II. FIRE ADMINISTRATION BUILDING
DIRECTION TO BE CONSIDERED:
Staff is seeking Committee feedback on the following:
1.) The 20 year cost comparison analysis that will be presented at the Finance Committee
Meeting.
2.) The options of renting to outside entities
3.) The relocation of certain Parks and Recreation Staff to the Fire Administration Building
4.) The impact each of these options have on the City Hall/Police Station remodeling
project under consideration for 2018.
FACTS:
➢ At the February 9, 2016 City Council workshop, Staff was asked to provide a cost
comparison over 20 years to relocate City staff to the Fire Administration Building.
➢ Staff has received updated cost projections from Quinn Hudson, CNH Architects on the
costs associated with relocating City Staff to the Fire Administration Building.
Rer the Council's request, feedback was also obtained from a reputable commercial real
estate broker with regard to options associated with renting or.selling the building.
A Art Works of Eagan submitted a proposal to rent the Fire Administration Building, that
has previously been distributed to the City Council.
➢ The YMCA has toured the building on multiple occasions. To date, nothing in writing has
been received from the YMCA confirming their interest and potential terms and
conditions for rental or.acquisition of the building.
➢ The Eagan Convention and 'Visitors Bureau has indicated they would be willing to
consider relocating to the Fire Administration Building, all while recognizing they are
current a rent paying tenant of the Eagan Community Center.

III. CEDAR GROVE UPDATE
DIRECTION TO BE CONSIDERED:
To discuss the status of development projects in the Cedar Grove Redevelopment District.
FACTS:
➢ The City Attorney and the brokers continue to encourage the Morrissey Group to provide a
deed 'for the City's reacquisition of the hotel site. At this time, a closing date has not been
scheduled.
The brokers are in contact with a hotel developer that maybe able to move forward with a
hotel project in Fall 2016. In the event that construction cannot begin this fall, staff
recommends an RFP process. Additional hotel developers have expressed interest in the
site, and the brokers are keeping them informed of the project status.
The brokers have reported increased interest in Outlot B from affordable and market rate
housing developers.
By the end of the year, the City will transition away from the Cedar Grove Gateway
newsletter towards a semi-annual developmentinsert in the Eagan Business News.

Present: Mayor Maguire, Councilmember Bakken, Administrator Osberg, Community Development
Director Hutmacher, Finance Director Pepper, and City Attorney Bauer.
Fire Administration Building (FAB)
Administrator Osberg reviewed the history of FAB and the ongoing process of determining the best
option for utilization or disposition of the building. Six scenarios for utilization or disposition were
presented to the Committee as potential options. After discussion, the Committee achieved consensus
that:
• The building should be refurbished/remodeled
• Parks/Recreation Department should move its operations to FAB
• The City Hall/Police remodeling project should be downsized accordingly
• After the Eagan Convention and Visitors Bureau has completed its obligation to pay the City
back for capital costs of its space at the Community Center by 2026, the City and ECVB should
evaluate ECVB moving into the upstairs of FAB.
Cedar Grove Redevelopment Update
City Attorney Bauer informed the Committee that earlier today the City had closed on the repurchase of
the Morrissey property. Another developer is in negotiations for the plans and will submit a letter of
intent to buy the property and build the same Hilton Home2 product that Morrissey had planned. The
developer believes it can maintain the same construction calendar that Morrissey was working under.
The Committee authorized the City Attorney to work with the developer on the terms of such a
purchase. Bauer noted that two other developers have expressed interest to our broker in building
hotels on the property.
