ADJOURNMENT Fire Sale Facts: Fire Station 1 & 5 are presently zoned Public Facility (PF) and guided ,Quasi -Public (QP). The .7 acre Outlot D adjacent to Station 5 is zoned Planned Development (PD) and Guided Low Density (LD). Assumptions: All three properties should be re -guided to Office/Service (O/S) and rezoned to Limited Business (LB) given the proximity to existing residential uses. A slightly different approach would be utilized for proposals with a residential component. Proposals: 1. Cabaret/Playhouse — "Playhouse" is a conditional use in LB; however, the RFP outlines a number of uses that are not allowed in the LB district and it appears the site would have difficulty parking the amount of vehicles anticipated. 2. Wide Open Throttle Auto Repair— Auto repair is not an allowed use in the LB zoning district and would not be compatible in a residential area. 3. Paul Maier — Private garages are a permitted accessory use in the LB district. I would categorize the woodworking use as an activity one would expect at an art studio. Art studios, as we all know, are a conditional use in the LB zone. 4. JBL Station 1—The proposed general office use fits like a glove and the proposed improvements will enhance -and update the appearance of the building. 5. JBL Station 5 — If done thoughtfully, the mixed-use scenario can work well given the amount of land to work with. The essentially vacant Outlot D adds some flexibility and intrigue to this combined 2.7 acre site. 6. Theater Uncorked —Again, playhouse, photo studio, etc. are allowed via conditional use. So, while the proposed uses can be accommodated with the LB zoning and the suggested 75 seat theater per City Code would require only 25 on-site, parking stalls. The zany subdivision scenario introduces a very cumbersome and costly process. 7. Renegade Fitness — "Health Centers" are a permitted use in the LB zone. Based on my understanding of the operation, this use would fit well with the site and general area. JBL FIRE STATION #1 ➢ Combined 60% Office/40% storage, similar to that which was in the former FAB ➢ Limited Business Zoning would be the requested designation ➢ Purchase price of $35,000 ➢ Siren would remain in place ➢ Proposed use fits the area ➢ Proposed improvements will enhance and update the appearance of the building Art Works Eaaan ➢ Submitted a proposal in the event acquisition of FAB was unsuccessful, not interested at this time Paul Maier ➢ Classic car storage, 16-18 cars in the fall/winter months. ➢ Small wood shop ➢ Purchase price of $50,000 ➢ Current employee of the City ➢ Private garages are a permitted accessory use in LB ➢ I would categorize woodworking as an activity one could expect at an art studio. Playhouse/theater would be allowed by CUP in LB; liquor/concessions not allowed. ➢ Contract deed expectation with 50% payment at closing; 25% 12 months after closing and the balance, 12 months later. ➢ 125 additional parking stalls would be needed. Renegade Personal Training JB1. ➢ Current Eagan Business ➢ Permanent home for his operations ➢ Would complete a major renovation ➢ Trees would remain ➢ One/One training and classes only; work closely with high school athletes ➢ Appointments only No Sunday operations; 5 am-9pm other days No parking expansion likely Use would fit well with the site and general area Purchase price: $450,000 ➢ Similar to FS# 1 proposals; 60% office/40% storage ➢ 2 acre site to be used for residential lots (three lots) ➢ .73 acre parcel could be used for a 5,000-8,000 multi -tenant flex office space ➢ If done thoughtfully, the mixed-use scenario can work well with the amount of land available ➢ Purchase price listed in proposal was $200,000. In a conversation with Dave Osberg-on Thursday August 17; stated that was a "typo" and the proposed purchase price should be $300,000. Kari and Forrest Godfrey "Theatre Uncorked" ➢ Neighbors live adjacent to Fire Station #5 ➢ Theatre and photography studio for rental ➢ Would propose allowing the neighbors to purchase City abutting their backyards to assure retaining the trees. ➢ Said subdivision would be cumbersome and costly ➢ Proposed uses allowed via CUP in LB ➢ Suggested 75 seat theater would require only 25 on-site parking stalls, per City Code
