General Information
As a response to the COVID-19 pandemic, the City Council approved Resolution 20-32 allowing an interim
policy of administrative review of temporary and/or expanded use of outdoor areas and temporary facilities.
This form is intended for temporary outdoor COVID-19 testing and/or vaccination stations utilizing
temporary structures, tents, canopies for drive -up or drive -through facilities to administer COVID
testing to clients. This form is not required for testing or vaccination facilities administered indoors at
existing medical clinics, drugstores, grocery store clinics or other health facilities; please contact City
Planning (651-675-5685) to determine the use is permitted under City Code.

Testing facility is licensed and/or registered with the State of Minnesota.
The temporary outdoor area conforms to all fire and building codes. Temporary structures,
including tents, canopies and contractor trailers, may require a building permit. Please call Building
Inspections, 651 -675-5675, to confirm and request a permit application.
If determined a building is not required, applicants should ensure tents/canopies are properly tied
down and snow is quickly removed from the roof.
The outdoor testing area shall be kept in a clean and orderly manner.
Handicap accessibility has been considered for the temporaryoutdoor testing facility.
Temporary signage of no more than three (3) signs of an aggregate total of 100 square feet is
allowed with the use. Off -premise signage is prohibited to direct traffic.
Hours of operation of a temporary outdoor facility are restricted to the hours of operation allowed by
City Code.

Mr. Erickson — I received your Temporary Outdoor COVID-19 Facility registration form for the property located
at 1380 Duckwood Drive. A couple quick questions:
What is the suite number to the space? MADDIE, CAN YOU HELP WITH THIS ONE?
A few questions about administering the COVID test:
• The site plan shows 26 patient parking spaces, are there designated parking spaces for the patient?
YES, WE SET UP SIGNED AREAS IN THE PARKING LOT SO PATIENTS KNOW WHERE TO GO AND IT
KEEPS OUR PATENTS (WHO POTENTIALLY HAVE COVID) IN ONE AREA. IT'S SAFER FOR THE OTHER
FOLKS IN THE CENTER AND FOR OUR NURSES THAT COME FROM THE BUILDING TO COLLECT THE
SPECIMEN IF ALL PATIENTS ARE LOCATED IN THE SAME PLACE. THIS WAY NURSES ARE NOT
RUNNING ALL OVER THE PARKING LOT. THE LANDLORD HAS AGREED TO DESIGNATE SPECIFIC
PARKING FOR THIS PURPOSE AT THE PROPERTY.
• Is the parking intended to be signed for GS Labs? (designated stalls are not recommended by staff) SEE
ABOVE.
• Are patient's required to pre -register and set an appointment? YES THIS IS CORRECT. THEY BOOK
ONLINE AND THEN SHOW UP AT THEIR SCHEDULED TIME.
• Are tests administered within the car, patients do not need to exit vehicle? CORRECT. PATIENTS DO
NOT EXIT THEIR VEHICLE.
• What is the amount of time to administer the test? Do patients wait for results or are they informed
via email or text? TAKING THE SPECIMEN TAKES ONLY A COUPLE MINUTES TYPICALLY AFTER
PAPERWORK AND IDENTITY IS VERIFIED. THE PATIENT LEAVES AFTER THE SAMPLE IS COLLECTED,
THEN THEY GET THEIR RESULTS ELECTRONICALLY ABOUT 15 TO 30 MINUTES LATER. WE REPORT TO
THE COUNTY/STATE DAILY AS WELL.
Please provide the above information so I can add it with the application and I'll return the form ASAP.
