Lake in the rear yard area of Lot 7, Block 1, Johnny Cake Ridge Add. (4760 Penkwe Circle - Mazk Leiferman). During the negotiations with this property owner and his neighbor to the east, they consented to the dedication of an easement sufficient to accommodate a storm sewer pipe along their side and reaz property lines from Johnny Cake Ridge Rd. to Almquist Lake. However, they are not agreeable to the additional dedication at no cost of a pond and/or outlet easement through the middle of their backyards incorporating an additiona144,100 sq. ft (1.01 acres) of land. If the alternate pond easement is not available, 304 feet of additional 27-36" pipe are required under the base bid to cross these properties along their wooded south property lines at a total project cost of $93,275. If a pond easement is provided in the natural low azea, a more direct route to Almquist Lake could be taken with reduced footage/cost of pipe. The total cost of this alternate storm mitigation improvement would then be only $69,480 (including the cost of the pond excavation). This results in a potential savings of $23,795. In addition, this pond will provide pre- treatment of storm water runoff before entering Ahnquist Lake (Class 5 water body). In summary, this alternate can provide Water Quality benefits to Ahnquist Lake, but at a potential cost equal to or exceeding the construction savings. Based on the Council's current policy of not providing any compensation for storm mitigation improvements, staff is not able to proceed with this water quality benefit opportunity. One option would be to have the Water Quality Enterprise fund finance the easement acquisition cost ($40- 50,000) for the related water quality benefits to Almquist Lake and let the Storm Mitigation fund finance the construction at a cost savings of $24,000. The Water Quality Budget has sufficient funds to finance this expenditure. This would be technically in keeping with the Council's policy. l~ However, it might appear as if the City were starting to pay for storm mitigation easements, which has not been done to date. If this concept is acceptable to the Council, staff would like to then proceed with negotiations for this pond easement before bringing the appropriate change order back to the Council for authorization to proceed. The proposed improvements will increase peak water elevations in Almquist Lake (Pond BLP-4) from 915.6 to 916.7 (1.1') for the 1% rainfall and from 919.5 to 921.1 (1.6') for July 2000-type event. The normal water level of the pond would remain unchanged at 912.0. The low entry adjacent to Pond BLP-4 is at 926.1, so freeboard criteria for this pond would easily be met even after the proposed improvements are constructed. Description of Basic Improvements: The improvements proposed are: • Block overland drainage from Johnny Cake Ridge Road to Penkwe Way. This improvement will significantly reduce the amount of water reaching the Penkwe Way /Ridge Cliffe Drive intersection during large runoff events. • Construct a 48" storm sewer from the low point in Johnny Cake Ridge Road to Almquist Lake (Pond BLP-4). This improvement will provide a means of diverting runoff which would otherwise reach Penkwe Way to Pond BLP-4, which has substantial un-used storage capacity. A pond would be constructed to catch and fully treat the diverted runoff prior to discharge to Pond BLP-4. Permanent drainage and utility easements covering some of the project area exist. However, additional permanent drainage and utility easements will be needed, as will temporary construction easements.
